Manual sweeping machines, power sprayers for GVMC

Collector and GVMC Special Officer Pravin Kumar on Wednesday inaugurated manual sweeping machines and power sprayers. Municipal Commissioner M Hari Narayanan was present.

The German-made machines are aimed at improving sanitation and reducing workers’ grind.

The 20 machines and 10 sprayers will be distributed all over the city with emphasis on the core area comprising Zones 2, 3 and 4.

The machines will be used on important, end-to-end roads. While manual sweeping with broom covers one km of road in an hour, the machines can cover three to four km.

The sprayers have better reach and can also be used for aerial spraying. In phases, more machines and sprayers will be acquired, it was learnt.

TUFIDA approves Rs 500 crore loan for infrastructure projects in Telangana urban local bodies

HYDERABAD: The 11th board meeting of the Telangana Urban Finance and Infrastructure Development Corporation (TUFIDC) on Saturday approved borrowing of Rs 500 crore loan from Vijaya Bank for taking up infrastructure projects in various urban local bodies (ULBs) in the state.

The meeting was attended by chairman Viplav Kumar, vice chairman and managing director and secretary of Municipal Administration and Urban Development department Navin Mittal, director of Municipal Administration TK Sridevi, DTCP director K Anand Babu and Public Health engineer-in-chief C Dhan Singh.

The board decided to constitute a project development and management consultancy division to assist ULBs in the preparation of detailed reports for various infrastructure projects.

Secretary Navin Mittal suggested that ASCI should be asked to study the existing organisational chart and recommend a robust institutional structure for TUFIDC. He also observed that TUFIDC should be made nodal agency for taking up infrastructure works in ULBs under public private partnership.

Navin asked officials to formulate guidelines for disbursement of loans to ULBs by studying existing guidelines in HUDCO and other agencies. TUFIDC should have a long term partnership with reputed institutions such as ASCI, ESCI and IIIT for strengthening the capacity building of ULBs and TUFIDC, he added.

AHMEDABAD: The Ahmedabad Municipal Corporation (AMC) has decided to buy machines to level elevated manholes in the city. The issue was discussed by the standing committee, after officials told the members that more than 1.25 lakh manholes are above road level in the city. According to the officials, some of these elevated manholes are right in the middle of roads.

About the reasons for uneven levelling of manholes, officials told the panel that the lack of coordination between the drainage and the road departments leads to such defective work. "Sometimes, it is done deliberately, so as to make them more worker-friendly," the officials added.

Standing committee chairman Pravin Patel admitted that the lack of coordination between the drainage and road departments was leading to raised manholes. "We will give contracts to agencies in each zone to use heavy machines and level such manholes," said Patel.

Raised manholes not only lead to accidents but are also not in accordance with road engineering norms. "We will now ensure that whenever drainage lines are laid or repaired, the manholes are at road level," he said.

One also finds such dangerous manholes in areas under the Ahmedabad Urban Development Authority (Auda).

BENGALURU: The state government seems to be making yet another push for restructuring Bruhat Bengaluru Mahanagara Palike into five smaller city corporations. Having been unsuccessful in its earlier attempts, it does not want to leave anything to chance and has already begun the ground work.

The 100 wards of Bangalore Mahanagara Palike (BMP) were expanded to 198 under BBMP in 2007 with the inclusion of 110 CMC and TMC areas. With the IT boom, the real estate sector grew and the city expanded rapidly in geographical area.

It was then that the government stressed that one mayor and one commissioner would not be enough for the city.

Later, a BBMP Restructuring Committee was constituted, headed by former chief secretary B S Patil, former BBMP commissioner Siddaiah and urban expert V Ravichandar. The committee favoured splitting of BBMP for better administration.

On Monday, Bengaluru Development Minister K J George held a meeting with Mayor Padmavathi and BBMP officials on restructuring the existing eight Palike zones to 10. “We have asked the BBMP restructuring committee to make a few changes and we expect to get the report in a week’s time. We will then issue a notification,’’ George said.

BBMP Commissioner Manjunath Prasad said the panel had recommended 10 zones. “In the meeting, it was brought to the notice of George that Rajarajeshwarinagar and Yeshwanthpur assembly constituencies come under three different zones, while Bengaluru South constituencies come under two. It will be problematic if one assembly constituency comes under two or more zones. Hence, the panel was told to rework this,’’ he said.

However, sources in the Urban Development said restructuring of zones will be applicable only for the current term of the BBMP council.

The sources said the Patil Committee is now working on  drafting and collecting data for delimitation of wards. The committee has recommended that the population in each ward should be around 35,000. The affairs of the ward can be managed even if the population touches 45,000-50,000. This will ensure better coordination between local elected representatives and officials. The committee is also working on the Cadre and Recruitment Rule for systematic working of the five proposed corporations, they said.

Government to help local bodies salvage projects

THIRUVANANTHAPURAM: The state government has embarked on a set of remedial measures to salvage at least some projects under plan fund for the local bodies in the state in the wake of dip in utilization percentage.

The government has offered a solace for the local bodies which are on the verge of getting their funds lapsed owing to nil utilization by March 31. As per the decision of the local selfgovernment department, civic bodies can get their projects for the year 2017-18 approved by district planning committee (DPC) by March 31. If they manage to do so, such projects could be carried over to the next fiscal, thereby preventing lapse of funds.

"It is true that fund utilization was difficult for local bodies owing to many factors. We have given an opportunity to save funds in such a way that once the DPC approval is received, projects could be carried over. The finance department will issue an order on this regard within a week,'' said K T Jaleel.

This will also offer an added advantage for local bodies. With the DPC approving projects before March, local bodies would be able to start implementation by April. "Usually this process starts only by June or in some cases it gets even extended.Now, implementation of pro jects could start off in April itself which would en sure that we would be able to cover al most all projects well before March, 2018," said V K Prasanth, mayor, Thiruvanan thapuram corpora tion.

Finance minis ter T M Thomas Isaac recently told the assembly that the local bodies that failed to complete their projects in time would be able to carry over the plan fund to next financial year.

"The only condition is that the local bodies should have commenced the projects already . The funds of the projects that are yet to begin will be lapsed,'' said Isaac while replying query on fund utilisation in local bodies.
