Parking rate hike deferred

Parking rates in North and South Delhi will increase from November 1, but charges in East Delhi will stay put at Rs.10 for cars and Rs.7 for two-wheelers for now.

The East Delhi Municipal Corporation’s Standing Committee on Thursday postponed a proposal to hike car parking charges to Rs.20 for the first hour and Rs.50 for up to three hours. The North and South Delhi municipal corporations, however, have notified the increase in rates from November 1, Saturday. The new rates in North Delhi will be Rs.20 for the first hour and Rs.10 for each subsequent hour for cars. In South Delhi, the car parking charges will be Rs.20 per hour, with a cap of Rs.100 per day.

EDMC Leader of the House Ram Narayan Dubey said: “The North and South civic bodies have different rates. So we want to discuss the issue with officials of both corporations as well as our party’s State leadership to make the confusion less.” Mr. Dubey added that the EDMC leadership would meet Delhi BJP president Satish Upadhyay and officers of the North and South civic bodies on Friday. The final proposal will be brought before the Standing Committee before being sent to the House on November 17.

DDA takes steps for speedy conversion of property

The Delhi Development Authority has been taking various steps in order to ensure speedy disposal of conversion of property from leasehold to freehold since February this year.

The steps in this direction include setting up of Nagrik Suvidha Kendras and monitoring online disposal of conversion applications.

The DDA has opened Nagrik Suvidha Kendras in four zones of Delhi. These centres were conceptualised in February and by the first week of June, four of them were opened at Dwarka, Rohini, Laxmi Nagar and Vikas Sadan.

On completion of 100 days of these centres, the DDA said they have been working to the utmost satisfaction of the public and the disposal rate has been very high as compared to earlier manual disposals. Around 3,800 applications for conversion were received during these 100 days and 2,000 conveyance deeds have been issued within the stipulated period fixed under the Citizen Charter for disposal.

Besides, special camps were organised in the Suvidha Kendras and more than 6,000 pending applications of conversion were also disposed leaving hardly any case pending beyond 45 days, i.e., the time period given in the Citizen Charter for disposal.

“At the Suvidha Kendras, apart from conversion, mutation, mortgage permission, extension of time in construction are also being expedited. Applicants on a visit to Nagrik Suvidha Kendras are provided self-generated tokens and the applicants are directed to designated counters where application is scrutinised on the spot, challan generated and all formalities completed. The advantage of these Kendras is that applications both online and offline are received. The pendency officer-wise is periodically generated to assess the disposal rate,” DDA Vice-Chairman Balvinder Kumar said.

Mr. Kumar has been personally monitoring the pendency.

The conversion form has also been simplified and the number of documents required to be submitted by the applicant have been reduced to facilitate conversion with ease and speed.

Previously, many conversion applications were pending for want of sanctioned building plan or for want of NOC. All these requirements have been done away with subject to certain conditions as notified from time to time.

NASHIK: After linking property tax with the Building Completion Certificate (BCC), the Nashik Municipal Corporation (NMC) has added 1,790 new property-holders to the list of the property tax payers in the first half (April 1 to September 30) of the 2014-15 financial year.

With an aim to increase the revenue through property tax, the civic administration has taken some measures for the purpose. As part of this, the NMC connected both the town planning and the property tax departments to share information of BCC last year. Accordingly, the town planning department immediately informed the property tax department to give BCC to any building in the municipal limit. As a result, the municipal corporation has added new property holders on its list of property tax payers at large.

Speaking to TOI, "As per the norms, the property-holders have to pay property tax once they get the BCC from the town planning department of NMC. Hence, we have linked the BCC with the property tax from the current financial year. This has helped us charge the property tax from the newly constructed buildings once we get information of BCC from the town planning department. In the first half of 2014-15, we added 1,790 properties to the property tax list."

By March 31, there were 1.79 lakh properties on the property tax list. With the new addition of 1,790 properties in the first half of the current financial year, the total number of properties has reached 3,80,790. This included 73,183 properties in Nashik East, 35,645 in Nashik West, 77,999 in Panchavati, 66,446 in Nashik Road, 40,530 in Satpur, 86,987 properties in the Cidco division of the municipal corporation.

