Thiruvananthapuram: The State government has launched one of the most complicated phases of its e-governance initiative, seeking to revamp the entire gamut of laws, rules, regulations, instructions, codes and manuals related to government functioning. The complicated phase, known as Business Process Re-engineering, will be implemented under the aegis of a special cell constituted by the government.

The State government announced the names of the members of the special cell, which has been given full powers to handle all changes that departments will have to make as part of their e-governance initiatives. The Principal Secretaries of Finance and Personnel and Administrative Reforms, the Law Secretary, a representative of the National Informatics Centre, and secretaries of various administrative departments are members of the Business Process Re-engineering Cell (BPRC). The Information Technology secretary will be its convener. The BPRC will report directly to the State Level Empowered Committee, headed by the Chief Secretary.

The decision to set up the BPRC is a follow-up of the Second Administrative Reforms Commission (ARC) recommendations on promoting e-governance. The commission had suggested identification of rules, codes and manuals and redesigning government forms and processes that can be adapted for e-governance, backed by procedural, institutional and legal changes.

The entire process, according to top government sources, is complicated. The State already was in the process of implementing the National e-governance programme. But e-governance initiatives cannot go forward unless there is a proper analysis of procedures and statutes and identification of decision points, not to mention political approval.

Member of the Second ARC V. Ramachandran had earlier said that the State and Central governments needed to initiate this process urgently to facilitate good governance and to improve service delivery in a transparent manner.

There are several rules and statutes that had to be simplified or done away with while implementing e-governance, he had pointed out.

The final revamp will need Cabinet approval.

The State Level Empowered Committee will submit the recommendations on the basis of the BPRC report for Cabinet approval. Sources said that the BPRC would have to address issues related to staff training, computerisation of land records, not to mention the Unique National Identity Number programme.

The State government has also made it clear that it will not fund Information Technology proposals of departments till the re-engineering process and training and capacity building programmes are completed.

Role of cell

The 11th report of the Second ARC had recommended elaborate steps to bring in these administrative changes and is a veritable guide for the BPRC.

The government will soon have to define the role of the cell in terms of its objectives, functionality, targets and timelines.

This, according to sources, would require high wire coordination between departments.

MYSORE: Heggada Devana Kote taluk of Mysore district, one of the most backward taluks in the State, will soon be on the e-governance map with the computerisation of 32 gram panchayats (GPs) of the taluk almost complete. The initiative has been taken up taken up under the World Bank-funded project “Gram Swaraj”. Of the 32 GPs, 29 have Internet connectivity and the rest are expected to get it soon.

“Panchatantra”, a new software developed by the National Informatics Centre (NIC) to enable “e-friendly” panchayats, will soon be introduced in all 32 GPs.

H.D. Kote Taluk Panchayat executive secretary Prabhuswamy said that H.D. Kote taluk is one of the few taluks in the State where software was being introduced to realise the concept of e-governance.

The software, which has double entry facility, was introduced on a pilot basis in Hampapura and Chikdonahalli GPs. “Since some changes were required, the software is being modified. Once the changes are effected the software will be introduced in the two GPs and subsequently in the other GPs,” Mr. Prabhuswamy said. He said that computer operators had been appointed in all 32 GPs and training was being imparted to them in a phased manner. “Once the nitty-gritty of the operations is understood, the e-governance concept will come into force,” he said.

Once the system is in place, it will ensure transparency in administration, enhancement of civic services and access to records such as birth certificates and tax collection. Mysore Zilla Panchayat Chief Planning Officer Vasundhara Devi told The Hindu that the computers had been purchased. “Already, 29 GPs are Internet-enabled. The rest will soon get connectivity,” she said.

In the past two years, a lot of development has been noticed in panchayats where the “Gram Swaraj” project has been launched.

The five-year project was launched to develop and strengthen the three-tier Panchayati Raj system in the State. It was launched in the GPs of most backward taluks as recommended by the D.M. Nanjundappa Committee report.

The project promises to provide potable water, good roads, and other civic amenities in backward villages. Besides, training panchayat members in general administration, financial management, implementation of rural water schemes, educational programmes, revenue mobilisation, environment maintenance, enforcing better service-orientation schemes and evolving measures for ensuring effective public participation are covered under the project.

According to the project, each GP will get a grant of Rs. 38 lakh in five years with 85 per cent of it being a free grant and the remaining a conditional grant.

MCD e-governance project gets nod

NEW DELHI: The Standing Committee of the Municipal Corporation of Delhi has given the go-ahead to the project to implement the information and communication technology-based e-governance solution in the civic body.

Under the ambitious project, the civic body would soon be able to provide effective single-window services to the Capital’s citizens and integrate the information system across all its departments and offices.

According to Standing Committee chairman Ram Kishan Singhal, the first service would be launched on December 25, when the MCD Citizen Service Bureau would start using it.

Aimed at streamlining the system, increasing efficiency of citizen services, bringing in transparency and ensuring proper monitoring of works, the Rs.180-crore project has been awarded to Tech Mahindra which will build the ICT-based platform, operate it, provide maintenance and train the MCD staff before transferring it to the civic body after five years.

The proposal will come up for approval at a meeting of the MCD House this Monday.
