Sops for widows, government employees announced

Meal for Rs. 5 to the urban poor, pension to widows and Seventh Pay Commission benefits to employees were key highlights of Madhya Pradesh’s Budget for 2017-2018 presented in the Assembly on Wednesday.

Finance Minister Jayant Malaiya presented a Rs. 1,85,564.27-crore budget, which goes to the polls in 2018, with a revenue surplus of Rs. 4596.40 crore

He hiked VAT on aviation turbine fuel (ATF) sold for fuelling at Indore and Bhopal airports, thus making the air travel dearer from these two cities.

“The State has remained a revenue surplus state since 2004-05 and the same situation is expected to continue in 2017-18. The fiscal deficit for 2017-18 is estimated to be Rs. 25688.97 crore, which is within the 3.5 per cent limit prescribed under the Madhya Pradesh Fiscal Responsibility and Budget Management Act, 2005,” said Mr. Malaiya, presenting his fifth Budget. “State Government employees will get the benefit of the Seventh Pay Commission from Jan 1, 2016, and will be paid hiked salaries from July 2017,” he said.

Chief Minister Shivraj Singh Chouhan later announced that meal will be provided to the poor for Rs 5 initially in four major cities.

Hyderabad to be beggar-free city soon

The GHMC along with a voluntary organisation has identified 500 genuine beggars in the last six months as part of an exercise to rehabilitate those who have taken up begging as a profession.

The Amma Nanna orphanage has partnered with the civic body and rehabilitated 50 beggars at their centre in Choutuppal. B. Rammohan, Mayor, GHMC said that they are planning to make Hyderabad beggar-free city, on Monday. The Mayor said that many beggars can be spotted at the traffic signals, bus stops, shopping malls. He said that many were also begging for money as they are involved in drugs and money lending. The Mayor said that through the innovative scheme, the beggars will be provided with food and shelter apart from providing employment and pension to the eligible ones.

Compensation

A sum of Rs 2 lakh was handed over as compensation to the family members of a sanitation worker who died while discharging duties. On August 8, Narasamma was hit by a car at Chandanagar which resulted in her death. The family members of the deceased worker collected the cheque on Monday.

Solid waste management

GHMC Commissioner B. Janardhan Reddy is part of the six-member expert committee appointed by the Department of Biotechnology, government of India to study waste to energy proposals submitted by various institutions. In response to a call given by the department to give ideas on efficient usage of solid waste management, government departments and research institutions in the country sent their models. The department received a total of 90 proposals.

For evaluation of the proposals, the Department of Biotechnology constituted a six member Expert Committee headed by Dr.Asnani of UMC Global. The GHMC Commissioner, who is in Delhi to participate in the meetings, is in the committee as an ex-officio Member due to his expertise in solid waste management as well as his vast experience in the field of Urban Administration.

Revenue for GHMC

The revenue generated on Monday as a result of taxes and bills was Rs 7.71 crores for the GHMC (Greater Hyderabad Municipal Corporation). The government has allowed payments of utilities and taxes with the banned notes of Rs 500 and Rs 1,000 notes till November 24. It has been observed that large number of people are making use of the facility. The property tax collected on Monday was Rs 4.25 crore and LRS was Rs 3.46 crore.

The Mangaluru City Corporation has built one more free shelter for the urban homeless.

Minister in-charge of Dakshina Kannada, B. Ramanath Rai, inaugurated the facility, the third one in the city, at Kasba Bazar building at Bunder on Sunday. It can accommodate 75 persons.

With this, the civic body has created shelters to house 145 people at three locations.

Earlier, it had created a facility at Urwa Community Hall to accommodate 50 people and at a building owned by the Mangaluru City Corporation building near Sharavu Mahaganapathi temple to house 20 people.

Facilities

Addressing presspersons after inaugurating the facility, Mr. Rai said that the shelter at Bunder has dormitory for 36 men, including four for men with disabilities, and dormitory for 20 women, including four for women with disabilities.

In addition to it, it has a dormitory room to accommodate 19 family members. The shelter has a kitchen, toilet facilities, rooms for warden and conducting medical tests.

The Minister said that the facility at Bunder was on the ground floor.

The corporation would also use the first floor of the same building to create shelter for another 105 persons soon.

Cost

The creation of facilities on the ground and first floors would cost about Rs. 1 crore.

As per government norms, city corporations would have to create shelters for urban homeless for 50 persons per each one lakh population.

As per the 2011 census the population of Mangaluru city stood at 4.88 lakh.

Criteria

Accordingly, the city now has the shelter to meet the criteria of about three lakh people as it has shelters for 145 persons. Creating the facility for another 105 persons would meet the requirement of night shelters based on population in the city.
