PCMC spends 78% of revenue earned, development works to speed up

 

PUNE: The progress of development works in Pimpri Chinchwad has been slow in the first nine months of the financial year, but it is likely to pick up momentum by March, say civic officials.

Of the Rs 1,130.66 crore earned till December, the PCMC was able to spend Rs 888.14 crore (roughly 78%). The sources of revenue were the Local Body Tax (Rs 732.07 crore), property tax (Rs 185.54 crore), capital income (Rs 15.91 crore), building permission (Rs 138.04 crore), water tax and others (Rs 15.79 crore).

The expenditure target of the engineering department, which carries out development works, was revised to Rs 605.38 crore. However, it was able to spend Rs 202.52 crore only. Similarly, the electrical and water supply departments were not able to carry out the planned expenditures. The total revenue expenditure till December was Rs 590.03 crore. The PMPML fund and water supply fund have been allotted Rs 52 crore and Rs 1.06 crore respectively.

Pramod Bhosale, chief accounts officer, PCMC, said, ''There were two election code of conducts in this financial year so we could not invite bids for carrying out development works or allot work orders. The work orders will be issued in the coming few months."

Leader of opposition Vinod Nadhe said, "Most of the bids approved were 40% to 45% below the estimated cost prepared by the civic administration. So the quality of works is bound to suffer. Besides, meetings of the all-important standing committee are adjourned frequently, which delays the work further. The ward-level works as well as big development works are either pending or moving at a slow pace."

NASHIK: The civic body owes Rs 7.55 crore to the water resource department for usage of water for drinking purpose from Gangapur dam. The Nashik Municipal Corporation (NMC) has, since October 2011, not entered into a fresh agreement with the water resource department over the issue and is therefore also being charged 25% more to the total water charges applicable to it for its failure to do so.

While the NMC has an agreement of using only 3,688 million cubic feet (mcft) water from Gangapur dam, which is primarily an irrigation dam, it is drawing 4,200 mcft. The water drawn from the dam during the monsoon has not been considered.

The NMC has to pay Rs 151.75 crore for a fresh agreement, which is a one-time sum for non-irrigated use of the storage capacity of the dam as it affects the irrigation of 15,173 hectares of land permanently.

From October 2011 till March this year, the water resource department has been levying a penalty of 25% on NMC's water bill, even as it repeatedly keeps reminding the civic body to enter into a fresh agreement for using water for non-irrigation purpose.

The NMC officials said the corporation was unable to pay the bills since it was short of funds.

Besides, the NMC owes% Rs 7.55 crore to the water resources department as charges for water consumedfrom October 2011 till March this year. The civic body pumps in approximately 13 million litres of water per day at the rate of Rs 2.35 per ten thousand litres.

Close on the heels is the Nashik Thermal Power Station (NTPS, which has outstanding dues of Rs 5.64 crore, followed by the Niphad Cooperative sugar factory with pending bills of Rs 5.63 crore. Kopargaon Municipal Council also owes Rs 3.61 crore to the with the water resources department.

"The total outstanding dues with the various civic bodies, sugar factories and companies are about Rs 28.88 crore. The amount is huge and we have asked the agencies to clear them. We will soon issue notices to all of them for outstanding dues for the past three years," said M K Pokale, superintendent engineer, Command Area Development Authority (CADA), Nashik.

The issue of outstanding dues has been raised with the district collector as well as the administration. "We have raised the issue with the collector asking him to look into the case. The collectorate, in turn, has asked the agencies to settle the bills," the officer added."We will wait for six months after which we will decide upon the future course of action," Pokale said.

Rs.20 per hour for cars, Rs.10 per hour for two-wheelers now

Soon visitors to South Delhi will have to pay double for a parking spot, with the Standing Committee of the local civic body on Thursday passing a proposal to hike rates.

Parking rates will be hiked from Rs.10 to Rs.20 per hour for cars and from Rs.7 to Rs.10 per hour for two-wheelers. The Standing Committee of the South Delhi Municipal Corporation cleared the hike, hoping that it would make a dent in the parking mafia.

While the Opposition Congress objected to it, the BJP-led Corporation passed the plan and agreed to have a discussion in the House regarding the same.

Leader of the House Subhash Arya said: “After we have a discussion in the House, the Commissioner will present the preamble and it will be put into force.”

He added that the tender process for new parking lots are ongoing and the contracts will be allotted as per the new rates. Mr. Arya added that the illegal mafia that runs parking in Delhi would be hit as the hike in rates would help contractors earn a realistic amount.

However, Leader of the Opposition Farhad Suri said the move would not really have an impact on the parking mafia. “This move will just put additional burden on the public and the parking mafia will continue to rake in huge amounts of money,” said Mr. Suri.
