IN PROTEST: Janata Dal(U) workers staging a demonstration in front of Deputy Commissioner’s office in Shimoga on Tuesday.

SHIMOGA: Janata Dal (U) workers staged a demonstration here on Tuesday in protest against the rise in fees fixed by the Shimoga City Municipal Council for transfer of property.

They pointed out that the decision of the municipal council to increase suddenly the fees for transfer of property almost by 10 times was not only unreasonable but unfair too. “It is nothing but daylight robbery,” they said.

They warned that they would intensify their protest if the municipal council did not reconsider its decision. They said that it should convene an all-party meeting to discuss the ways and means to mobilise resources from various sources.

They also demanded that “pilferage and leakage” in municipal resources should be checked.

Among other demands they voiced were revision of tax on immoveable property and action against “corrupt” officials.

District Janata Dal(U) convener Manohar Gowda, Nagaraj Ambedkar, Manjuladevi and Bhuvaneshwari led the demonstration.

The district unit of the Karnataka Dalit Sangharsh Samithi extended its support to the demonstration.

MCC approves property tax revision

MANGALORE: The council of Mangalore City Corporation has revised the property tax rates (stated as per cent of the capital value) under the self-assessment scheme (SAS).

The council in its meeting on Tuesday approved the recommendations of an expert committee constituted by the corporation to revise the tax rates. They will come into effect if the Government approves them. Mayor M. Shankar Bhat said that the Government’s approval for the revised rates might come in a month. The tax rate for commercial and non-residential buildings has been reduced from the present 2 per cent to a minimum of 0.5 per cent and a maximum of 1.5 per cent. The tax rate for residential buildings now stands at 0.6 per cent across the board. The council has revised it to a minimum of 0.3 per cent and a maximum of 0.8 per cent, depending on the plinth area. The revised rates applicable are: 0.3 per cent up to 500 sq. ft. area; 0.4 per cent between 501 sq. ft. and 1,000 sq. ft. ; 0.5 per cent from 1,001 sq. ft. to 2,000 sq. ft. ; 0.6 per cent between 2,001 sq. ft. and 3,000 sq. ft. ; 0.7 per cent from 3,001 sq. ft. to 4,000 sq. ft. ; and 0.8 per cent for 4,001 sq. ft. and above.

Vacant sites have been divided into three categories: totally residential, high-density commercial, and medium-density commercial localities. Tax rate for vacant sites measuring up to 25 cents in residential locality will be 0.1 per cent, for medium-density commercial locality 0.15 per cent, and for high-density commercial locality 0.2 per cent. Owners of vacant sites measuring more than 25 cents will pay 0.1 per cent to 0.2 per cent for the first 25 cents, depending on the density of the locality. For the remaining area, they will be charged at 0.01 per cent to 0.1 per cent.

MCD extends timings for property tax payment

NEW DELHI: With Tuesday being the last day for availing of the 15 per cent rebate on property tax payment in the Capital, the Municipal Corporation of Delhi has decided to extend the timings of all its zonal offices and headquarters to meet the extra rush.

Timings

The offices would remain open from 9 a.m. to 9 p.m. on Tuesday.

“Do not delay”

A civic body official said on Monday: “Failure to deposit the tax by Tuesday would mean losing the rebate applicable for making timely payment up to June 30 and also attract interest for delayed payment.”

BANGALORE: M. Ramachandrappa and S.T. Somasekhar, spokespersons of the Karnataka Pradesh Congress Committee, on Monday demanded that Bruhat Bangalore Mahanagara Palike Commissioner Bharat Lal Meena extend the deadline for payment of property tax due for 2008-09, up to March 2010.

Addressing presspersons, they urged Mr. Meena not to burden the owners with any penalty, who would pay property tax after June 30, the deadline fixed by the BBMP. It was the State Government and the BBMP, which were guilty of not collecting the tax from the owners in the city and the defaulters should not be penalised with a monthly interest of 2 per cent from July 1, they said. It worked out to 24 per cent, a year, which was more than what the banks charged.

Moreover, under the Karnataka Municipalities Act, the owners could pay property tax during the whole year and it should not be restricted to only two months. They alleged that the Commissioner had been represented a few days ago in this regard, but he had not replied to their memorandum.

The leaders said that more than 35 per cent of the owners, especially the poor and women/widows had not paid the property tax and urged that they should be given sufficient time to pay it. Instead of winning the confidence of the citizens, they alleged that the BBMP was threatening them with siezure and auctioning the properties.

MANGALORE: The Mangalore City Corporation has proposed to collect Rs. 5,000 each from the owners of houses, commercial and other establishments in Mannagudda ward to connect the new water supply lines to their buildings, on an experimental basis.

It can go ahead with this experiment only if its council approves this proposal at its meeting on Tuesday.

The new water supply pipelines have been laid in the city under the loan from the Asian Development Bank. The Karnataka Urban Infrastructure Development and Finance Corporation (KUIDFC) has laid the pipelines for the civic body under Karnataka Urban Development and Coastal Environment Management Project (KUDCEMP).

Mayor M. Shankar Bhat told The Hindu on Sunday that the KUIDFC had brought it to the attention of the corporation that providing new water supply lines to houses and other structures might cost Rs. 5,000 each. Hence, the corporation had proposed to collect the amount from the people in Mannagudda ward on an experimental basis. It would decide on collecting the amount from the people in other wards later. The subject would be discussed in the council on Tuesday, he said.

The Mayor said that as the Government had laid an additional main water supply line between the city and Thumbe vented dam, the city would get 16 MLD (million litres a day) more water when the works related to inter-linking of the distribution lines were complete.

Property tax

The Mayor said that the council would take a decision on revising the property tax rate under self-assessment scheme (SAS) on Tuesday. An expert committee constituted to look into this subject had completed its sittings. “It is ready with the recommendations. They will be placed before the council on Tuesday,” he said. The then administrator of the corporation had fixed the tax rate for residential properties at 0.6 per cent (or Rs. 600 for capital value of Rs. 1 lakh) and for commercial properties at 2 per cent (or Rs. 2,000 for capital value of Rs. 1 lakh). However, the councillors had been urging the corporation to revise the tax rate, he said. The Mayor said that the civic body was yet to take a decision on imposing the user fee and connection charge for linking houses and establishments with underground drainage pipelines, newly laid here under the KUDCEMP.
