ORR to be ready by 2012


HYDERABAD: If the plans of the State Government are any thing to go by, Hyderabad will have the muchawaited Outer Ring Road (ORR) ready for commuters by July 2012. The Phase-I of the eightlane 158 km-long ORR is scheduled to be completed by June 2010, Phase-IIA by December 2011 and Phase-IIB by July 2012. Chief Minister K Rosaiah wanted the officials to complete the project as per schedule without deviations and clearing all financial obstacles.

Chairing the second Board meeting of Hyderabad Metropolitan Development Authority (HMDA) here today, Rosaiah said the city of Hyderabad will be developed on par with international cities in all respects with State-of-theart infrastructure facilities as well as citizen services.

Rosaiah, who chaired the Board meeting, said that Hyderabad will be transformed into a compact, efficient, healthy and safe city.

Improvement of transport system both rail and road and easing of traffic, widening of major roads and infrastructure development will be taken up keeping in view of the future requirements, he added.

The Chief Minister released the draft revised master plan of the erstwhile Municipal Corporation of Hyderabad which will be made available for all citizens.

The officials have been asked to organise meetings to discuss the draft revised master plan with the Mayor, the Deputy Mayor and the Corporators at all Zonal offices of the GHMC.

City dwellers can raise their objections by February end after which the revised master plan will be finalised.

The draft revised master plan is also available for public on CDs and internet.

The base map master plan for the extended area under HMDA is also under progress and a draft plan is expected to be ready by March.

The Chief Minister also wanted the Hussain Sagar and Catchment Area Improvement project, to be speeded up and completed by 2012- 13.

The project is aimed at improving the overall lake environment and biodiversity and promoting eco-tourism. The project is estimated to cost Rs 370 crore out of which the JICA is financing Rs 310 crore and the remaining amount of Rs 60 crore is being contributed by the State Government.

The officials of MA and UD apart from the members of HMDA were present at the meeting.

Minister for MAUD Anam Ramnarayana Reddy, Mayor B Karthika Reddy and members of the Board were also present.

Adding to the plight of commuters, roads in Mohali, which were recarpeted recently, have started developing cracks.

Taking cognisance of the matter, Municipal Council (MC) authorities have started collecting samples of the premix laid on roads.

Alleging a big nexus in development works, the Opposition group of councillors in the MC House has sought a probe by the Punjab Vigilance Bureau (VB) in all projects undertaken since September 2006 when the present MC House took charge.

A road in Phase V was constructed last month but area residents allege that work was not undertaken as per the prescribed specifications and quality control, which is evident from the condition of the road.

MC senior vice-president Harman Preet Singh Prince alleged that besides roads, there was a big fraud in the recently undertaken project to fix concrete paver blocks in different parts of the city.

Prince also said that a few months ago, concrete footpaths were constructed at the same sites where concrete pavers blocks were fixed recently.

“The state government pays MC a monthly grant of around Rs 3 crore in lieu of the abolished octroi every month but all the money shown spent on development works is going down the drain,” Prince said.

Municipal Engineer (ME) Purshotam Kumar admitted collecting samples of premix laid on the road in Phase V but attributed it to “routine” exercise.

“We usually get the material tested before making payments of the works and this is part of the routine exercise,” claimed Kumar, while adding that no formal complaint was received yet.

Kumar also refuted the charges of any wrongdoing in other development works, especially paver blocks, which he said were duly approved by the MC House before being executed.

“We are only the execution agency, the power to approve or disapprove any work estimate lies with the MC House, which should check thoroughly before according approval,” he argued, while attributing the charges to factionalism among the rival groups of councillors.

GHMC to construct 3 new link roads

HYDERABAD: To reduce traffic congestion and distance between Kukatpally and Madhapur, the Greater Hyderabad Municipal Corporation (GHMC) has taken up formation of three new link roads.

A 100 feet (ft) road would be laid from Amaravathi Hotel at Madhapur to IDL Road, which connects Moosapet crossroads. While the Hyderabad Metropolitan Development Authority (HMDA) had developed one km of the 2.5 km-link road, the GHMC now plans to take up the remaining portion, 1.5 km road. A rail over bridge (ROB) would also be constructed as part of the link road. The GHMC has already completed the tender process for the Rs 25 crore works.

"Once completed, people heading to Moosapet from Madhapur or surrounding areas can directly take this road at Madhapur police station instead of taking Hi-Tec City main road or Kukatpally main road," GHMC executive engineer (Projects) G V Ramesh Kumar told TOI.

