Corporation Set to Kick-start e-governance

The long wait for the implementation of e-governance in Kochi Corporation would end soon. The authorities said that the project has reached the last lap.

“We are trying to cross the last round of hurdles before implementation of the project. We expect to launch it within one month,” said  a technical officer with the Corporation associated with the project. He added that over `1 crore-worth system, database and applications developed for the e-governance project have been taken to Thiruvananthapuram to link them with the State Data Centre.

“The database and applications have been taken to Thiruvananthapuram and linked with the State Data Centre. With this, we are set to launch 13 modules of the e-governance project initially,” said the official. The Corporation also plans to re-launch its website to ‘www.corporationofcochin.gov’ from its present address ‘www.corporationofcochin.net’ with the launch.

The e-governance project of the Corporation has a long controversial tale to tell. The `8-crore programme, implemented under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to deliver all major services offered by the Corporation available online, came under sharp criticism after it was inordinately delayed for almost six years since its announcement in 2007.

The pilot phase of the project was supposed to roll out in last August but the work came to a standstill when it was struck with an additional expenses of `4 lakh. The authorities were of the opinion that the Corporation lacked the infrastructure to instal the system like air-conditioned rooms, 24-hour power supply and ample security needed for the servers. Later, it was decided to transport and link all the equipment here to the State Data Centre in Thiruvananthapuram and to operate it from Kochi. The decision, however, had its own risks. The equipment had to be insured before transportation and there was considerable opposition on spending more on the project.

Once set into operation, the key services of the project include to make online issuance of birth certificate, death certificate, marriage certificate and trade licence. The booking availability of Ernakulam Town Hall and the list of programmes scheduled, property tax collection and assessment, professional tax collection, assessment and issuance of occupancy certificate, minutes of the recent council meetings and that of standing committee meetings will also be made available online. The project is supposed to bring in more transparency to the governance of Corporation and to make its offices a paper-less one.

 The technical solutions for the website was provided by Tata Consultancy Services and the detailed project report was given by Wipro.

Pune civic body presents e-learning, slum rehab report to PM

PUNE: A delegation of the Pune Municipal Corporation (PMC) elected representatives, led by senior Congress corporator Aaba Bagul, made an elaborate presentation on the corporation's e-learning and slum rehabilitation initiatives, before Prime Minister (PM) Manmohan Singh in New Delhi recently.

The PMC has launched an innovative project called the Rajeev Gandhi Academy of e-Learning and has been implementing the 'Sanjeevani scheme' for slum rehabilitation. The corporators want these schemes to be viewed as model projects worth replicable across cities in the India.

Bagul said, "The presentation before the PM was aimed at highlighting the finer points of the PMC's initiatives and the same drew a very encouraging response from the PM." Bagul handed over detailed project reports related to the e-learning and the slum rehabilitation initiatives to the PM.

"We hope that the PM office and the urban development ministry takes an apt cognisance of our efforts and same is implemented elsewhere in the country," he said.

MMC first to start online tax payment

MARGAO: Margao municipal council (MMC) on Monday became the first municipality in Goa to launch an online house tax payment facility for its residents.

Deputy chief minister Francisco D'Souza along with the municipal administration (DMA) director Elvis Gomes inaugurated the facility in the presence of MMC chairperson Dayanand Deulkar and chief officer Deepali Naik.

D'Souza praised the council for taking the initiative and pointed out how it would be beneficial to the 45,000 odd tax payers of Margao as it would save residents the trouble of visiting the council and also reduce paperwork.

D'Souza added that by visiting the council website, residents would also be to able to find out what their dues to the council amounted to.

The online house tax payment can be done using any bank credit or debit card. It has been set up by MMC in collaboration with a private company and HDFC Bank.

D'Souza and Gomes urged the council to expand the online payment facility to handle all taxes due to the municipality. Gomes said DMA would help fund such a system provided the initiative and enthusiasm comes from the municipality. He observed that this was one of the good things MMC had done in the recent past.

At the last council meeting Naik had announced plans to engage a private agency to survey residential and commercial establishments in the council's jurisdiction for purposes of recovery of taxes.

The Indian Audit Bureau had recently slammed MMC for "ineffective" recovery of taxes, resulting in accumulation of arrears to a whopping 5.8 crore during the financial year 2011-12.

The audit observed that MMC's system of tax recovery was not satisfactory, leading to accumulation of tax arrears. The audit pointed out that house tax recovery by the civic body was around 308.44 lakh though the total demand was pegged at 668.14 lakh. This implied that MMC could recover only 46.16% of the arrears, leaving a balance of 359.70 lakh as arrears.

MUMBAI: After months of delay, the Brihanmumbai Municipal Corporation has uploaded a list of illegal mobile towers on its website, for the citizens to view.

The civic body has uploaded the list of the illegal towers along with their addresses.

The list put up by the BMC shows that there are a total 4,776 mobile towers in the city, of which 3,628 are illegal.

"The list has been uploaded so that citizens can check if the tower in their building is legal. If it is illegal, they can complain% to the BMC which will take action," said a civic offi8c8ial. According to the list, areas in Borivili have the highest number of illegal towers. Of the 423 towers there, 342 are illegal.

IBM to Help BWSSB Plug Water Leaks

Global IT major IBM will work with the Bangalore Water Supply and Sewerage Board (BWSSB) for effective water management in the city.

The company will share its technology, IBM Intelligent  Operations for Water (IOW), with BWSSB and implement a pilot project free of cost. The project will help in minimising unaccounted for water (UFW) by preventing leakages through real-time monitoring of water flow.

BWSSB additional chief engineer Narayana said, “IBM has entered into an agreement to implement a pilot project to showcase IOW, which is used in some smart cities across the globe. Besides helping BWSSB to monitor the flow of water, IOW will facilitate the regulation of water as required, which in turn helps in equitable distribution of water in different areas.”

Around 45 per cent of the water supplied by the BWSSB goes unaccounted and the BWSSB loses over `20 crore every month on account of this. Narayana said IBM has agreed to install the devices and software required to monitor the water flow in 284 of 784 bulk flow meters in the city and the project is likely to take off in another two months. After evaluating the benefits of implementing IOW, BWSSB will consider implementing it in other areas of the city.

How it Works

Global system for mobile communication (GSM) transmitters would be fitted to the ultrasonic bulk flow meters installed by the BWSSB in strategic locations in the city. Company officials explained that readings from the bulk flow meters would be relayed by the GSM transmitters to a mobile phone tower installed at one of the BWSSB offices. The GSM modem installed in the BWSSB office will receive the real-time data through the mobile phone tower and transmit it to a centralised server, which is connected to different offices monitoring the data. The water information hub that is part of IOW will also provide predictive and historical analysis, which will help track leakages and other types of transmission and distribution losses.
