Six BPOs to come up in districts this year

They will provide backup to Social Welfare Department


Bangalore: Principal Secretary for e-governance M.N. Vidyashankar said here on Saturday that Karnataka would substantially enhance its e-governance initiatives by the end of this year.

The department would spend close to Rs. 190 crore for the purpose during the remaining part of this fiscal by launching 12 additional projects.

Speaking to presspersons during a break at the launch of the T.A. Pai Managament Institute Centre for e-governance Research and Education, Mr. Vidyashankar said six BPOs, on the public-private-partnership model would come up in districts this year.

He said one was functional near Bagepalli and another was coming up near Shimoga. The Government was providing part of the infrastructure and each BPO would seat 200 staff. “These BPOs will provide backup for services related to the Social Welfare Department, gram panchayats and so on,” he said.

Centres in city

Bangalore would also benefit from government spending with 53 new BangaloreOne centres, taking the total to 100, he said.

Most of the new centres would be located in newly added BBMP areas, and preference would be given to residents without easy access to utility payment centres. Centres similar to BangaloreOne would come up in eight other cities like Mysore and Belgaum before December end, with at least three in each city.

Spreading e-governance infrastructure further, the Government would expand its wide area network connectivity to 176 taluks in 29 districts.

Speaking earlier, Mr. Vidyashankar referred to an earlier short-lived experiment to bring e-governance practices to teaching hospitals. “We tried to bring transparency in all aspects. Though this project did not last, we are reviving it,” he said. Subash Bhatnagar of Indian Institute of Managament –Ahmedabad said in his keynote talk that TAPMI’s MBA programme in e-governance had proved useful and this had spawned similar programmes in several other universities. “Transformation through e-governance holds out the same promise that the nascent information technology industry did 25 years ago. It may be possible to reach good governance to every citizen in the country and not just those with connections and money,” he said.

Benefits

Generating more employment and economic opportunities, increasing information and communication technology penetration to rural areas, enhancing global competitiveness of agriculture, and tackling corruption in governance would be some of the pluses of e-governance, Prof. Bhatnagar said.

'MMC website will offer many services'

MARGAO: Signs of revival of the citizens facilitation centre (CFC) at the Margao Municipal Council (MMC) are palpable. For starters, the civic body has decided to launch its website that is designed to offer a host of services to the city residents. The e-venture is likely to be dedicated to the city on October 2.

"This was a step that was long overdue. The chief officer has taken some positive steps in streamlining the administration and the launching of the MMC's website is a step in that direction," MMC chairperson Savio Coutinho told TOI.

The website is designed by National Informatics Centre (NIC). Chief officer of MMC Prasanna Acharya, known to be a tech savvy officer, has already held discussions with the NIC officials to ensure that the project is completed within the set deadline. When contacted, Acharya informed that the website was aimed at ensuring transparency and providing efficient services to the people. He said that additional facilities and services will be introduced into the system gradually.

It may be recalled that the MMC has earned a dubious reputation for its ignominious failure in running the CFC despite spending a whopping Rs 60 lakh on the project.

The project failed to take off as the software produced by the officials of the Kalyan Dombivli Municipal Corporation (KDMC), on which lines the CFC was designed, could not match MMC's administrative requirements.

Presently, at the MMC, apart from the birth and death certificates issued with the KDMC facilitated software, issuance of only tax and trade licences is facilitated at the CFC based on the NIC (National Informatics Centre) software.

Coutinho, speaking to TOI, said that the council was determined to put on tracks the derailed project, but didn't fail to take a dig at his predecessor whom he blamed for the doomed project. "There were wrong people at the wrong time that led to the project's failure. I'm confident of re-launching the CFC," Coutinho said.

KOCHI: The e-governance project of the Kochi Corporation has moved a step further with the civic authorities deciding to entrust the task of developing the software with Wipro.

Wipro had earlier prepared the project report for the Kochi Corporation.

According to officials, the company would depute its officials to various departments of the Corporation for assessing the software requirements. The assessment would take around four months to complete. This would be followed by software and hardware development, civic authorities said.

It would take at least one year for the e-governance system to become operational. With e-governance in place, payment of property tax, registration of birth and death, utility services, filing of grievances and suggestions and submission and approval of building plans would go online.

The Jawaharlal Nehru National Urban Renewal Mission has funded the Rs. 8.7 crore project.

The officials of the company will also train and support the officials of the Corporation for one year in running the system.

Video conferencing

The authorities have set up video conferencing facilities at the Kochi unit of the Kerala Sustainable Urban Development Project (KSUDP). The KSUDP Kochi unit, operating from the Kochi Corporation office, is the nodal agency for the Mission projects in Kerala.

The facility had become operational in the Thiruvananthapuram office earlier.

Corporation moving towards e-governance


KOCHI: Now the civic body will help you to register your grievances and suggestions online with an immediate acknowledgement. And they will be transferred online to the officer concerned through a workflow system. The Union Ministry of Urban Development has sanctioned a detailed project report (DPR) on e-governance prepared by the Kochi Corporation with the help of IT major Wipro. The Ministry has sanctioned Rs 8.7 crore for the project which is included under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The Centre has instructed the Corporation to complete the implementation of the project within one year. Once it is implemented, Kochi will become the first Corporation in Kerala to have its main office as well as zonal offices fully computerised. “As the first step, Wipro has been appointed as the programme management consultancy for the project. The Council has approved the proposal submitted by Wipro which agreed to undertake the work at a consultancy fee of Rs 71.6 lakh,” Mayor Mercy Williams said.

She said that the consultancy would be responsible for suggesting the desired changes in each department for the implementation of the project and technical expertise needed in both hardware and software sectors. Further, the programme management consultancy will prepare the tender documents and will monitor the project, she added.

“Separate tenders will be floated for hardware and software installation. As the project progresses, staff will be given training.

The first phase of implementation will be completed in October this year,” the Mayor said. The major online services that will be brought under the e-governance system include utility management, property tax, registration of births and deaths, water supply and other utilities, grievances and suggestions and building approvals.

“Most of these services are done manually now. Once the project is implemented, all certificates can be issued online and all the data will be available through the application system. Utility bills will be available online and payment can be made using credit cards and electronic banking system,” said Sahuji, project manager, JNNURM.

Sahuji said that the e-governance system will be helpful in submitting building plans for scrutiny and approval online.

“Further, the system will help in monitoring development projects by the Kerala Sustainable Urban Development Plan (KSUDP), JNNURM and the Corporation.

The project status will be updated online within 24 hours,” he added.

Other services include monitoring of various health programmes organised by the Health Department. The system will help in solid waste management by online scheduling for collection and disposal of solid waste. Personnel information system, which will help in accessing information related to payroll, pension and attendance, will be incorporated online.
