VIJAYAWADA: Dashing the hopes of Vijayawada Municipal Corporation (VMC) officials and leaders of the ruling Congress, the State government appears all set to retain a major chunk of funds pertaining to Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

Taking shelter under official jargon, the government is all set to treat a major portion of its share as loan. JNNURM guidelines mandate the State government to provide 20 per cent of the cost of a project proposed by a local body as its share. However, as the guidelines have used the term “loan-cum-grant,” the government is gearing up to divide its 20 per cent share into two parts – 18 per cent as loan and the remaining 2 per cent as grant, official sources say.

This would mean the corporation’s share in JNNURM projects would increase to 48 per cent, instead of 30 per cent. The remaining 50 per cent would be contributed by the Central Government.

For instance, if the total cost of JNNURM projects is Rs.1,000 crores, the burden on the corporation would increase to Rs. 480 crores, instead of Rs.300 crores as estimated earlier. Though the officials say that the corporation has not signed any agreement on this so far, they agree that it would be inescapable.

Double whammy

The State government could choose to deduct its share either from the funds pending with it or from the statutory grants.

It has not been releasing its share or the Central Government’s share for some time now. The dues on this count are estimated to have accumulated to at least Rs. 250 crores.

As the VMC receives around Rs. 19 crores as statutory grants from the State government every year, the corporation would be at a loss in both scenarios. If the government decides to deduct its share from these grants, the corporation would not receive any funds for the next one and half decade. In the other scenario too, it would suffer a major set back if the government chooses to reduce its share from the funds pending with it.

The VMC has, of late, been spending general funds to maintain the momentum of JNNURM works. Recently, the contractors involved in these works agitated as there was immense delay in payment of bills.

Municipal Commissioner P.S. Pradyumna held parleys with them and told them the corporation was expecting clearance of dues from the State government any moment, and assured them not to worry.

Officials fear that it would be a Herculean task for the corporation to foot the salaries and meet other revenue expenditure if the government is serious about its decision to change the pattern of release of funds under JNNURM.

Kochi, June 16 The Kochi Corporation has sought the help of the Railways in starting a suburban-railway system linking Kochi city with Thrissur, Kottayam and Mattancherry, benefiting short-distance commuters. The civic authority had also demanded setting up a new railway station at Nedumbassery for the benefit of passengers who arrive at the Cochin International Airport.

This was highlighted in a memorandum submitted by the City Mayor, Prof Mercy Williams, to the visiting Minister of State for Railways, Mr E. Ahmed.

Top on the list is a project to build four-lane overbridges in place of the existing two-lane ones at Ernakulam North and South.

The widening of the two bridges that were built in the 1960s is vital to ensure smooth flow of traffic along the Banerjee Road and Sahodaran Ayyapan Road, two arterial roads in the city that encounter traffic snarls all through the day.

However, any work on them cannot be carried out unless the long-pending overbridges are ready at Pullepady and Atlantis which run parallel to the two bridges.

For this, the Corporation has asked the Railways to speed up work on the two new bridges, apart from the pending ones at Ponnurunni and Pachalam.

Halting stations at the Ponnurunni Marshalling Yard and Edapally too have been mooted, on the lines of the Pettah railway station in Thiruvananthapuram.

Decision on mode of implementation soon: Thomas

KOCHI: The Union Cabinet will soon consider the proposal for the Kochi Metro railway project, said K.V. Thomas, Union Minister of State for Agriculture.

Speaking at a reception organised by the District Congress Committee for the six newly elected Members of Parliament from the district, Prof. Thomas said a decision favourable to the State would be taken by the Cabinet.

He said the Planning Commission and the State government had different views regarding the mode of implementation of the project. A final decision on the implementation would be taken in consultation with all concerned, he said. At the same time, the State government should take a decision regarding the alignment of the metro railway project, he said.

He said new tender had been floated for the railway overbridge at Edapally, as the existing contractor had failed to complete the work as per schedule. Work on the Pullepady overbridge will be completed on time. Several projects have been proposed for the city under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). However, the works have not progressed at the desired pace, the Minister said.

He said a decision by the Agricultural Ministry to buy the organic manure produced by garbage treatment plants would benefit the State too. The FACT had agreed to buy the manure produced at the Brahmapuram treatment plant of the Kochi Corporation, he said.

He said the Union government would decide on the Kuttanad and Idukki Agriculture Relief Packages within 30 days. The State government, on its part, should explain the practical difficulties in implementing the proposals. The Minister said he would allot Rs. 25 lakh each for all the seven Assembly segments in the Ernakulam Parliament constituency for development projects.