The NMC has set property tax collection target of Rs 110 crore for the current fiscal year and collected Rs 36 crore in the first half of the current financial year. Last financial year (2013-14), the NMC had collected property tax of Rs 71.74 crore.

SURAT: The BJP-ruled Surat Municipal Corporation (SMC) has rejected a proposal that advocated levying of entry fee on people visiting municipal gardens set up for public recreation in the city. It also deferred a decision on increasing the tree plantation charges collected from developers.

"The gardens are used by a number of people. Entry fee would keep people away from coming to the gardens. These gardens were built for them. How can we charge entry fee from people?" SMC standing committee chairman Nirav Shah asked while announcing the rejection of the proposal after a discussion here on Saturday.

The SMC would now try to generate extra income by creating more food courts and selling advertisement rights in the city. The proposal was moved by the administrative wing of the municipal corporation. It wanted the civic body to charge fee for entry of people to Gandhi Baug, Jyotindra Dave Udyan, Chowpathy, Floral Garden, Lakeview Garden and, Dr Shymaparasad Mukherjee Lake Garden. At least one lakh people visit these gardens every month. SMC officials argued that levy of entry fee would help the civic body raise around Rs 90 lakh per annum from the visitors. They said the SMC already charged people for entry to Ugat Botanical Garden and Navin Florin Garden and that it should be made applicable for other gardens too.

However, the BJP corporators were against the proposal. On tree plantation charge, the standing committee postponed the decision until Diwali.

RMC’s tax collection crosses 60L mark in 20 days

 

RANCHI : The outsourcing of tax collection has proved to be a major achievement for the Ranchi Municipal Corporation (RMC), turning around its fortunes.

Sparrow Softech, the company which has been outsourced the work of tax collection in urban Ranchi has collected Rs 65 lakh in 20 working days flat. This far exceeds the amount of tax collected by RMC in the three months prior to outsourcing.

An official of Sparrow Softech said the field work started on August 26 and in the next 20 days, more than Rs 65 lakh has been collected.

The official added, "While most people are quite supportive, there are some who are reluctant to pay our field officers as they are new and not everybody knows them. However, we are hoping that things will be smoother in a matter of two-three months."

The annual tax collected by RMC before the work was outsourced was around rupees six crore to rupees seven crore. But after outsourcing, the amount collected is expected to go up to Rs 40 crore annually.

Deputy mayor Sanjiv Vijayavargiya said, "The tax collected in such a small time is five times more than the collection done by the corporation in the same duration. We are expecting that the annual collection will go upto Rs 40 crore."

Vijayavargiya said in the next six months the tax collection is expected to improve as people will adapt to the new system.

He said, "People have responded well to the new system as they can sit at home and pay taxes. Some are yet to come around. As they become familiar with the system, all problems will be solved."

The public response has been overwhelming with many people appreciating the step. Arvind Mishra, a resident of Patel Compound said, "For the last two years, the tax collectors of RMC had stopped coming to collect the taxes and it was not possible for us to run to RMC every time to pay taxes. I am glad that they outsourced tax collection on time and now they are coming home to collect the taxes."

Soon after RMC had outsourced the work of tax collection to Sparrow Softech Pvt Ltd, the company started the work of getting assessment forms filled and collecting taxes. However, lack of proper backlog of tax collection with RMC was creating problems both for the company as well as the citizens.

Rakesh Ranjan, a resident of Kishorgunj had to face trouble as the field executive appointed by the company was adamant to collect the holding tax for year 2013-14 which was already paid. He had said, "The tax collector said he doesn't have the record of my tax having been paid. I had to finally show him the receipt of payment from RMC only then did he leave."

Similarly, Amit Kumar of Harmu Housing colony had to pay the tax for 2013-14 as he had misplaced the receipt. Later when he complained at RMC, then only his money was returned.

The vice chairman of Sparrow Softech, Deepankar Kumar had then said there are some problems but they are working to smooth them out.

Kumar had said, "Earlier, RMC used to do manual collection and they had an internal system where they had to update the collections. But this was not done as a result of which the data of tax collection we got from RMC was not updated. We have spoken to RMC and they are updating the data from the receipts available."
