KOCHI: Lack of adequate number of employees and hesitation on the part of approved contractors had affected planning and supervision of work related to maintenance of city roads, the Kochi Corporation submitted before the High Court on Tuesday. This was revealed in the Action Taken Report submitted by the civic body as per the direction by the High Court on the basis of a petition filed by C P Ajith Kumar regarding the pathetic condition of roads. It was submitted before the court that the posts of 10 overseers, six assistant engineers out of the sanctioned 14, and one assistant executive engineers out of the sanctioned six, were lying vacant and this had affected planning and supervision of work.

However, repair work on around 700-km of road under the jurisdiction of the Corporation has been completed. “Most of the roads were re-tarred during February to April- 2009. But the roads again got damaged due to certain reasons.

“Heavy rain immediately after the tarring work, heavy traffic, leakage of KWA waterlines, unauthorised road cutting for laying cables and pipes, high water table, heavy loaded vehicles, lack of curing time due to heavy traffic and intervention of traffic police are some of the major reasons for this,” the report said.

The report said that though the civic body had taken steps for patchwork, the work was obstructed owing to many reasons. “The traffic police stopped work several times in a day when there were long queues of vehicles. “Further, the Corporation contractors are reluctant to participate in the tendering process because tender excess is not permitted for Corporation work,” the report said. Only 3 percent of approved Corporation contractors had taken up the road tarring work as it involves huge investment. Earlier, the government had allotted vehicle tax compensation in proportion to the length of the road owned by the Corporation.

This has been stopped and funds allotted under Road Maintenance Grant is not in proportion to the length of the road. The Corporation needs Rs 40 crore a year for maintenance of roads but only Rs 5 crore is allotted, the report said.

BANGALORE: Municipalities in the State, including the Bruhat Bangalore Mahanagara Palike, will periodically disclose the services being rendered by them from the next two months.

This is to ensure transparency and accountability.

The Department of Urban Development has drafted rules under the provisions of the RTI Act to implement the novel transparency scheme, Public Disclosure Rules. These rules are now being vetted by the Law Department and the authorities have commenced a debate on the same with 218 municipalities in the State.

If need be, the rules will be modified before they are notified in two months.

The voluntary disclosure will also ensure that the funds allocated under various schemes are appropriately utilised and there is transparency in public spending and accountability on the part of the officials concerned.

There is also a penal clause under the new rules wherein an official found violating the rules will have to face disciplinary action under the Karnataka Civil Service and Conduct Rules. Sources in the Secretariat told The Hindu that disclosures would be published in newspapers, municipality websites and on the notice boards of the municipal offices concerned periodically. The Union Government and the Union Ministry of Urban Development, in particular, directed Karnataka some time ago to enact a Public Disclosure Law since the State is one of the important beneficiaries of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

It is mandated under JNNURM that the municipalities should voluntarily disclose what they are doing for the benefit of the people which would ensure that they are people-friendly and funds released under various schemes are appropriately utilised.

CMC decides not to renew trade licences

SHIMOGA: The Shimoga City Municipal Council (CMC) meeting here on Monday decided not to renew trade licences of shops and other commercial establishments built on municipal sites if their lease period had expired. The president of the council N.J. Rajasekhar presided over the meeting.

The meeting took a decision to this effect in response to a complaint made by a councillor Prasanna Kumar that the trade licence of a restaurant located in a municipal park had been renewed despite the fact that its lease period had expired.

Several councillors, including S.N. Channabasappa and K. Mariappa, who spoke on the issue, wanted the meeting to take a decision not to renew trade licences of shops and other commercial establishments on municipal sites if their lease period had expired.

Municipal Commissioner Jayanna said that trade licences could not be renewed if the lease period of shops and commercial establishments on the municipal sites had expired. He, however, said that the existing occupants were free to get their premises back at auctions.

The meeting witnessed a heated discussion between members of the BJP and the Congress over the distribution of sites by the Ashraya Samithi.

Reacting to comments on cleanliness to ensure better health and hygiene in the city, Mr. Rajasekhar said that nearly 600 stray pigs had been killed as a precaution against swine flu and other viral diseases.

He said that steps were being taken to control the menace of monkeys.

Mr. Rajasekhar said that a representation was made to Chief Minister B.S. Yeddyurappa during his recent visit to Shimoga seeking a special grant of Rs. 20 crore for taking up development work.
