List of divisions reserved for women in Corporation council

KOCHI: The divisions represented by all the Standing Committee chairmen, except that of K.J. Sohan, the development committee chairman, became women reservation divisions. The division represented by A.B. Sabu, the UDF leader in the corporation council was also reserved for women. The number of divisions of the council has been increased to 74 from the existing 71.

The divisions reserved for women were selected through lucky draws held on Monday.

The new corporation divisions reserved for women and the councillors presently representing the division are the following: Division 18-Konam (K.R. Premakumar), 5 Mattanchery (TK. Ashraf), 49 Vyttila (K.K. Sivan), 38 Devankulangara (N. Sasi), 25 Chullikkal (T. K. Babu), 15 Eda Kochi North (K.J Basil), 19 Palluruthy Kacheripady (P.S. Viju), 61 Ravipuram (David Parambithara), 65 Kaloor South (K.V. Manoj), 11 Thoppumpady (K.J. Maxy), 57 Kadavanthra (C.K. Gopalan), 34 Puthukalavattom (M. Anilkumar), 42 Vennala (M.B. Muralidharan), 22 Mundamveli (K.J. Prakasan), 40 Mamangalam (K.G. Gopi), 28 Amaravathy (K.K. Asokan), 71 Elamakara South (V.R. Sudheer), 51 Poonithura (A.B. Sabu), 73 Pachalam (E.M. Sunilkumar) 56 Panampilly Nagar (V.K. Thankaraj), 70 Kaloor North (C.M. Azeez), 14 Tazhappu (T.K. Shamsudheen), Ernakulam South, 55 Giri Nagar (T.K. Mani), 26 Nazareth (K.J. Antony), 39 Karukapally (O.K. Viswambaharan), 60 Perumanoor (K.X. Francis), 24 Mulamkuzhy (Uma Antony), 32 Vaduthala East (Asha Pious), 52 and 53 Scheduled Caste (women). The division 59 has been reserved as Scheduled Caste general seat.

Seats in panchayats

The wards reserved for Scheduled Castes and women in 46 grama panchayats in the district were decided through a draw of lot held on Monday.

District Collector in-charge K.N. Raji chaired the draw of lot held at the conference hall of the district collectorate. The lot for deciding the wards to be reserved for Scheduled Caste community and women in the remaining panchayats will be held on Tuesday.

Out of the 719 wards in the 46 grama panchayats, 445 wards were reserved. While 364 wards were reserved for women, 46 were allocated to Scheduled Caste community members. Another 35 seats were reserved for women belonging to the Scheduled Caste community.

Eleven wards each were reserved for women in Elamkunnapuzha, Pallipuram, and Chellanam grama panchayats while ten wards each were set apart for women in Edathala, Kadungalloor, and Vadakekkara panchayats.

Panchayat Deputy Director A.P. Ajit Kumar, and Deputy Collector (Elections) C.K. Eliamma, were also present.

Draw of lots to be held on Monday afternoon

KOCHI: The political fate of some of the senior councillors of the Kochi Corporation will be decided by a lucky draw on Monday.

The 37 seats reserved for women in general category and the one in the Scheduled Caste community category in Kochi Corporation will be selected from the 74 seats by drawing of lots at a function to be held at the Ernakulam Town Hall.

The strength of the Kochi Corporation council has been increased to 74 from the present 71. As per the women reservation Bill passed by the State Assembly, 50 per cent of the seats would go to women in the next elections. This excludes the seats reserved for SC/ST community women in the local bodies.

While the lucky draw will deny some men their favourite seats, which they had been nurturing for the past few years, it will also open doors of opportunity to women politicians too. Almost all the Corporation councillors including the leaders of the various political parties are expected to reach the town hall tomorrow to witness the lucky dip.

The lucky draw is also expected to change power equations in some political parties as they will have to find seats to ensure the presence of some of their senior men in the council.

At the same time, there are also some senior women councillors who won the corporation election by contesting from general seats.

This includes Shyamala S Prabhu of the BJP and Melly Joy and Asha Pious of the CPI (M).

Mercy Williams, Kochi Mayor, became the part of the political history of the Kochi Corporation by becoming its first woman Mayor.

This was possible as the post of Mayor was reserved for a woman during the last election. However, the post of Kochi Mayor would become an open seat in the next election. The Mayor posts reserved for women last time will be unreserved this time.

