Key priorities identified for Delhi beautification drive

 

Focus on removing pavement squatters, illegal parking and anti-waterlogging measures

NEW DELHI: Delhi government and other civic agencies will undertake joint drive to remove encroachment from roads and footpaths. At a review meeting taken by the urban development minister Venkaiah Naidu on Thursday, it was also decided that the agencies concerned would remove debris from these stretches besides undertaking repair and painting work.

These have been identified as some of the priorities for beautification of Delhi. A ministry spokesperson said that the general perception of management of public places and utilities in the national capital is very poor and this needs to be changed through a special drive.

The actions that have been firmed up for immediate action include taking anti-waterlogging measures, managing drains and removal of roadside vegetation, removal of illegal parking slots to enable working of mechanical sweepers. "All the agencies concerned have committed to remove waste littered in industrial areas, green waste and litter from parks and gardens. They will also undertake cleanliness drive at bus terminals, hospitals and educational institutions," a ministry official said.

He added that the first phase on interceptor sewer would be commissioned soon and the city government would launch decentralized water treatment plant with dispensing units (water ATMs) at Shabad Daulatpur. Moreover, more number of municipal magistrates would be deployed to challan violations relating to sanitation.

Officials said that each government agencies concerned would take medium-term measures within the next six months. These include notification of sanitation by-laws, outsourcing the maintenance and management of toilets and urinals, introduction of door-to-door waste collection service to move towards doing away with dhaloas.

Ministry sources said that segregation of wastes at household level would also be introduced in the next few months and waste processing and waste-to-energy plants would be set up at Ghazipur, Narela and Bawana.

Delhi Development Authority (DDA) will also undertake upgrading of 25 children's parks, play fields in 80 parks, open gyms in 20 parks, shelters, food kiosks, solar lighting, open spaces and plazas. It will develop park for differently abled children at Sector-21 in Dwarka with Rs 14 crore investment.

DDA would also generate 1 MW of solar energy in the next six months for which an MoU has already been signed with Solar Power Corporation of India.

Water-logging, bad roads, and dirty parks may soon be history for Delhiites as the Urban Development Ministry along with civic agencies is working on a plan to clean and beautify the Capital.

Taking a step further towards the ‘Clean and Green Delhi’ drive, Urban Development Minister M. Venkaiah Naidu on Thursday discussed the plan with officials of the Delhi Development Authority, Delhi Jal Board, the three municipal corporations, and the New Delhi Municipal Council .

Mr. Naidu said that the general public's perception of management of public places and utilities is poor and it should be changed though a special drive.

Among the measures discussed at the review meeting , the most important ones were removal of malba from the roadside, anti-water logging measures, repair and painting of roads and footpaths, and cleaning and facelift for urinals.

Out of the total Delhi Urban Area of 44,777 hectares, 8,722 hectares is under green/recreational land use. Of this, 5,050 hectares is with the DDA (42 per cent).

The DDA , the nodal agency for the beautification of Delhi, has been given the responsibility of tree plantation, streetscape improvement , increasing number of streetlights, installing street furniture and public conveniences besides reviving 59 water bodies and building toilets in parks and public areas.

The DDA will upgrade facilities in 25 children’s parks, play fields in 80 parks, construct open gyms in 20 parks, and come up with more shelters, food kiosks, open spaces and plazas.

Knowledge Parks for children would also be promoted by the DDA. One such park for differently-abled children will be developed at sector 21 in Dwarka at a cost of Rs. 14 crore.

Five bio-diversity parks developed by the DDA would soon be opened to the public.

Mr. Naidu urged all the organisations to designate officers for coordinating and monitoring the clean and green activities.

The Minister also asked the Delhi Government to evolve a strategy to address the issues relating to beggars, rag pickers, homeless, and migrants.

NMC preparing new development plan for Nagpur

 

NAGPUR: Nagpur Municipal Corporation (NMC) has begun preparing a new development plan (DP) for the city. It will replace the existing DP five years before it is due owing to large scale changes that have taken place.

NMC standing committee on Monday approved the Town Planning Department's proposal to establish a 10-member team to prepare the new DP and also funding for the lengthy project. It also approved a proposal to appoint technical consultant for preparing the detailed project report (DPR) for mono rail rapid transit system.

Standing committee chairman Narendra Borkar said mono rail's DPR will be prepared in eight months followed by submission to the Central government for sanction of funds. "Centre had not suggested the mono rail. It has been planned after consultation with NIT for giving connectivity to metro rail. NMC is likely to get the project cleared from the Centre," he said.

On the need for mono rail, Borkar said the number of vehicles in the city was increasing every passing day. "Nearly 12.5 lakh vehicles are plying on city roads. City's area has also increased to 275.65 sq.km. Around 1.5 lakh people travel from city to adjoining towns. Population has increased to 25 lakh but only 1.80 lakh people travel in city buses. Mass transit projects are required in view of further growth. Besides mono rail can easily be built on city roads," he said.

NMC planning to introduce the new DP from January 6, 2015. The existing DP came into effect from September 10, 2001, and is valid till 2020. According to the state government norms, the process to prepare new DP has to be started three years before the existing one lapses. NMC will request the government to permit new DP five years earlier citing deletion of reservation lands on large scale by NIT.
