If you are among those running from pillar to post to get birth or death certificates, relief may be at hand. The BBMP is planning to introduce measures to ensure that these certificates are issued within an hour of a birth or death being recorded at hospitals.

BBMP officials say they have developed a unique ‘E-transfer’ software that links hospitals to these centres to help speed up the registration process.

In the planned system, hospital officials have to upload details of new births or deaths within 30 minutes of the incident. A BBMP official said this information will be immediately transferred to the registration centre. Here, the staff will be required to issue a birth or death certificate in the next half-an-hour, which will then be collected by the respective hospitals.

MUMBAI: The Municipal Corporation has undertaken the work of revision of the 'Development Plan' for Greater Mumbai for the 2014-2034 period (20 years). The work of revision of the 'Development Plan' is being carried out by municipal engineers, urban planning consultants and M/s Groupe SCE(I) Ltd. As a part of this exercise, the work of Existing Land Use survey (ELU) was completed in the year 2012 and the same was also thrown open to the public for comments till March 30, 2013. The comments received from the public were also examined and the replies to the comments were also uploaded on the Municipal website for the information of the public.

The study report envisages dividing the city and suburbs into 151 planning sectors.

The assessment of the existing situation has been conducted at City level, Ward level and at planning sector levels. The sector-wise demand for land and floor space for housing, education, health care and recreational facilities and public services has also been addressed to in the report by considering appropriate planning standards.

On the basis of the ELU data, a Preparatory Study Report is prepared which includes assessment of the existing situation, growth scenario, vision and objectives of the 'Development Plan' for the next 20 years, challenges and development strategies for attaining the vision. The copy of the report is submitted to chief minister, mayor of Mumbai, minister of state (UD), and deputy mayor of Mumbai.

NAVI MUMBAI: Several projects have been listed for today's Navi Mumbai Municipal Corporation (NMMC) general body (GB) meeting. Sources said the works are worth Rs 110 crore, but opposition leader Dilip Ghodekar from Shiv Sena described them as 'politically motivated'. "The work should have been taken up earlier. The civic chief had asked for 78 proposals, but the mayor approved 57," said Ghodekar.

The mayor said, "I inspected before taking a call. The works include footpaths, gutters and roads. Approval for more works would be sought at the next GB meeting on February 7."

Opposition corporators believe the impending announcement of Lok Sabha elections and the model code of conduct would prevent decision making for many projects. "Why were the works ignored for so long and decisions being taken on the eve of poll?" asked an opposition corporator.

A civic official said, "The approval is part of the current fiscal budget and the works could be taken up later after the due process of tendering. The budget for 2014-2015 would be tabled before February 28."

The Bruhat Bangalore Mahanagara Palike (BBMP) budget for 2014-15 is likely to be presented prior to that of the State government’s in February. According to reliable sources in the BBMP on Tuesday, the civic body is preparing to present the budget in the second week of February. Though the Karnataka Municipal Corporations Act, 1976, mandates the civic body to present the budget at least three weeks before the beginning of the next financial year, the previous four budgets have been presented several months into the new financial year.

Chairperson of the Standing Committee for Taxation and Finance M.S. Shivaprasad confirmed that preparations for the next budget had begun. “The draft budgets of all departments are all likely to be submitted to the standing committee by January 26. The panel is confident of drafting a realistic budget and presenting it by second week of February,” he said.

Sources said BBMP wants to present the budget before of the model code of conduct comes into force ahead of the LS elections. “If we delay, the budget can be presented only after the elections. This will lead to poor implementation of projects,” a source said.

Councillors argue during the general house meeting of the Ludhiana MC on Friday. 

In an emergency house meeting called within a notice of less than 48 hours, the Ludhiana Municipal Corporation proposed to shift road projects worth Rs 403.88 crore from Housing and Urban Development Corporation (HUDCO) to Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

The crucial proposal has come up after cash-strapped Ludhiana MC tried to grab the opportunity which can save it from repaying loans to HUDCO and instead get 50 per cent of grants from the Centre, which are not to be paid back as per working of JNNURM. While the MC had to repay the loan to HUDCO, under JNNURM 50 per cent grants will be coming from the Centre, 20 per cent from state government and only rest of 30 per cent would be paid by the MC if the proposal is passed in the meeting to be held in New Delhi on January 21.

“The sole reason for calling this emergency house meet is to get the approval of the house for shifting road projects from HUDCO to JNNURM so that the funds can be availed from the Centre and rest of the funds which we save can be used for other developmental projects in different wards,” said Mayor Harcharan Singh Gohalwaria.

While MC commissioner Rahul Tewari was absent owing to illness, additional commissioner Isha Kalia presided over the meet. Kalia talking to Newsline said, “The step has been taken keeping in mind betterment of the city. If we get half the funds for road construction from Centre, the funds we save can be used in other projects.

We are hopeful that JNNURM officials will approve the road projects and the financial burden on MC will reduce greatly if it happens.” Asked if projects are not approved by JNNURM, she said, “In that case, projects will remain with HUDCO and all expenses will be paid by MC.

Projects to be shifted

  • Remodelling of Ferozepur road from Jagraon bridge to Sidhwan Canal which includes construction of three underpasses at Bhai Wala chowk, Bharat Nagar chowk and Malhar road. It also includes 8-laning of road, 2m wide footpaths, three foot over bridges, new bus stops, street lighting etc. Its total cost is Rs 209.37 crore.
  • Improvement of Chandigarh road from Samrala Chowk to MC limits worth Rs 109.31 crore.
  • Improvement of Old GT road from Sherpur chowk to Jalandhar bypass worth Rs 85.20 crore.
