Corporation's 'jagratha samithis' to help women in distress

KOCHI: There has been no respite in crimes against women in the city with even men in khaki among culprits, and vandals targeting a traffic warden in broad daylight on Saturday. Sensing the public outrage, the Kochi corporation has decided to move quickly and fast track its decision to set up 'jagratha samithis' to help women in distress.

The 'jagratha samithis' will be organized at the corporation as well as the division level and are expected to become functional by the month-end. These 'samithis' will provide all support to victims of abuse, including counseling and legal help. The decision follows the recent direction of the Kerala State Women's Commission to set up such groups

This year till September, the city police have registered 663 cases of crime against women, including 304 molestation cases, 18 kidnapping cases, 220 cases of cruelty by husbands and relatives.

"The 'samithi' will address issues faced by women. It is not really possible for women to approach the police with complaints due to several reasons. The 'samithis' will be able to bridge that gap and help women," said mayor Tony Chammany.

The 11-member 'jagratha samithi' at the corporation level will have mayor as the chairman, deputy mayor as deputy chairperson and members will include welfare standing committee chairperson, a doctor, city police commissioner or a person nominated by him, legal expert, counsellor, a district-level official of the social welfare department and social workers. The division-level 'samithis' will have councillor of the respective area, sub-inspectors of the area and anganawadi supervisors as its members.

Councillor Minimol V K, who has been supervising the setting up of 'samithis', said that women can lodge their complaints either with the councillor of the area or inform them over the telephone.

"A helpline number will be provided for women in distress to directly contact the corporation," she said.

Minimol added that if the 'jagratha samithis' fail to handle an issue, it would be reported to the police. In such cases, the corporation will extend all support to the complainant.

The civic body will also organise awareness programmes at the division level prior to the launch of 'samithis'.

In the last week, four women were molested or assaulted in public places in the city. In the first instance, a woman passenger was molested in a moving bus by the bus owner's son and conductor. In the second such incident, a migrant worker molested a woman at Vyttila Mobility Hub. This was followed by an assault by a drunken civil police officer on a woman who was trying to board a bus at mobility hub. In the latest incident, a traffic warden was assaulted at Kathrikkadavu on Saturday.

While the corporation is busy setting up jagratha samithis, a similar initiative, launched by the previous council, had failed to hold a single meeting to address women's woes.

AMC to build hostel for working women

The standing committee of Ahmedabad Municipal Corporation has approved construction of a six-storey hostel for working women in the Maninagar Assembly constituency, which is represented by Chief Minister Narendra Modi. This will be the first-ever hostel to be built by the AMC for working women in the city.

National Minorities Development and Finance Corporation (NMDFC) has allotted Rs 15 crore to Kerala State Women’s Development Corporation (KSWDC) to disburse as loans in the coming three months.

A release from KSWDC here on Saturday said that this is for the first time that any institution in the state had received such a big amount from a national financial corporation at one go.

It is expected that around 2,000 women would benefit from this. The corporation is providing loans for self-employment ventures of women and education of girls at low interest rates.  The loans using the amount would be disbursed in November, December and January next year.

“The Corporation recently got guarantee from the State Government for taking loan of Rs 45 crore,” said KSWDC managing director S M Arif in the release.

The corporation got Rs 5.68 crore in 2010-11 financial year, Rs 5 crore in 2011-12 and Rs 3.74 crore in 2012-13 from the National Minorities Development and Finance Corporation.

Only six per cent interest is charged for the loans which are disbursed by national finance corporations through KSWDC.

The income limit for loan for self- employment ventures is Rs 81,000 in rural areas and Rs 13,000 in urban areas. The application for loans should be submitted at Thiruvananthapuram, Kochi and Kozhikode regional offices.

AMC approves training scheme for women

AURANGABAD: The Aurangabad Municipal Corporation (AMC) has recently approved two projects for empowering women wherein its women and child welfare committee will conduct training programmes on desk top publishing (DTP) and nursing.

With an expenditure of Rs 20 lakh, the training programmes will be open for below poverty line (BPL) and non-below poverty line (NBPL) category women.

Prajatka Bhale, president of women and child welfare committee, said on Monday that the AMC would start both the activities within 30-40 days.

"The courses are selected keeping in mind the market requirement of skilled manpower in these fields. The successful candidates can start their own ventures or join some company," Bhale said.

She said that the AMC's initiative would bring in positive change in the lives of more than 700 female candidates.

"For DTP training, we will invite four participants each from all the municipal wards while for nursing training, three participants will be selected," she said.

There are 99 municipal wards in the municipal corporation.

Bhale said women participants with minimum qualification of SSC would undergo the three-month training programme.

For both the courses, the BPL participants will get subsidy of 90% of the total course fee. Similarly, for NBPL category candidates, the subsidy will be of 85%. Women candidates between the age group of 16 and 40 years residing within the city limits are eligible for the course.

"We are now in process of identifying agencies for providing training and the actual fee structure will be declared soon," Bhale said, adding that the fee structure will be well within the reach of common people.

Besides, the women and child welfare committee has also approved a two-month training course in spoken English.

"Three to four interested candidates from each municipal ward can undergo the course which is aimed at developing knowledge of English," she said.

Civic body to train women in napkin making

AURANGABAD: The woman and child welfare committee of the Aurangabad Municipal Corporation (AMC) has approved a proposal to give training to over 500 women in making sanitary napkins. The plan aims at empowering members of self-help groups and other women belonging to the economically weaker sections of the society.

Committee president Prajatka Bhale said the AMC was planning 45 days' training, including 15 days of practicals, for the women to create new employment opportunities for them. "Initially we will focus on the manufacturing part. Later, we will create a special platform for marketing of the products. For this, we are trying to install sanitary napkin deposing vending machines at various locations."

"We are encouraging members of all the AMC-associated SHGs to take active part in the training. Other women may also join the course at subsidized rates," Bhale added.

Premlata Karad, in charge of the women and child welfare department in the AMC, said, "Some reputed institutions have expressed their willingness to run the programme according to our requirements. We are also exploring other options."

When asked about the fees, Karad said the project was at an initial state and the actual cost had not been finalised. She, however, added that the candidates will have to pay 10% of the total training charges.

Karad said the project would create an employment opportunity for the women and they could sell the products in the open market. "Those interested in selling it under one umbrella will be provided assistance," she added.

SHG's candidates in the age group of 18 to 45 years can participate in the programme for which the civic body has planned an expenditure of Rs 9.85 lakh. The AMC will provide additional funds for procuring vending machines in the second phase.

Another senior official in the women and child welfare department said they were looking for vending machine suppliers. "Recently, we have come across a supplier who is ready to design the vending machine as per our requirement... The machines would cost around Rs 30,000 each."

The AMC may install six to seven vending machines at strategic locations.
