City to see digitisation of ration cards by March

Pune and Hyderabad will be the first cities in the country to start computerised fairprice shops. In Pune, the project of digitisation of ration cards for all 1,100 shops will start by March next year, said Apurva Chandra, Joint Secretary, Ministry of Petroleum and Natural Gas, Government of India.

After a meeting in New Delhi on Tuesday, Chandra said an “expression of interest” will be drawn out for the purpose.

“We have just discussed the project. We were supposed to get the project rolling in August but due to the polls, we postponed the plan. The project will start next year in both Pune and Hyderabad,” he said.

Private companies will be roped in to give an unique identification number that will keep a check on malpractice in fairprice shops. “Earlier we had thought of a pilot project in Pune, but now we have decided to start it for the entire city. The Expression of Interest (EOI) is being drawn out for the companies,” he said

On his earlier visit to Pune, he had announced that the cards could be also used to get domestic LPG cylinders. He said the smart cards are based on the Unique Identity Number concept for consumers of PDS kerosene and domestic LPG in the country.

The pilot project was to be launched in Pune and the experience and information garnered during the exercise was to be shared with the Unique Identification Number Project to be launched in the country.

The smart cards would work as unique identification cards and form an important database for the UID project. The proposed system would enable fairprice shop owners to issue kerosene and track the stock real time. The city has nine lakh registered ration cardholders and nearly 12 lakh LPG connections in Pune and Pimpri-Chinchwad areas. Earlier, the idea was to test the system at one fairprice shop and replicate it in the remaining shops.

However, a district officer said it would be rolled out simultaneously for the entire city. The project was to start on August 15, but was delayed due to the elections. “We should be able to roll it out by mid-March,” Chandra added.

Agency zeroes on Tech Mahindra for help in e-governance project

When the Municipal Corporation of Delhi (MCD) launched its website in 2003, it had claimed that its shift to e-governance would bring about transparency and improvement in all offered services. Six years later, the agency has realised that very little has been achieved in this regard. It has now decided to upgrade its existing system and has finalised Tech Mahindra Ltd from a list of seven private IT firms for assistance in the project.

If approved by the Standing Committee, Tech Mahindra will provide the design, development implementation and operational support for the e-governance project. The IT firm will help MCD integrate its existing application with the new, better developed system.

Once implemented, the system will ensure that services like the booking of parks and community halls; mother and child welfare information, vigilance information and the registration process for birth and death, among others, are all uploaded online effectively.

This will provide a single-window service to all Delhi residents, besides developing an integrated view of the agency’s information services, MCD officials said.

It will also lead to increased efficiency, effective planning, performance monitoring and more transparency in the system. It will also improve the productivity of MCD and fetch better revenues, officials claimed.

NEW DELHI: The Municipal Corporation of Delhi has decided to upgrade its existing e-governance system supporting the civic agency’s website that was launched in 2003.

To assist in the up-gradation, the civic body has zeroed in on a private firm. Once the plan is approved by the MCD Standing Committee, the company will provide the design, development implementation and operational support for the e-governance project. The IT firm will also help the civic body integrate its existing application with the new, more developed system.

After implementation of the project, the system will ensure that services like booking of parks and community halls, mother and child welfare information, vigilance information and registration of birth and death are all uploaded online effectively.

An MCD official said: “It will provide a single-window service to all citizens besides developing an integrated view of the civic body’s information service. It will further lead to increased efficiency, effective planning and performance monitoring. We had introduced filing of property tax online quite some time ago but now other services will also be made online to bring about more transparency, speed and overall improvement in our services.”

In addition, the civic body is also in the process of digitising its land and property records. “At presently these files take up a lot of space at the MCD headquarters in Town Hall. A number of times they get destroyed by pests and rains.

By digitising the records we will be able to save space and make it easier to access records wherever it is required,” the official added.
