To track the movement of files and act promptly on them, the GVMC intends to introduce bar-coding of files.

From the moment the file is created on a subject by the employee concerned, a bar code is attached to it, the file is scanned, and the bar code enters the system.

From then on, at every level, including that of Additional Commissioners and the Commissioner, the procedure is repeated. While clearing the file too, it is followed.

Earlier, a file-tracking system was introduced. But at every level it had to be entered into the system. This led to complaints that it was as good as making entries for every file. In spite of the online tracking followed earlier, finding files proved to be difficult.

While one wing of the corporation maintained that the file had been handed over, the other wing countered it.

“To overcome this, bar-coding will be introduced and the Information Technology wing is working on creating the software required. Implementation process may begin in three weeks,” Municipal Commissioner M.V. Satyanarayana said on Wednesday.

Besides, a record room will be set up at the corporation with a modern compact filing system that can store large number of files.

Bills’ clearance

Delay in payment of bills to contractors has also led to repeated protests.

“Bills for works done used to take up to eight to nine months till about one-and-half years ago,” said Greater Visakha Municipal Contractors’ Association president R. Jagannadham. “Now, after repeated representations, it has come down to three to four months,” he said.

“But, EMD amount of Rs.15 crore for 4,000 to 5,000 works pending for a number of years is yet to be returned,” he complained.

The Municipal Commissioner said though the EMD amount was not much, it was leading to repeated complaints from contractors. Recently, an ‘EMD mela’ was organised and more than 2,000 applications were cleared, paying a total of Rs.60 lakh.

A Help Desk has been set up to help contractors submit their applications with a stamped receipt so as to clear them quickly.

GHMC to introduce video conferencing

HYDERABAD: The GHMC is planning to introduce video-conferencing for interaction between the head office, zonal offices and municipal circle offices, commissioner Somesh Kumar said on Friday. The system is being introduced to reduce fuel costs, he said Kumar. Tenders for setting up the system have been floated and will be finalized soon, he said.

Kumar said the GHMC would also start another call centre number 21111111 from February 17 to receive public grievances. The existing number (155304) would also be in service, he said.

The corporation would also introduce a biometric attendance system in a couple of days as there were allegations that the staff either comes late or does not attend office regularly, Kumar said.

"It came to my notice that some of the employees are not attending office or leaving early on the pretext of office work or meetings. They should record their attendance. If they want to leave the office, they have to write it in the register citing the reason as well," Kumar said.

The commissioner said that with various wings of the corporation facing a staff crunch, orders have been issued to recruit 370 persons on outsourcing basis.

Now, send an email directly to HUDA chief

GURGAON: HUDA has opened a new email account to receive complaints from residents. HUDA administrator PC Meena said: "Anyone can mail the complaint at hudagurgaoncomplaints@gmail.com with their details and contact numbers. I will personally access each and every email and monitor the progress." Meena said the emails will be forwarded to officials of the departments concerned. "All the officials have been directed to take action on each complaint in a time-bound manner and send a report to me," Meena added.

The residents have welcomed the decision of HUDA for providing an email facility but they demanded strict monitoring of the complaints. President of sector 5 and 6 RWA Meenu Singh said: "The email facility is good but what about the monitoring of the complaints. The HUDA officials take no action on written complaints, only time will tell as how they handle emails." She agreed that the residents face a lot of problems mostly related to completion certificate and poor infrastructure in the colonies.

There are residents who rubbished the email facility of the HUDA. "I have been mailing the HUDA officials about the complaints we are facing here in sector 56 but no one responds I am sure they just delete it and forget," said Yadram Gupta.

The Bruhat Bangalore Mahanagara Palike (BBMP) has introduced ‘e-transfer’, a first-of-its-kind initiative that hastens issue of birth certificates. Similarly, death certificates can be obtained by blood relatives of the deceased within three days.

This move will allow parents to get digitally signed birth certificates at Palike-registered hospitals on the same day of the birth. Around 1,480 private hospitals in the City have already been given passwords and hospital staff are being trained in software handling and data transmission. The certificates will also be available at 90 BangaloreOne centres.

Speaking to reporters on Monday, Joint Director for Statistics of Palike, Shankarappa, said: “The online registration system available on the Palike website was earlier limited to the civic agency, but now it has been extended to hospitals. Hospital authorities can access the portal and enter details through the unique password given to them by the Palike. The details entered would be verified by Palike officials and the event is registered immediately at the registration centres.”

He further said centres will take out the first copy print of the certificate and send it to hospitals, through the e-transfer server. The certificates will then be issued to parents before they leave hospitals and clear the bills, he added.

Shankarappa maintained that on a pilot basis, the software was being used at some   hospitals such as Manipal Hospital, MS Ramaiah Hospital, Sagar Apollo, among others for the last one and a half years. Directions have been issued to all the hospitals coming under Palike limits to issue certificates using the new facility. Each certificate is preprinted with a serial number, State and Central governments emblems, 24-digit security code and a BBMP emblem watermark to prevent the misuse of the certificates, he added.

Registration centres

Palike Commissioner M Lakshminarayana who was present at the meet, said: “The BBMP is the first in India to introduce the issue of birth and death certificate with digital signatures at hospitals. There are a total of 27 registration centres in the City. Apart from that, five major hospitals such as Vanivilas Women and Children Hospital, Victoria Hospital, Bowring and Lady Curzon Hospital, Gosha Hospital and KC General Hospital have been declared registration Centres.”

The commissioner added that even a foreign national staying in the city could avail the facility. “In the BBMP area around 1.6 lakh birth events and around 50,000 deaths events are being registered every year,” he said.

The online registration system will be available to hospitals on the website- http://sasbbmp.com/birthdeath.

BBMP Seeks Faster Issuance of Records

Even as the BBMP’s plans to issue birth and death certificates within an hour of the event being recorded may not materialise soon, the civic body is determined to ease the process of obtaining these vital documents.

The BBMP claims to have developed a unique software allowing it to issue birth certificates on the same day and death certificates within three days. Touted as being a pioneering initiative in India, the software allows electronic transfer of data on births and deaths directly from hospitals to BBMP registration centres.

Speaking to reporters on Monday, Shankarappa, joint director (Statistics), BBMP, said every year, around 1.6 lakh births and 50,000 deaths occur in BBMP limits. He explained that the e-transfer software had 54 different data fields on cause of death and also recorded the age of the deceased, whether a baby is underweight and the age of the baby’s mother.

Currently, registrations are done at 27 centres of the BBMP and at government/BBMP hospitals. Shankarappa said the registration of births and deaths using the software will be carried out at 1,480 private health institutions, 22 BBMP maternity hospitals and six referral and five major hospitals.

All these hospitals have been given an identity number and password, which will be used by the staff to transfer data to registration centres.

How the New Software Works

  • Details of a birth/death will be recorded at hospitals
  • Data will be transferred from hospitals to BBMP registration centres
  • Staff at registration centre will approve the received data and take a printout
  • The hospital shall collect the printout of birth certificates and hand it over to parents before the baby and mother get discharged
  • Processing time is three days for death certificate
  • Both shall be issued free of cost