Another 2.5 km link road from IDL Cheruvu to Borabanda railway station has been taken up by the GHMC at a cost of Rs 12.5 crore. Now, motorists heading to Madhapur from Balanagar and Kukatpally have to go via JNTU. The new link road would be useful for traffic heading from Balanagar, Kukatpally and Narsapur to Madhapur, as it reduces the distance by four kms.

While the length of the link road is 2.5 km up to Madhapur, the GHMC has completed tender process for one km and the rest might be completed in the next phase.

GHMC officials said the traffic volume on the Kukatpally main road would reduce considerably once the road is completed.

Apart from the two link roads, another road from Moosapet to Malaysian Township via IDL Road is being widened for the benefit of people in Sanatnagar and Secunderabad areas at a cost of Rs 29.93 crore.

As of now, a 30-feet road connects Moosapet crossroads and Hi-Tec City railway station underpass via Kukatpally circle office and IDL. Now, the corporation has proposed to widen the 2.5 km road to 100 ft for smooth flow of traffic.

"Some properties, including IDL, will get affected in the widening process. The IDL management and private property owners have given consent for widening the road," a superintending engineer said.

Apart from these three roads, a road from Hi-Tec City railway station to Borabanda SBI colony has already been taken up by the corporation at a cost of Rs 12 crore, which would also reduce traffic congestion on Erragadda-Kukatpally road.

"Tenders for the roads are in final stages and works will begin in a month. The roads will be completed in six months," GHMC executive engineer Ramesh Kumar said.

NEW DELHI : Come 2011, the drive on Faridabad-Gurgaon and Ballabhgarh-Sohna roads is set to become smoother. The Haryana government which has awarded the work to widen and upgrade these two stretches claims the project would be completed before the scheduled deadline of May 2011.

Infrastructure major Reliance-Infra, which has been executing the two crucial road projects besides upgrading two link roads in the Faridabad municipal area, said it has already achieved financial closure for the work. A company spokesperson said, "It's a design, engineering, finance, construction, operation and maintenance project. And the designs for more than 60% of these roads are already complete.''

After the project is complete it would be easier to reach Faridabad from Gurgaon and the connectivity to Badkhal Lake, Surajkund Craft Fair, Damdama Lake, Sohna tourist complex and Sultanpur bird sanctuary will also improve.

The spokesperson added the civil work has already started at the sites. Haryana PWD has awarded the project on BOT-Toll basis at an estimated investment of Rs 180 crore. Officials said the project includes 4-laning of the 24.3km Gurgaon-Faridabad road which has two lanes at present. Similarly, the 3km road along the crusher zone will be widened to four lanes. The existing Ballabhgarh-Sohna road, which has been in a dilapidated condition due to heavy truck movement, will be upgraded.

The scope of work includes construction of 10 minor bridges and improvement of five major junctions on these stretches. Commuters using the Gurgaon-Faridabad, Ballabhgarh-Sohna and the crusher zone road will have to pay the toll. While the first stretch will have one toll plaza, the second stretch will have two plazas. The crusher zone will have one plaza for toll collection.

The stone crushers' zone has about 140 stone crushers and heavily-loaded trucks carrying quarry material from these crushers have damaged the road severely. The project also includes four truck laybyes for parking of trucks. At present, the illegal parking of trucks on the narrow road sides makes the stretch accident-prone.

Last month, the construction company handed over Rs 150 crore as premium amount to Haryana chief minister Bhupinder Singh Hooda.

HCC to build elevated road corridor for Kolkata civic body

Hindustan Construction Company has secured a Rs 317.92-crore order for constructing an elevated road corridor from Park Circus to EM Bypass (near Parama Island) in Kolkata, according to a company release.

HCC will execute the project of Kolkata Municipal Development Authority on a turnkey basis within 30 months.

The scope of the work, as contained in the contract, includes design and construction of the flyover with installation of electrical and other works (including LT feeder pillar boards and steel light poles).

It will be a four-lane, 8.14-km-long flyover. The contract also includes operational and maintenance work for two years from the date of completion of the project.

‘Exciting project'

Announcing the contract, HCC President & Chief Operating Officer, Mr Vinayak Deshpande, said: “We are happy to win this prestigious contract from KMDA. Having built the country's first Metro rail here, it is particularly exciting to be part of the new development project of the city.”

HCC, it might be noted, built the 4.7-km-long Bandra Worli Sea Link in Mumbai. It has also built 2,300 km of highways, including the 16-km-long Ghat section of Mumbai-Pune Expressway and 300 rail and road bridges.

It is currently building 84 km of the historical Mughal Road at a height of 3,494 metres through the Pir Panjal Mountains in the Himalayas. It also constructed bridges and roads in Iraq and Nepal, the release added.