Some of the senior CPI (M) councillors may not be contesting the ensuing election if the party insists on its two-term clause. As per the guidelines followed by the CPI (M), a party member who has been elected to a post for two consecutive terms may have to keep out of the race next time. If the guideline is strictly adhered to this time, Deputy Mayor C.K. Manisankar, Development Standing Committee chairman M. Anilkumar, Tax Appeals Standing Committee chairman K.V. Manoj and Welfare Standing Committee chairman T.K. Shamsudheen will not be in the fray.

A few women councillors of the party including Uma Antony, Ms. Joy and Ms. Pious may also opt not to contest the election this time if the guidelines are closely followed.

Mumbai :  After two consecutive women mayors, the next mayoral post of the Brihanmumbai Municipal Corporation has been reserved for open category, giving an equal chance to both men and women from general or other castes. The elections are due in 2012.

In a lottery draw on the reservation of mayor’s posts on Thursday by the State Urban Development Department, BMC along with eight other municipal corporations have been reserved for open category.

The mayoral term is two-and-a-half years and the Shiv Sena’s corporator Shraddha Jadhav holds the post now. “The next mayor in 2012 will be from Congress and we will win with majority,” said leader of opposition and MLA Rajhans Singh after the lottery draw was announced.

He said the decision to give a chance to a man or a woman candidate will be taken then as per the condition. “We are confident of forming the ruling party and making Sena the opposition.”

The decision to make the mayor category open is also being welcomed by male corporators who were denied the chance of contesting over the last three years due to reservations for women. BMC has been more or less dominated by the male corporators for mayoral post. Before 2007 when Shubha Raul was elected due to the reservation, Datta Dalvi, Mahadeo Deole, Hareshwar Patil and Nandu Satam had been the mayors.

Along with Mumbai: Nanded, Nashik, Dhule, Bhiwandi-Nizampur, Ulhasnagar, Ahmednagar, Nagpur and Mira-Bhayander municipal corporations would have open categories for mayor. 

Thane, Vasai-Virar, Navi Mumbai, Kalyan Dombivli would have OBC reservation(for both males and females). Women from OBC can contest in Pune and Solapur. The mayoral chairs of Jalgaon, Malegaon, Aurangabad, Kolhapur civic bodies would be reserved for women in open category. Sangli corporation would be reserved for SC while Akola for women from SC and Amrawati for ST.

Hyderabad, June 8: The elections for the first standing committee of Greater Hyderabad Municipal Corporation (GHMC), which will be held on Wednesday, is likely to have as many as seven women corporators as its members among the 15 corporators.

The Mayor will be the ex-officio chairperson of the committee.

However, this will be possible only if the corporators from the Congress and the MIM do not resort to cross voting. There are fears among Congress leaders that the party corporators may indulge in cross voting, as 25 of them are in fray for only eight seats available with the Congress.

The ruling alliance of Congress and MIM has decided to share eight and seven seats respectively.

Mumbai:  From Tuesday, Mumbai’s working women will have a support platform that will strive towards eliminating sexual harassment at the workplace.

Aimed at making Mumbai a “gender friendly city”, the BMC’s Savitribai Phule Gender Resource Centre will be inaugurated by municipal commissioner Swadheen Kshatriya. Such centres have been set up by NGOs but this is the first by a civic body.

Built on a municipal reserved plot at Balaseth Murudkar Marg in Lower Parel, the centre is the result of the efforts of the civic body’s committee on prevention of sexual harassment, formed in 2003 for women in municipal offices. Dr Kamakshi Bhate of KEM Hospital said it will also serve as a platform for various agencies and NGOs working towards empowerment of urban working women, especially those from BPL families.

“NGOs such as Akshara, Stree Mukti Sanghatana, Sneha and Lawyers Collective have already come forward and agreed to share their resources for complaints redressal, counselling and training. We will also involve corporate firms and various UN programmes. We will also have community psychiatric units in slum areas to help women who undergo various forms of embarrassment, at home and at their workplaces,” said Bhate.

One of the main areas of focus will be a violence resource centre, a platform for redressal of complaints. Any woman harassed can complain and will be counselled by trained persons. A community video unit will involve youths in highlighting and documenting women’s issues and violence against women.

The centre will include self-defence training, and a library and a reading room. It will be open to school and college girls from BPL families who mostly live in one-room houses without a place to study. “A preventive health clinic open to all girls and women will be on the premises,” said Dr Bhate.
