HP Cabinet approves Urban Rent Control Amendment Bill

Adopts recommendations of forestry, environment experts on climate change as state document

The Himachal Pradesh government approved an amendment to the existing rent control law of 1987 to protect and balance the rights of tenants. The new HP Urban Rent Control (Amendment) Bill aims to set a standard rent by the rent controller and ensure the right of a tenant for re-entry after the owner reconstructs the building.

The Cabinet approved the draft of amended bill at a meeting held in Shimla under the chairmanship of Chief Minister Prem Kumar Dhumal. The Bill will be introduced during the upcoming Winter Session of the Himachal Pradesh Assembly at Dharamshala.

The Cabinet also approved six months’ extension—till June 15—for the unbundling of HP State Electricity Board (HPSEB). “The HPSEB has already been registered as a corporate body and the next six months will be required for vesting the HPSEB into a corporate entity, as presently all its assets and liabilities lay divested with the state government,” said Additional Chief Secretary Avay Shukla.

The earlier deadline was December 15, 2009. Shukla said the government had the power to extend the process by six months without the Centre’s approval.

The Cabinet also approved the adoption of the 16 recommendations that were made by a panel of environment and forestry experts during the National Conference on Forestry Solutions: Strategies for Mitigation and Adaptation of the Impacts of Climate Change, as a state document.

Shukla, who also looks after the charge of forest department, said the main recommendation was about asking the Centre to formulate a separate forest policy for hill states. “These recommendations will also be communicated to the Centre, asking for appropriate action to adopt them in the functioning of the forest department regarding climate change,” he said.

The other recommendations include incorporating the concept of payment of environment services to local communities where development projects are proposed, long-term monitoring of the effects of climate change in different eco-zones and finally shifting the main focus of forestry planning towards water conservation by incorporating plantation programme at the level of watershed.

The Cabinet also granted approval to the revised food norms under the National Programme of Mid-Day Meal in state-owned educational institutions by enhancing the expenditure from Rs 1.93 per meal to Rs 2.50 at primary level and from Rs 2.75 per meal to Rs 3.75 at the upper primary level.

It also approved a proposal for the launch of the Polythene Hatao, Paryavaran Bachao campaign to be launched throughout the state from December 21 to 27.

Corporation failed to hold general body meetings regularly

GULBARGA: Minister for Urban Development S. Suresh Kumar on Tuesday said a show-cause notice would be issued to the Gulbarga City Corporation for violating provisions of the Karnataka Municipal Corporation (KMC) Act by not holding general body meetings regularly and other failures.

He was responding to Gulbarga South MLA Chandrasekhar Patil Revoor’s statement that the corporation was not holding general body meetings every month, at a review meeting here.

Mr. Kumar expressed his displeasure over the failure of the corporation to hold general body meetings regularly and reports of changes made in the minutes of general body meetings.

Resource mobilisation

Show-cause notice would be issued to the corporation for its lethargic approach in taking up development works and for low resource mobilisation.

Officials clarified that property tax dues in the city was not Rs. 83 crore as being claimed by elected representatives. Stressing the need for better resource mobilisation, Mr. Suresh Kumar said that the Gulbarga City Corporation should emulate the Davangere City Corporation in mobilise resources with the help of self-help groups (SHGs).

“In Davanagere, the corporation authorities had collected Rs. 40 lakh by way of trade licence fee with the help of SHGs.”

Earlier, the Minister, accompanied by senior officials, went around the city inspecting various development projects taken up by the city corporation, and said that the progress of works was slow. “Quality should be given priority while executing the projects,” he said.

VMC told to pay minimum wages

VIJAYAWADA: The officials of Labour Department on Tuesday asked the authorities of Vijayawada Municipal Corporation (VMC) to pay minimum wages to contract workers and members of the self-help groups engaged in any work. The Labour Department officials further wanted the Corporation to pay to the contract workers the difference in the salary being paid now and the minimum wages prescribed by the Government without any delay. These directions were reportedly given to the VMC during an inspection undertaken by Labour officials led by Deputy Commissioner of Labour Yousuf Sheik. The team examined whether labour laws were being implemented or not.

Official sources in the VMC said that the Labour officials interacted with heads of various wings in the Corporation. They inquired about the implementation of a GO relating to mandatory payment of minimum wages to the members of self-help groups like DWCUA, CMEY, contract workers and so on. They also sought to know whether provident fund and ESI facilities were being provided to the self-help group members, as mandated by the Labour laws. It was learnt that the Corporation officials admitted that the PF and ESI facilities were not being extended to the self help group (SHG) members. But the Corporation officials suggested to the visiting team to discuss the issue with Municipal Commissioner P. S. Pradyumna. As the Commissioner was not available in the office when the team visited around 12.30 p.m., the Labour Department officials are likely to visit the VMC once again to discuss the issue with the Commissioner. The Labour Department officials are learnt to have acted on the basis of a complaint lodged by the Vijayawada Municipal Corporation Employees’ Union (VMCEU), affiliated to the All India Trade Union Council.

The union said more than 4,000 employees working on contract basis or as SHG members would benefit if the minimum wages were implemented, and PF and ESI facilities were extended. Tuesday’s visit was not the first by Labour officials to the VMC, as the Labour Department descended on the Corporation premises a year ago when a similar complaint was lodged by the union, VMCEU president A. Ranganayakulu said.
