Pimpri Chinchwad Municipal Corporation to submit Rs 2k-cr draft budget

PUNE: The Pimpri Chinchwad Municipal Corporation (PCMC) is expected to submit the Rs 2,000-crore draft budget to the standing committee for approval on February 11.

Municipal commissioner Shrikar Pardeshi said, "The code of conduct for the Lok Sabha elections is expected to come into force at the end of this month. The civic body wants the draft budget to come up for approval at the general body meeting to be held on February 20. The administration needs to table the draft budget before the standing committee on February 11 and if the committee approves it on the same day, we can table it at the general body meeting."

But if the approval takes time, the administration will have to convene a special general body meeting for approval.

Pardeshi said the draft budget will consist of two parts: the civic body's draft budget and the draft budget for works under Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The budget for the current fiscal had an outlay of Rs 1,926 crore with carry forward balance of around Rs 70-80 crore.

"There is always natural growth of 10% in the annual budget every year so the draft budget for 2014-15 may have an outlay of around Rs 2,200 crore. But the civic body is expecting a deficit of Rs 325 crore in local body tax (LBT) which we plan to reduce to Rs 175 crore by increasing the income of building permission and property tax departments," Pardeshi said. He said the total income of the civic body in this fiscal is expected to be around Rs 1,700 crore and it will be difficult to have a budget with an outlay of Rs 2,200 crore.

He said there were only a few JNNURM projects that needed to be completed and they include development of bus rapid transit system (BRTS) routes, housing scheme for economically weaker sections and slum rehabilitation projects.

Corporation Budget to Focus on Feeder System for Metro Rail

The budget of the Kochi Corporation for the year 2014 which will be pre¬sented soon after this year’s State Budget is expected to give special focus on devel¬oping feeder system for the Kochi Metro Rail. 

This is the first budget of the Corporation after the commencement of Kochi Metro Rail works and ac¬cording to a top Corporation official, this year’s budget is crucial as there are certain infrastructure projects that need to be completed along with the Metro Rail project.

“The projects like widen¬ing of the South Railway Over Bridge (RoB), widening of Thammanam-Pullepady Road, construction of Atlantis RoB, Goshree-Mamangalam Road and re¬construction of PVS culvert are some of the key proj¬ects that needs to be com¬pleted along with the Kochi Metro Rail.

Meanwhile, the Pachalam RoB is another major project. Hence the Corporation will have to include provisions for these projects in the budget,” the official said. Meanwhile, some of the key proposals mooted in last year’s Corporation bud¬get are yet to be materialised.

The formation of the Unified Metropolitan Transport Authority (UMTA) as an umbrella body to regulate the traffic issues of the city, construction of new sewage treatment plants, mini sew¬age plants and anti-mosqui¬to programmes with the sup¬port of the Vector Control Research Institute were some of the key proposals in the last year’s budget. 

The Corporation is also planning to launch road development schemes us¬ing modern technologies, but failed to carry the plan forward. Even the sugges¬tions mooted during the Road Conclave held two years back were not imple¬mented. Another non-start¬er is the upgradation of the existing facilities and the development of the Solid waste Treatment Plant at Brahmapuarm. 

The Corporation had also promised in its annual bud¬get a sewerage treatment plant, which will be set up in West Kochi. Another alloca¬tion for West Kochi was the preparation of Study Report for Edakochi Sustainable Development Project. “The non starters are likely to be included in this year’s budget. the main focus will be on infrastructure development,” the official added.

SMC presents Rs 4,062 cr draft budget

SURAT: Surat municipal commissioner Manoj Das on Tuesday presented a draft budget estimated at Rs 4,062 crore for the city for the financial year 2014-15. Taxes have not been increased even though capital expenditure will see a massive jump to be highest in the state, keeping with the diamond city's label as one of the fastest growing cities in the country.

No new projects have been listed as the focus of the municipal corporation is clearly on completing the ongoing projects like that of BRTS, urban housing, drainage, water and roads, disposal of plastic, e-waste management, expansion of e-governance and entertainment.

"We have planned for the future, keeping in view the projected population of the city in 2041. We are working to enhance our capacities to the projected level before 2014," said Das.

SMC's property tax income, which was Rs 267.61 crore in 2010-11, is projected to be Rs 680.55 crore in 2014-15. Professional tax collection too is expected to touch Rs 125 crore in 2014-15 from Rs 48.50 crore in 2010-11. "Tax collection has increased by Rs 90 crore in 2013. This was made possible by strengthening the system," Das added.

SMC had gone in for PPP and BOOT models and had even outsourced some activities to cut down on outgo of salaries of staff. This had helped the civic body to bring down its establishment expenses.

SMC's revenue from rent of its properties is set to go up to Rs 30 crore from the present Rs 10 crore. SMC will get additional Rs 230 crore in a year from development of Outer Ring Road. The municipal corporation had got money through various sources, which included road re-instatement grant and primary schools construction grant of Rs 18 crore and Rs 25 crore, respectively, a part of professional tax collected by the state government, impact fee, incremental charges and betterment charges.
