MMC begins assessment of houses

MARGAO: The Margao Municipal Council on Tuesday began the task of reassessing residential houses in the city in a bid to bring all such houses, that
were not assessed for the past several years, under the house tax scanner.

Some 350 houses came on the radar of the civic body at the end of day one of the exercise, sources informed. The exercise is scheduled to continue for the next two months with over 20,000 houses expected to be assessed during the period. The MMC has employed daily wage workers for the purpose. They have been grouped into seven teams.

The exercise is aimed at shoring up the treasury of the council by widening its tax base by 60%. "We hope to derive multiple benefits through this survey. One, we will be able to generate a proper database of the number of residential and commercial houses located within the city limits. Two, apart from bringing more houses under the tax net, we will also be able to impose trade tax on commercial units that were not assessed for house tax," MMC chief Savio Coutinho told TOI.

Coutinho added that the newly assessed houses also stand to gain as they will be able to avail of MMC's proposed development schemes and plans for the city.

Though over 20,000 houses had not been assessed for long, Coutinho was categorical in his assertion that all such houses could not be termed as illegal. "Many houses existed for many years and also figured in the survey plans, but for some reason, they were not assessed for house tax, though they availed of every other facility like electricity, water connections, etc," he pointed out. At present, over 40,000 houses are being assessed by the MMC for house tax.

The MMC now plans to decide on a cut-off date for the newly assessed houses for regularization. "Once the survey is over, we will set a cut-off date for allocation of house numbers to these units," Coutinho said.

VIJAYAWADA: The Vijayawada Municipal Corporation (VMC) is all set to hand over more than 2,500 houses to the selected beneficiaries very soon. The houses are “ready in all aspects,” except electrification, according to officials.

These houses are spread over different blocks at Vambay Colony, Payakapuram, Machavaram and Disney Land. The corporation has completed 42 blocks with 1,340 units (houses) at Vambay Colony, 11 blocks with 352 units at Payakapuram, 14 blocks with 448 units at Machavaram and 12 blocks with 384 units near Disney Land.

By-election

However, the formal handing over of the houses to beneficiaries might be put on hold temporarily in view of the by-election to the 44th division on September 16. Until the election is over, the VMC will not be able to organise any official programme in view of the election code.

The corporation had short-listed the beneficiaries by giving priority to those displaced from areas like Padmavathi Ghat and the Krishna riverbed. The Urban Community Development (UCD) wing of the corporation has taken up the documentation work, and is likely to complete it shortly. The beneficiaries would have to pay Rs. 10,000 as their contribution for allotment of a dwelling unit.

Target

These houses apart, the corporation has set a target of completing as many as 37 blocks with 1,184 units at Rajarajeswaripeta by November-end this year. And another set of 3,000 houses at Jakkampudi, where the VMC has taken up construction of a total of 8,608 units in 32 blocks, would be ready by December-end this year. The remaining units are expected to be completed by 2010, officials say.

All the houses are being constructed under Basic Services for Urban Poor (BSUP), a sub-mission under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

The Union Government, in all, sanctioned 21,752 houses for Vijayawada under BSUP. Of these, 14,968 houses were proposed to be taken up in Phase-I and 6,784 in Phase-II. The State government pegged the unit cost of the houses taken up in Phase-I at Rs.1.32 lakhs and those of Phase-II at Rs.1.40 lakhs.

HUBLI: Slum-dwellers in Hubli and Dharwad will lay siege to the office of the Hubli-Dharwad Municipal Corporation (HDMC) in Dharwad on August 28 seeking steps for providing public water taps in their slums.

The protest will be staged under the aegis of “Hubballi- Dharwad Kolageri Nivasigala Samanvaya Horata Samiti” which is spearheading the agitation against the move to privatise water supply.

Addressing presspersons here on Tuesday, samiti adviser Ramanjanappa Aldalli and convenor Nabi Rasul Nadaf said that the public taps in slums were being removed and slum-dwellers who had taken water connections were being asked to pay water bill arrears.

Mr. Ramanjanappa said that some employees of the Karnataka Urban Water Supply and Drainage Board (KUWSDB) had threatened the slum-dwellers of seizing their property for non-payment of pending water bills. The slum-dwellers were not aware on what basis the pending water bills were being calculated, he added.

Mr. Nadaf said the slum-dwellers, who had individual water connections, were ready to pay for water if it was affordable. The KUWSDB officials had been issuing contradicting statements on the amount to be paid for regularisation of water connections. This had caused confusion among the slum-dwellers, he said.

Mr. Aldalli said that it was the responsibility of the HDMC to provide free water to slum-dwellers. However, on the pretext of taking steps to provide round-the-clock water supply, the public taps were being removed, causing hardship to poor people, he added.

Channavva Balappanavar of Laxmisinganakeri said that she had been asked to pay Rs. 12,000 towards pending water bills.

Mr. Aldalli said through the protest the samiti would urge the HDMC to provide more public taps in the slums in Hubli and Dharwad, fix low water tariff for slums and withdraw the pending water bills issued to slum-dwellers.
