House that! Mega plans land in bigger delays

Dec. 13: With demand for land and housing growing in the city, people have been looking forward to the sites they have bought from the Bengaluru Development Authority(BDA) to build the home of their dreams. But the BDA seems to be plagued with problems and delays have become the order of the day in
delivering sites to those who have been queueing up for them.

There was much anticipation when a plan was drawn up for formation of five mega layouts with 90,000 sites last year in the city after BDA’s master plan 2015 was approved by the state government. But once again the process of forming the Nadaprabhu Kempegowda, K. Shivarama Karanth, D. Devaraj Urs, Kyasambahalli Changalaraya Reddy and S. Nijalingappa layouts, is hobbling along as the authority struggles with acquiring land and providing adequate facilities for those looking forward to occupying them.

“The government has failed to come out with an adequate rehabilitation and resettlement policy for the people whose land is being acquired. This is proving a huge setback to its ambitious plans to form these layouts,” says environmental engineer Captain Rajarao, who finds it difficult to understand how the authorities can hope to provide water to new layouts when they are not able to satisfy the wants of the people in the existing layouts.

Even 18 months after the preliminary notification was issued for the formation of Kempegowda layout, no progress has been made in issuing the final notification and forming layouts, he points out.

The Kempegowda Layout is to be formed on 4,815 acres of land spread over 12 villages in Kengeri. The estimated cost of land acquisition is Rs 2,639 crore.

The preliminary notification was issued in March 2008 inviting objections from the public and the BDA received over 700 objections and suggestions from those who were likely to be affected by the takeover of the land. Although the BDA has since held a public hearing as well, it has not yet issued the final notification to form the layout. BDA officials, however, promise it will be issued in the next couple of months.

Move to Shivaram Karanth layout. Here the preliminary notification was issued in December 2008, but the BDA is still in the process of reviewing the around 12,500 objections it has received. As far as the other three layouts are concerned, there has been very little progress with even the preliminary notification not being be issued to hear objections, if any, to their formation.

VISAKHAPATNAM: The process for preparation of PCPIR Master Plan has reached a definitive stage.

The Visakhapatnam- Kakinada Petroleum, Chemical & Petrochemical Investment Region (PCPIR) Special Development Authority, has opened the financial bids received in response to the notification issued by it for preparation of its Master Plan.

The bidders were asked to submit technical and financial bids separately with details for finalization of the consultant for preparing the Master Plan for the VK PCPIR, spread over 603 sq km in 10 mandals in Visakhapatnam and East Godavari districts.

Ten agencies have purchased the “Request for Proposal” (RFP) responding to the notification and of them five have submitted bids. Spatial Decisions, Consulting Engineering Services (India) Pvt. Ltd., New Delhi, Infotech Enterprises Ltd., Arvee Associates Architects, Engineers and Consultants, Hyderabad, and SAI Consulting Engineers, Ahmedabad, have submitted the bids.

The bids were opened in the presence of the committee consisting of VUDA secretary M.S. Bhagavan, Chief Urban Planner and Member Convener of the Panel of Jury K. Anand Babu and its members with 14 members including President of the Institute of Town Planners of India D.S. Meshram, K Ravi Anand, M. Karunakar Reddy, C.S.R.K. Prasad, Anjaneyulu, K Umadevi, Additional Commissioner of Delhi Development Authority S.P. Bansal, APITCO Senior Consultant K. Lakshmi Narayana and VUDA Planning Officer K.D. Brainard were present.

After a thorough study and examination, one of the five bidders will be finalized to take up the assignment of preparing the Master Plan for PCPIR.

Nov. 24: Clearly having had its fill of encroachments and litigations, the Bengaluru Development Authority (BDA) has hit upon the idea of building a database of all its properties by commissioning a survey to unravel what it is up against.

The Total Station Survey (TSS), as it is called, will aid the Master Plan 2015 drawn up to guide the growth of the BDA region over the next six years. To cull out properties lost to encroachments, BDA layout plans will be juxtaposed with the maps drawn under the survey to see what remains with it and what has been taken over by others. The survey will also help it assess the hurdles created by litigation and perhaps chalk out a way to overcome them, according to official sources.

“A lot of this information will help the BDA evict encroachers and reclaim its lost property,” they added. Currently, the required software is being developed for the survey, which will be conducted by a suitable agency selected through tenders. Having let a few loose ends hang when its jurisdiction was expanded for more holistic development of the city, the BDA is now relying on the survey to help it tidy its desk. It is particularly looking at the revenue department, which had transferred some to its land to the BDA at the time, without registering it in the records, to make the necessary entries and clear things up for good.

“Some of the BDA developed layouts, which were transferred to BBMP for maintenance, will also be covered by the survey,” explained a senior BDA official.

Approved and private layouts, besides villages under BDA’s jurisdiction are also up for careful scrutiny.

Besides acquainting the BDA with the ground situation where its properties are concerned, the survey will also categorise land as commercial, residential, government, civic amenity, or mixed use, sources added.
