Drive against encroachments on pavements launched in Hubli

HUBLI: Mayor of Hubli-Dharwad Viranna Savadi, who launched a drive to clear encroachments on pavements in Hubli on Friday, announced that a similar drive would begin in Dharwad on Tuesday.

The Mayor, Deputy Mayor Venkatesh Mestri, in-charge Commissioner R.N. Shanbhag, councillors Bharati Patil, Altaf Kittur, Rajanna Koravi, Dasharath Wali and Sudhir Saraf launched the encroachment clearance drive at Maratha Galli.

The Mayor, the councillors and officials monitored the clearance drive which was carried out with the assistance of the police at Maratha Galli, Coen Road and Broadway.

Mr. Savadi said that initially the drive would be carried out as a kind of awareness campaign and action would be minimum against offenders.

“We will ask shopkeepers and vendors to keep off the pavements and allow them to clear the encroachments on their own. We will wait for four or five days and then action, including seizing material, will be taken,” he told presspersons.

Mr. Savadi said that the drive had become inevitable as encroachments were leading to other problems in the twin cities.

Parking

The Mayor said that it was the responsibility of the corporation to provide adequate parking facility to vehicle owners, especially on busy roads and at circles such as Durgada Bail and Shaw Bazaar Road.

“We will take up the issue with the police and ensure that parking is provided only on one side of the road,” he said.

Regarding clearing encroachments on Shaw Bazaar Road, he said that action would be taken after holding discussions with councillors and shopkeepers as parking had become a major problem in the area. Mr. Savadi said that “Expressions of Interest” had been invited for the construction of a multi-storey parking facility near the Court Circle and as it would take some time to materialise, the corporation would take steps to demolish the Public Works Department building there and use the open space for providing temporary parking space. To a query, he said that the drive being held in coordination with the Police Department would be a continuous one and a committee of councillors set up for the purpose would monitor it.

VISAKHAPATNAM: Cracking the whip on encroachers, Town Planning staff on Thursday removed several encroachments on the arterial Dwarakanagar-Gurudwara road.

Municipal Commissioner B. Sridhar, who personally supervised the drive, said that cellars must be used for parking and should be not be misused for commercial activity or as godowns.

He said shops would be seized if encroachments in the cellars and on the footpaths were not removed. Some shop owners volunteered to remove them. The Commissioner said removal of encroachments would not only lead to smooth movement of traffic but prevent accidents. In tune with the decision, officials got removed plywood partitioning and gate in the cellar of a big textile showroom. The management was told to use the cellar for in-house and customer parking and not to encroach upon the pavement. At another commercial complex, walls and shutters in the cellar were removed.

Three popular eateries at Dwarakanagar Junction being run in the cellar were asked to vacate. Seeing the unhygienic conditions and the dumping of left over food and other garbage at a dhaba there, Mr. Sridhar instructed the Chief Medical Officer (Health) to take action.

Officials got removed projection of shops, advertisement hoarding set up at shops as well as blockings erected by using gas-cutters.

Kiosks set up encroaching upon the road were removed.

Not using cellars for parking has been leading to traffic bottlenecks as vehicles are parked on the roadside. The situation is much worse at Daba Gardens in the stretch between Ambedkar Statue and P.E.N. School

NEGLECTED: The Gujjarakere in the Jeppu area in Mangalore has turned into a garbage dumping yard.

MANGALORE: A recent survey of Gujjarakere, an old lake at Jeppu here, conducted by the survey section of the Mangalore taluk office has found that 10.43 cents of the 3.43-acre lake has been encroached upon.

Acting on a demand raised by the Gujjarakere Tirtha Samrakshana Vedike, an action committee fighting to save the lake, the survey of the lake area was conducted on May 14 and June 24. At present, the lake is not being used.

P. Nemu Kottari, secretary of the vedike, told The Hindu that it had been mentioned in the survey report, a copy of which had been obtained by the vedike, that an anganawadi building and a petty shop had been built in the lake area. In addition, three private parties had encroached upon the lake area. A part of the lake area had also been used for laying a road on one side, the report said. Pointing at various spots in the lake, Mr. Kottari alleged that a few people were letting domestic waste water into the lake. There were heaps of garbage, including plastic carry bags and other waste material, dumped in the lake area. Two stormwater drains had been linked to the lake. Mr. Kottari said that the lake had become a dumping yard. Yashawanti, a resident of the area, said sewage from an underground drainage (UGD) leaked in the backyard of her house and entered the lake, particularly during rainy season. She attributed this phenomenon to clogging of two manholes during rainy season. The leak had converted her backyard into a breeding place for mosquitoes and flies, besides emanating foul smell. “My house is full of flies. We have been forced to keep every food item covered,” she said.

She claimed to have complained about it to local councillor M. Rajashree and MLA N. Yogish Bhat. But the problem had not been addressed, she said. Councillor Ms. Rajashree said that a few residents in Jeppu had connected stormewater drains to UGD pipeline through sanitation chambers in their houses and apartments. As a result, manholes in low-lying areas in Jeppu overflowed whenever there was heavy rain. Ms. Rajashree said that whenever the manholes got clogged, she had rushed to the spot to address the problem. She said that some houses in P.L. Colony did not have UGD connection. As a result, a few residents were letting domestic waste water into the lake. Providing UGD connection was the only solution to prevent it, she said. Linge Gowda, assistant executive engineer, Mangalore City Corporation, said that the corporation had invited bids to remove silt in the lake and build a retaining wall to it at an estimated cost of Rs. 99 lakh. The corporation had sent a proposal to this effect to the Government.

The proposal was now before the Chief Engineer of the Public Works Department awaiting technical approval.

Mr. Kottari said that the Government should allocate more funds for removing silt. Nalin Kumar Kateel, MP, had visited the lake recently when the vedike appraised him of the problems, he added.
