BENGALURU: To ease the process of property tax payment, BBMP has collaborated with Canara Bank to set up stalls at nine assistant revenue offices (AROs), which will accept property tax payments in cash up to Rs 25,000. This is being done mainly for the benefit of senior citizens and those from low-income households to avoid the hassle of standing in lines to get khata.

Deviating from rules many building owners imposed 100% penalty

The haste with which penalty was levied on unauthorised constructions during property tax assessment of the last financial year has put Greater Hyderabad Municipal Corporation(GHMC) in a spot.

After being flooded with complaints from citizens, the Property Tax wing recently sent a circular to all zonal offices to reassess the property and address the grievances of those who had objected to the ‘unfair penalties’ slapped on them. Though the penalty slabs for unauthorised construction are 25%, 50% and 100% of the total property tax for minor to major deviations, the valuation officials had imposed a penalty of 100% in many cases without properly studying the legal status of the properties.

400 complaints

In Malkajgiri Circle alone, more than 400 complaints were received in the last one month and it was found that many of the complainants were right and the penalties were later reduced.

“Each case is different and various parameters have to be considered before deciding on a penalty. In some cases, the first few floors may be authorised but another floor or room might be illegal.

Some may even take up unauthorised construction after regularising the property and show the documents only to fool the officials,” said a senior officer of the GHMC property tax wing adding that field level officers did not have an easy task.

Penalty clause

“We are aware that some buildings which have been constructed before 2013 were penalised 100% even though the rule says a maximum of only 25% can be levied. Similarly, the officers in a gated community imposed 100% penalty for all the houses without verifying the documents. In a month’s time, all the complaints will be attended to”, the officer said.

Some of the valuation officers blamed the residents for not showing the documents when asked, forcing them to impose the maximum fine.

Some of the owners of old buildings had lost their original documents making it more complicated to assess the extent of violation, they added.

BENGALURU: Although it's been more than five weeks since the Bruhat Bengaluru Mahanagara Palike (BBMP) started collecting property tax - both via online portals and offline payments - some of the technical glitches that have hampered the process are yet to be completely resolved. Property owners are eager to pay their tax before May 31, the extended deadline announced by the BBMP'for availing of a 5% concession in the tax amount. Frustrated citizens have taken to airing their grievances with the BBMP's process on online public forums.

Raghavendra Kumar (name changed), a resident of Mysuru who owns property in the city, said that the online payment portal had not made the process any easier. "I was very happy that I would be able to pay my tax sitting in Mysuru this year. Last year, I received the challan from the BBMP office, and paid the specified sum. But, every time I have tried to make an online payment in the past two weeks, I have received an error message stating, 'previous payment invalid'. When I paid the amount specified in the challan generated by the system last year, how is that possible?" he asked. After an unsuccessful attempt at registering a complaint with the BBMP's customer care cell, Raghavendra was asked to wait till the glitches were fixed. "The worst case scenario is that I will have to come to Bengaluru and pay the sum in person," he added.

Kumar's is not an isolated case. Errors in the system have resulted in payments being rejected. However, in the absence of a proper refund policy, many owners are still awaiting reimbursement. Nagarajan K, who owns a property on Sarjapur Road, said, "I was able to pay the tax in my second attempt when I used netbanking. But I have not been reimbursed after my first attempt through Payumoney, an e-wallet, failed."

The ‘Early’Bird’ offer introduced by the GHMC (Greater Hyderabad Municipal Corporation) to aggressively collect property tax paid rich dividends.

A total of Rs. 365 crore was paid by around 5.15 lakh citizens in the first month of the financial year. In April in the year 2016-17, Rs. 213 crore, more than Rs. 150 crore less than the current year, was collected. Almost two lakh additional payers were seen availing the offer this year when compared to the previous year.

According to the GHMC officials, almost 50% of the total tax payers made the payments in April.

The most preferred mode of payment used was the citizen service centres with a collection of Rs. 100 crore. Through Meeseva, Rs. 40 crore was collected while more than Rs. 100 crore each was deposited as tax through online platforms and bill collectors. On the last day of the ‘Early Bird’ offer, the citizens services counters were open on Sunday because of which Rs. 20 crore was collected as property tax. The number of trade license payers also increased this year. Around Rs. 21 crore was paid as trade license fee without penalty. This year in the first month of the financial year, 12,000 additional traders paid the fee compared to the previous year for April month.

VIJAYAWADA: VMC deputy commissioner (Revenue) G Subba Rao has said that 5 percent tax rebate will be given to those paying the annual property tax for the year 2017-18 in advance by the end of April. Residents can pay the taxes through the VMC official website www.ourvmc.org.

Subba Rao on Saturday conducted a review meeting with the officials to discuss the course of action to be followed in augmenting the revenue from residents who are adamant to pay the taxes on time.

Speaking on the occasion, he directed the officials to address the complaints lodged by the residents through mobile application, online and ‘PuraSeva’app.

Residents can pay the property tax in advance online at the three circle offices in the city. The payment details will be updated on the VMC official website, he said.

He also called upon the residents to clear the tax dues at the earliest along with 2 per cent fine in case they failed to do so, their tap and drainage connections will be snapped.
