PCMC yet to get Rs 163 cr JNNURM funds from state

PUNE: The state government is yet to pay dues amounting to Rs 163 crore for the projects undertaken in the Pimpri-Chinchwad township as part of the Jawaharlal Nehru National Urban Renewal Mission(JNNURM).

Speaking to TOI on Saturday, Ashish Sharma, municipal commissioner, PCMC, said that the civic administration was conducting a follow-up to get these funds.

Under the JNNURM, the Union government provides 50 per cent of the project cost, while the state government has to provide 20 per cent. The remaining 30 per cent has to be borne by the municipal corporation.

According to official sources, the PCMC has not received any funds from state government for JNNURM projects in the current financial year since the election code of conduct for Lok Sabha elections came into force. The civic body has sent letters to the government to obtain these funds.

Officials said that the PCMC has received sanction for projects with a total expenditure of Rs 2,546 crore. So far, the corporation has received grants of around Rs 600 crore, with which it has undertaken road development projects, four sewage treatment plants, augmentation of water supply and solid waste management projects.

Meanwhile, Sulabha Ubale, group leader of Shiv Sena corporators in the PCMC, said that, "the corporation is spending more than its share of funds for implementing JNNURM projects. As a result, small ward-level works are not being implemented.

Independent corporator and social activist Maruti Bhapkar also said that the PCMC is not undertaking ward-level projects like repair of roads, gutters and footpaths "as it has no funds. But it is spending more than its share on the JNNURM projects. The small ward-level works are important for the common man."

Sharma, however, refuted the allegations that ward-level projects are affected due to the expenditure on JNNURM projects. "There are different budgetary allocations for JNNURM projects and ward-level works. The PCMC has not diverted the funds allocated for ward-level projects to JNNURM projects. PCMC is implementing the ward-level projects and they are in progress."

Hawker zone awaits general body go-ahead

The PMC standing committee approved Rs ten crore budgetary allocation for a special cell, police station and a court for checking the illegal construction and encroachment, including that by hawkers, in its jurisdiction recently.

However, the civic administration still awaits the general body approval for amendments in its hawker policy so that it can introduce hawker-free zones in the city.

“We have made appropriate amendments as per the guidelines of the state government. Thus, the implementation would be done only after it is cleared by the general body,” said Pravin Ashtikar, PMC deputy municipal commissioner.

According to the amendment, the ‘no-hawkers’ zone will be divided into permanent and temporary categories. In temporary categories, hawkers will be allowed on specific days and time only.

The general body, in Februrary 2008, had approved the hawkers policy after a lot of deliberation. A total of 45 roads in the city have been short-listed for ‘no hawkers zone’ and rehabilitation of the hawkers has been on cards.

“The civic administration is struggling to find sufficient locations to rehabilitate hawkers. The rehabilitation projects are being executed through JNNURM funds,” he said.

Recently, Municipal Commissioner Mahesh Zagade and Police Commissioner Satyapal Singh, as per the Bombay High Court directions, had visited Tulshibaug to review illegal encroachment and unauthorised hawkers.

The civic standing committee decision on approval of a special squad has come thereafter to create 677 additional vacancies along with special police stations and courts.

The PMC had tabled the proposal on amended hawkers policy in the general body in September and is still awaiting a go ahead. “Everything depends on the general body which is expected to witness a heated discussion on the issue once again,” Ashtikar said

There are around 10,200 hawkers registered with the civic body. However, a fresh survey will be taken up again.

Meanwhile, the construction of buildings for hawkers is going on at Baner, Kharadi, Wadgaonsheri, Vadgaon Budruk and Parvati where 1,127 hawkers will be rehabilitated.

Slowdown did not hurt PCMC octroi collection, reveals figures

If recently released figures are to be believed , the octroi earnings of the Pimpri-Chinchwad Municipal Corporation has not nosedived due to economic meltdown as widely believed. Month-wise there has been an increase and in year-to-year comparison, the gap is closing in. In fact, auto majors like Tata Motors have contributed as much to octroi revenue as they did last year.

Compared to early last year when the economy was on a high, the figures this fiscal tell a story of the bad time slowly but surely making way to the good. In April 2008, the PCMC had earned octroi revenue of Rs 70 crore. This fiscal in April, the PCMC could rake in only Rs 42 crore, suffering a loss of over nearly 28 crore. Similarly in May last year, the octroi revenue stood at Rs 70 crore and this May, it reached Rs 45 crore -- an increase of Rs 3 crore compared to April.

In June 2008, PCMC secured octroi revenue of Rs 65 crore and in June 2009 the figure was Rs 47 crore -- an increase of Rs two crore compared to May. In July last year, octroi income was pegged at Rs 57 crore and this fiscal in July, it was Rs 52 crore -- an increase of Rs five crore compared to June. In August, PCMC notched up Rs 65 crore and this financial year, the octroi figure stands Rs 55 crore -- again an increase of Rs three crore compared the previous month

In September last year, PCMC earned Rs 62 crore through octroi and this fiscal it received Rs 55 crore. In October last year, octroi earned was Rs 58 crore and this year, it is Rs 55 crore. The figures indicate that there was not much difference between what was earned last and this October.

The earning from the industrial sector, which was supposedly hit hard by the slowdown, has remained constant in last three months. In October this year, industries contributed Rs 24 crore as octroi revenue, in September Rs 23 crore and in August Rs 24 crore. The collective loss as compared to last year has been around Rs 41 crore. But the earnings from auto sector, led by Tata Motors, have remained more or less the same. Tata Motors last fiscal in September contributed just over Rs 15 crore and the figure is almost similar this fiscal. Another industrial major K S B Pumps paid an octroi of Rs 54 lakh this year while last year it paid Rs 56 lakh.

Official said the figures clearly indicate that though in comparison to last fiscal, the octroi earnings have dipped, in reality every month there is a rise in octroi revenue. "The gap has been closing in rapidly and we hope to do well in next few months as well," said assistant municipal commissioner Ashok Munde, who heads the octroi department.

Municipal Commissioner Asheesh Sharma said from Rs 42 crore in April to Rs 58 crore in October, the figures show things have improved. "But we are looking forward for a major turnaround in next six months. This year, January, February and March were very bad months," he said. Sharma said the PCMC has gained through collections at octroi posts. Munde said there has been an increase of Rs 12 crore in naka collections compared to last fiscal. "Auto sector has seen a revival, but it is not much," the civic chief said.
