Greater Hyderabad Municipal Corporation proposes Rs 3,850 cr budget

HYDERABAD: Citizens can expect more developmental works in the next financial year, 2014-15. The Greater Hyderabad Municipal Corporation (GHMC) has proposed to spend Rs 2,110 crore under capital expenditure in the next fiscal, about Rs 500 crore more than the current financial year.

The corporation has placed the draft budget for the 2014-15 financial year with an estimation of Rs 3,850 crore before the standing committee. The budget estimates for the next financial year have been pegged at Rs 700 crore more than the current year's revised budget estimates of Rs 3,156 crore.

Of the proposed capital expenditure, the corporation has earmarked Rs 70 crore for taking up road under bridges, road over bridges and flyovers that were proposed at Uttamnagar, Gachibowli flyover and ongoing works at Kandikalgate and Uppuguda. For the MMTS phase II, the GHMC has allocated Rs 172 crore, lands and improvements works Rs 463 crore, Rs 533 crore for roads and pavements, Rs 69 crore for streetlighting and Rs 77.55 crore for providing water supply and sewerage in surrounding municipal circles.

Interestingly, the budget for upgradation of major roads has been reduced to Rs 136 crore for the next financial year from Rs 153 crore this year. Similarly, minor roads upgradation cut to Rs 114 crore from Rs 162 crore this year. However, a considerable amount, Rs 28 crore, has been set aside for junction improvement and Rs 36 crore for construction of stadia and improvement of play grounds in the next financial year.

Since expansion of many roads has been taken up by the corporation for smooth flow of traffic, Rs 330 crore has been earmarked for land acquisition. Protection of lakes and open spaces has taken a back seat in the budget allocation with only Rs five lakh granted against Rs 10 lakh this year.

GHMC officials expect Rs 2,823 crore revenue receipts, including Rs 1,095 crore towards property tax, Rs 200 crore building fee and Rs 100 crore betterment charges and Rs 12 crore cell phone towers permission.

The budget would be placed before the general council in the third week of December, officials said.

Civic budget likely to shrink by Rs 300 crore

PUNE: The Pune municipal corporation's budget for the 2014-15 fiscal is likely to shrink by around Rs 300 crore and the civic administration will concentrate on big projects such as the metro in the next financial year.

The civic administration will present the budget and the elected members will then give a final touch to it in March 2014. The administration will hold a budget review meeting on Friday, which will be attended by officials and elected members.

The civic administration had presented a budget of around Rs 3,605 crore for 2013-2014, which was increased by the elected representatives to Rs 4,100 crore. This year, however, the civic administration's budget is expected to be around Rs 3,300 crore.

Civic officials said that the municipal corporation is likely to face a revenue deficit due to local body tax (LBT) this financial year, as compared to the revenue it had earned through octroi in the past.

Officials said the civic administration is expected to get around Rs 1,000 crore this year as opposed to last year's revenue of Rs 1,300 crore. Between April and September this year, PMC earned Rs 500 crore from LBT. Last year, the corporation had mopped up Rs 650 crore through octroi in the same period. Mahesh Pathak, municipal commissioner, confirmed to TOI that the budget is "likely to shrink as against last year". Asked if LBT could be one of the reasons for shrinking the budget he said, "Yes, and the budget gets inflated too much."

"The union government has given a green signal to carry out big projects in the city and funds for projects like metro, sewage treatment plants, Bhama Askhed water pipeline project and procurement of buses for the city have been allocated. The civic administration has promised the union government to pay the civic body's share for these projects, so the budgetary provisions for them will have to be made on priority," Pathak said.

The civic budget had gone beyond Rs 4,000 crore mark to reach Rs 4,167 crore, (for the first time for the next fiscal) since PMC's inception. This was after the civic standing committee, which takes all financial decisions, proposed a Rs 562-crore hike in the draft budget for 2013-14 presented by municipal commissioner Mahesh Pathak, who had presented a Rs 3,605 crore budget.

NMMC budgets 1.5cr for new garden in Nerul

NAVI MUMBAI: Navi Mumbai's largest node, Nerul, can soon boast of a brand new garden. The plot of land in Sector-19A will be developed at a cost of Rs1.45 crore, a civic official said on Thursday.

Local residents, over the last two years, have been demanding that the 12,000 sq m plot that has been earmarked for recreational purposes on the Navi Mumbai Municipal Corporation's (NMMC) plans be developed, but the civic body has not been able to budget for this space. The custodian of an overhead tank had been asked to keep out squatters and anti-social elements away in the absence of guards.

The NMMC is currently in the process of inviting tenders and grant the plot for speedy development.

"The tendering process will be completed soon," said an official.

Residents are looking forward to the park and are eagerly awaiting the park's development. "The project has finally come to the fore. I believe several residents will benefit from this facility. We are hoping for early construction of the park," said Akash Mishra, a resident.

The proposed garden will have a spot for trees, playground equipment for children, benches, protection wall, mini amphitheatre, senior citizen's recreational centre, jogging track and parking around the garden.

Navi Mumbai: Nerul, the largest node in Navi Mumbai Municipal Corporation (NMMC) jurisdiction, will soon have a new garden on a sprawling reserved plot meant for recreational purpose. NMMC plans to create a park on 12, 000 square meter area near the overhead water tank at sector 19A in Nerul. A budget to the tune of Rs 1.45 crore has been appropriated for the project which will benefit the locals while offering their recreation need.

Local residents have been demanding this reserved to be developed as a garden since this area lacks the one. With the population growth the potential of this abandoned plot has increased over the years. Local leaders have tried their best to develop this for a long time, but in vein.

In the absence of proper budgetary allocation the plot has been laying vacant, leading to unprecedented delay in its refurbishment to serve the people. "The project has come to fore sooner than later. Many residents will be benefited from this facility. We are hoping for early construction of the park which will provide us some relief on recreational front," said Akash Mishra, a resident.

The proposed garden will include tree plantation, lawn, games apparatus for children, parking along the circulating area, seating arrangement, protection wall, mini amphitheatre, senior citizen's recreational centre and jogging track. "The tendering process will be completed soon," said an official.
