State Govt apathy left MCD handicapped: Mayor

Dehradun Mayor Vinod Chamoli has accused the State Government of sabotaging the functioning of the Municipal Corporation of Dehradun. While talking to The Pioneer, Chamoli said that in spite of the importance of the works being undertaken by the MCD, the State Government has created a situation wherein the civic body has become handicapped.

Presently the MCD is solely responsible for collection of house tax, relief measures in waterlogged areas and civic sanitation in addition to various other urban development and civic facilitation works. However, due to the protracted apathy of the State Government MCD has become isolated and not in a position to undertake its tasks efficiently in spite of spending its limited resources.

It is pertinent to mention here that early in August the Mayor had called on Chief Minister Ramesh Pokhriyal Nishank requesting him to facilitate the implementation of the 74th Amendment in Uttarakhand to empower urban local bodies so that they could execute their functions efficiently. However, the Mayor is unhappy with the apathetic attitude of the CM office and the State Government regarding the condition of the MCD and other civic bodies.

Though the State Government had announced its plan to upgrade a couple of municipal councils to municipal corporations, presently the MCD is the only municipal corporation in the State. Considering its importance, one would expect the MCD to be well equipped and efficient enough to meet the requirements of a developing town like Dehradun.

However, both elected public representatives and Government officials acknowledge that the condition of the MCD from the organisational and efficiency point of view has substantially deteriorated due to the apathy of the State Government since Ramesh Pokhriyal replaced Bhuwan Chandra Khanduri as the State Chief Minister.

Examples of the apathy of the State Government are the deteriorated condition of the historical MCD building and the protracted inefficiency of the MCD to tackle waterlogging, deterioration of civic sanitation and unauthorised constructions on land owned by the MCD. Following heavy rains in Dehradun the MCD building has started leaking and as a result the area in front of the notice board is covered with up to 2 inches deep water.

Mayor Chamoli states that he had sent a proposal for renovating and developing the MCD building at a cost of ` 20 crore but the Government recommended to execute the task under the PPP mode.

Chamoli says that the MCD cannot build its own building and town hall under PPP mode because that will make it more of a commercial enterprise whereas the MCD is of and by the people and authorised to have its own building and construct a town hall for the public. According to the Mayor, the State Government has sabotaged the functioning of the MCD and is neglecting the condition of the MCD and the resulting problems being faced by the citizens of Dehradun.

In effect, when the MCD is facing the ire of the public for problems related to waterlogging, civic sanitation and encroachment, it is actually the apathy of the Sate Government which is responsible for the inconvenience being faced by people in Dehradun.

BKC may soon have its own 'Habitat Centre'

MUMBAI: The Bandra-Kurla Complex (BKC) may soon have a cultural as well as convention centre on the lines of Habitat Centre in New Delhi.

Discussions are on at the Mumbai Metropolitan Region Development Authority (MMRDA) for such a centre. The authority may even go in for a tie-up with Habitat Centre.

MMRDA officials said that there was a great need for such a centre in Mumbai and they had discussed the issue earlier with architect Charles Correa, but the plan did not take off.

The officials said that the Habitat Centre in Delhi has several halls and 20 concurrent events can be organized there at any given time.

"It is a meeting place for the NGOs, music and art groups and has over a half a dozen restaurants with a wide range of food choices. It also has an archival system with built in projector facilities in its halls and a well equipped secretariat and documentation centre with covered parking for 1,000 cars,'' said an official.

This cultural centre will be distinct from the convention centre coming up as part of a hotel project at BKC. However, nothing has been decided so far, said MMRDA officials. "The last time the project was discussed in detail, it was put on the back burner. We hope that it will come through this time around,'' they said.

Punjab Deputy Chief Minister Sukhbir Singh Badal claimed on Monday that the State is all set for transformation, as governance reforms in all the departments are sure to take the fruits of accelerated growth to the masses.

Deputy Chief Minister Sukhbir Singh Badal said that all the towns in Punjab would be inter-connected with four to six-lane roads by June 2011 after the completion of seven major road projects with the combined project cost of Rs 6689 crore.

Sukhbir Singh Badal, who was speaking after dedicating four major development projects, including rail overbridge at Budhlada, rail underbridge at Mansa and Ring Road Phase-II Bathinda and railway overbridge with combined project cost of Rs 171 crore, said that Punjab would be the first State to have all major cities inter-connected with four to six lane roads. He said that by June 2011 major road projects including four-laning of Zirakpur–Patiala, four-laning of Patiala–Bathinda road at Rs 1,400 crore, and the six-laning of Sher Shah Suri Marg from Panipat to Jalandhar at Rs 2700 crore would change the face of the State.

He said that in a unique project of its kind, this six-lane national highway would have access control with flyovers to be constructed in all cities falling along this road and underpasses to be constructed to cross the main roads.

Badal said that four-laning of road from Dhilwan to Amritsar Wagha Border will be done at an estimated cost of Rs 470 crore, the 102-km long Pathankot-Amritsar at an estimated cost of Rs 800 crore, four-laning of 45-km long Kurali to Kiratpur Sahib Road would make an important contribution in easing out the traffic on these routes.

Badal said that the Shiromani Akali Dal-BJP Government moved with a focused approach in a realising all the dream projects within scheduled time and timely completion of major projects has shut the mouths of always critical opposition parties, who were terming these projects as the ‘foundation stone’ projects.

Sharing his vision on development of infrastructure, Badal said that in one year the world class road or air connectivity, surplus power would be the unique selling proposition (USP) of Punjab to attract investors in this landlocked border State.

Badal said that with the completion of Talwandi Sabo, Goindwal, Rajpura and Gidderbaha power plants besides proposed thermal plant in Mansa, Punjab would be the first power surplus State, selling surplus power to other power deficient States. He said that besides 6,500 MW generated by thermal plants, Punjab would harness 1,000-MW power from renewable energy sectors.

Promising to upgrade the civic amenities of urban areas, Badal said that Punjab Cabinet would soon announce Rs 2,500 crore urban renewal package, improve civic amenities including sewerage and water supply network in all towns and 80 markets of Punjab.

Interacting with the media in Bathinda, Badal said that all the five thermal plants being set up in Punjab are using latest state-of-the-art pollution free technology. He allayed the fears raised in certain quarters regarding pollution level rising with new thermal plants.

Badal said that Bathinda Refinery would be commissioned within next 10 months and accused former Chief Minister for inflicting colossal economic damage on Punjab’s economy by deliberately delaying the refinery project for five years.
