Six new layouts for Mysuru’s citizens

State government’s approval expected soon

The Mysore Urban Development Authority (MUDA) has sought administrative nod from the government for developing five new residential layouts in the city.

The new layouts where the MUDA will take up plot development to carve out sites and distribute it to the public include the Rabindranath Tagore Nagar 2nd Stage; Krishnaraja Wadiyar Layout; Swarna Jayanthi Nagar; Lalitadrinagar 2nd Stage; and Shantaveri Gopalgowda Nagar 2nd Stage. Though these projects were conceived a few years ago, it was kept on the backburner.

The sixth new layout proposed by the MUDA is the Balahalli Layout, which has already secured government clearance. A few minor clarifications have been sought for the R.T. Nagar 2nd Stage and Nalwudi Krishnaraja Wadiyar Layout, and are expected to be cleared soon.

With growing demand for MUDA sites and over 1 lakh site aspirants whose applications are pending, the authority has urged the government to expedite administrative clearance. MUDA Chairman M.K. Mohan Kumar told The Hindu that about 15,000 to 18,000 sites could be created in the layouts of which about 5,000 sites could be developed in Balahalli itself.

He said the MUDA will take up earthworks to clear or level the land as a precursor to layout development in anticipation of the administrative approval. Apart from social obligations, we have to compete with mushrooming private players in the real estate business,” said Mr. Mohan Kumar.

R.T. Nagar 2nd Stage will be developed on the lines of R.T. Nagar I st Stage where 1,760 sites of various dimensions have been developed and is located opposite the University Layout abutting the Outer Ring Road in Mysore South West. With broad roads and open spaces to cater to future requirements, the layout is spread over 230 acres, but the sites have not been distributed due to litigation. Mr. Mohan Kumar said the issue will be resolved soon. “We are confident of getting the stay vacated,” he added. The Balahalli Layout, conceived a few years ago, is also the location for establishing a satellite township on a 500-acre land for which the MUDA had earmarked funds in the 2014-15 budget.

The Krishnaraja Wadiyar Nagar is slated to come up near the Yadahalli and Lingambudhi villages spread over 205 acres. Likewise, Swarna Jayanti Nagar is poised for development in Chowdahalli village spread over 181.05 acres.

The administrative clearance for at least R.T. Nagar 2nd Stage and Krishnaraja Wadiyar Layout could be expected before June, according to Mr. Mohan Kumar.

But, given MUDA’s track record, it could take anywhere two to three years for the sites to be distributed.

AHMEDABAD: With an emphasis on local area plan in addressing issues like transportation, stormwater drainage systems, access routes, greening and other civic necessities, the new development plan for Ahmedabad till 2021 has taken a progressive shift from the conventional wisdom of town planning.

The development plan is poised to generate funds for civic infrastructure from chargeable FSI in each of designated zones. The Transit Oriented Zone (TOZ) spread over 45km with an allotted FSI of 5.4 will generate funds from the sale of 3.6 FSI; similar is the case for buildings coming up on the central business district on the 2.5km stretch Ashram Road.

Then there is the affordable housing zone which has an FSI of 2.7 will include a chargeable FSI of 0.9. But these funds would largely depend on the number of projects that the Ahmedabad Municipal Corporation (AMC) and Ahmedabad Urban Development Authority (AUDA) are able to attract to these zones. This will involve redevelopment of many of the existing old buildings.

In Koteshwar, Rancharda, Bhadaj and Shilaj, small pockets designated as general agriculture zones have been re-designated for residential areas and gamtal. In Gota, portions reserved for general industrial zone is re-designated for residential low-rise. Similar is the case for small portions of area in Asarwa, Saijpur Bogha Vastral, Ramol and Kathwada, where general industrial area is being re-designated as residential —mainly low-rise zones.

The development has also packed in a number of safety features. It was required the setting up of a special committee of six persons headed by the municipal commissioner which will pass buildings of 45 metres and above. The notification has also fixed the qualifications and the number of years of experience of structural engineers for high-rises. Besides, there will be CCTV cameras for security of commercial buildings and compulsory annual audit of fire safety.

"There are also specifications for parking provisions for buildings that cover between 750 square metres to 2,000 sq mts area. In such a case, a 40% reservation of utilizable FSI area has to be designated for parking," says a senior official of AUDA.

The applicants of the Delhi Development Authority’s Housing Scheme, 2014 will have to wait some more time for the draw of lots, which was earlier tentatively scheduled for Monday.

The DDA on Monday held successful trial runs of the draw and they will continue “as an effort is being made to compress the time being taken for the draw”.

Meanwhile, the uncertainty over the date of the draw also continues. It is not likely to happen on November 12, which was the tentative date, as the DDA gave another chance to applicants to get corrections made in their forms.

This time around, the applicants can directly report the corrections to the director (systems) DDA.

“...initially the data was taking more time for the draw and now it is being reduced to the minimum possible. Secondly, the data received from Punjab National Bank, one of the designated banks, is incomplete and corrections are still being received from the banks,” the DDA said.

“Considering this scenario, it has been decided to give/provide another opportunity to the applicants by the DDA so that they can check discrepancies in application filed by them and the data displayed on its website and report the same directly to the director (systems) at 24694157 for corrections. The applicants can check the data on November 11 and 12 and report the same to director (systems). This has been necessitated as till date corrections are being received and data from Punjab National Bank is still incomplete,” the civic body said.

This is a step taken by the land agency among other measures to make the process of applying in the scheme easy. The DDA has also made arrangements for the applicants to see the draw of lots live on YouTube.

The agency has received a total of 10,08,700 applications for the scheme, which is offering 25,034 flats making it the biggest housing scheme launched by the DDA till date.
