AMC to sent notices for non-payment of house tax

ALLAHABAD: The authorities of Allahabad Municipal Corporation (AMC) are planning to send notices to the owners of the houses traced through the geographical information system (GIC) and have not deposited the house tax.

The AMC has undertaken the survey of the houses located within the municipal limits through the GIS system. The civic authorities had earlier opposed the idea of survey through the system as they thought it would not to be possible to decipher the existence of the house through it. Finally, permission was granted to start the survey with the help of a private firm.

The survey revealed that there are more houses than already registered with AMC. It also came to light that the AMC staff do not carry out the survey work properly.

The GIS survey found that there are about 1,84,000 houses located within the municipal limits. About 20,000 houses have not been registered with the AMC. These included houses which had been constructed recently.

Pointedly, as the city is expanding, there is lot of construction activity going on in the peripheral regions of the municipal limits and lots of houses have been constructed in these areas. these records are not in the records of the municipal corporation. The AMC staff should have visited the newer areas and shown interest in registering the houses in these places but they failed to do so.

Additional municipal commissioner GN Shukla told TOI that notices are being sent to the owners of the houses traced through the GIS system. The house owners who have not deposited the tax for many years would have to pay fine.

The Orissa government today approved an amendment to the Orissa Development Authority Act and Orissa Town Planning and Improvement Act, reducing the stamp duty in urban areas to 5 percent from 8 percent at present and waiving the collection of additional 3 percent as town area surcharge.

This measure has been taken as part of the state government’s reform commitment to the Union government on the implementation of the Jawaharlal Nehru Urban Renewal Mission (JNURM), chief secretary T K Mishra said.

Briefing the media after the meeting of the state cabinet, Mishra said, the cabinet in its meeting on 22 February had approved the reduction in the stamp duty and the waiver, the necessary ordinance couldn’t be brought out due to the model code of conduct in force during the last general elections.

He said, at present, the stamp duty is 8 percent in urban areas and an additional 3 percent is collected as town area surcharge. The cabinet accepted a proposal of the housing and urban development department to reduce stamp duty to 5 percent from 8 percent while the 3 percent town area surcharge will be abolished.

This will bring down the cost of registration of land in the urban areas and will lead to better compliance. Out of the 5 percent collected as stamp duty, the state government will retain 3 percent with it while the remaining 2 percent will be provided to developmental authorities and improvement trusts in urban areas, he said.

The cabinet chaired by the chief minister Naveen Patnaik also approved a proposal of the state Panchayatiraj department to contribute 10 percent of the hard cash Kendu leaf grant to the Kendu leaf pluckers and binding workers welfare fund. So the fund will be getting Rs 1 crore annually from Rs 10 crore Kendu leaf grant obtained by the Panchayatiraj department. The move is expected to benefit more than 2 lakh workers engaged in plucking and binding Kendu leaf.

VISAKHAPATNAM: The Greater Visakhaptnam Municipal Corporation is facing a downturn in its revenues and taking a number of measures to improve the situation.

According to sources, the average monthly receipts have dropped from Rs.15 crores to Rs.13 crores to Rs.14 crores. The regular works taken up by the corporations have also been scaled down. “Earlier the regular works used to be taken up at a cost of Rs.15 crores to Rs.20 crores. Now they are prioritized and taken up at an average outlay of Rs.10 crores,” said an official. The payments due to contractors still stand at Rs.40 crores to Rs.45 crores. The corporation intend to clear Rs.4 crores bills pertaining to March, 2009 this month. The revenue receipts mainly from property tax generally pick up in the last quarter of the year. After the interest waiver in property tax given to defaulters in 2007-08 and 2008-09, people prefer to pay during the end of the financial year to take advantage of the waiver, said an official. The two waivers cost the GVMC dearly as it lost the interest payment.

The GVMC revenue authorities have taken up a drive to realize the tax. “We have identified the top defaulters zone and ward-wise and issued warning notices to them.

Attachment notices are also being issued to chronic defaulters and in case they do not respond water supply will be stopped,” Additional Commissioner (Finance) P. Purnachandra Rao said. The tax collecting staff have already completed a door-to-door campaign. Shops and other commercial establishments are visited by the GVMC staff and officials told to pay up or face action.

The online tax payment is monitored and if in any zone payments are lagging behind, the official concerned is contacted and asked to act.

Hyderabad: M.T. Krishna Babu, Managing Director and K. Ashok Reddy, Executive Director, HMWSSB, held a meeting with the filed staff of Revenue billing on Tuesday. They were told to increase the revenue collection to Rs. 40 crore against the operational expenditure of Rs. 42 crore per month.

At present the revenue of the Board is Rs. 25 crore per month which is far below the mark and it is very difficult to manage the power bills, salaries, loan repayments and O&M works, according to a press release.

Mr. Ashok Reddy interacted with the field staff and asked them to streamline billing and collection process so as to improve operational efficiency.

Bangalore: The Bruhat Bangalore Mahanagara Palike (BBMP) has collected approximately Rs. 380 crore as property tax from around 4.3 lakh residents of the city since the beginning of this financial year till August 30.

According to a revenue official, the last date to pay the first instalment of property tax for the financial year 2009-10 ended on Sunday. “On the last day alone, around Rs. 15 crore was collected,” the official said. While four lakh owners filed their tax returns at various centres identified by the BBMP, more than 30,000 property owners chose to go online.

Last year, around 7.5 lakh property owners paid tax to the tune of Rs. 748 crore to the civic authority. The official said property owners had just two months’ time to pay the property tax under self-assessment scheme last year. This year however, they have been given abundant time and they can pay the tax, albeit with penalty, till October-end.

The official also said that the BBMP had received a lot of complaints from property owners last year about the cumbersome procedure involved in filing the tax returns.

The official said that the civic authority hoped to collect at least Rs. 800 crore as property tax this year. “Our target is to collect Rs. 1,000 crore. To ensure 100 per cent payment, BBMP will use Geographical Information System, through which we will be able to scrutinise the details such as built-up area, number of floors and usage of the property,” he added.
