Chennai: The Chennai corporation that usually faces wrath of residents for its st­inking woes is now banking on women with fine communication skills at the newly inaugurated state of art grievance system at the Ripon Buildings on Monday.

The new grievance cell will comprise ten  complaint-receiving units  and a complaint tracking software manned by women.

However the complaint cell is expected to involve male staff during night shifts. After inaugurating round-the-clock grievance system, mayor Saidai. S. Duraisamy advised the staff mostly women employed on contract basis to be polite while registering complaints.

“We must not expect the public to be cool while lodging a complaint through phone, but the staff must make sure that they maintain a courteous tone in return and ensure early solution for the complaints.”

“The idea of introducing more women employees is to mellow down the agitated callers as the women staff could comparatively provide pleasing replies than their male counterparts”, ma­yor told Deccan Chro­nicle.

The objective of re-launching the complaint cell is to increase the capacity of handling more complaints in the wake of city expansion and to improve the efficiency of helpline staff. And for the task we are depending on women for hassle free complaint registration, a senior corporation official said.

The complaints can be lodge by dialling 1913 and  residents will  be intimated in return through SMS. The complainant will also be informed through the phone about the action taken.

The Tamil Nadu Government will provide Rs 100 crore to Electronics Corporation of Tamil Nadu to improve IT infrastructure in Government departments, set up an e-governance fund and create an IT cadre to improve information flow and service delivery.

These initiatives were among the announcement the Chief Minister J. Jayalalithaa made in the Assembly on bringing in use of IT for the benefit of administration and the public.

The Tamil Nadu State Wide Area Network is a dedicated facility for linking government departments to provide voice, data, Internet and audio-visual link. The State-run Electronics Corporation has provided over 708 points-of-presence linking a range of government offices including district headquarters and 1,853 government offices.

A number of these offices including commercial taxes, water supply and healthcare utilise the IT infrastructure for delivering services to the public. More such horizontal connectivity are needed to expand e-governance and a redundant connectivity, an alternative facility in case of breakdown of the existing network, is also needed.

The Rs 100-crore will be used to fund a Rs 50-crore second phase expansion of IT network to more government offices, Rs 10 crore for creating redundant connectivity and Rs 40 crore for horizontal connectivity, she said.

The IT cadre, a pool of personnel skilled in IT, will be deployed in the Secretariat and government department headquarters to strengthen use of IT.

Cloud computing

A cloud computing facility will also be created at the State Data Centre at a cost of Rs 11 crore. Enhancing the computing capacity of various departments using over the Internet through cloud computing will also enable government departments get IT hardware and software capacity and save on costs, she said.

A common geographical database will be created at a cost of Rs 6 crore for the use of various departments that need spatial and non-spatial information.

Specific government departments that deliver a range of services to the public will be identified on a mission mode basis and be computerised fully. A Rs 10 crore e-governance fund will also be created to expedite such online delivery of services.

CHENNAI: Tamil Nadu government today allocated more than Rs 100 crore towards e-governance in the state and announced setting up of an Information Technology (IT) officials cadre.

Making a suo motu statement in the Assembly, Chief Minister Jayalalithaa allocated Rs 100 crore for expanding internet connection to all government offices in the state.

While Rs 50 crore would be spent towards the second stage of expansion of Tamil Nadu State Wide Area Network, Rs 10 crore would be spent on providing 'Redundant Connectivity' and Rs 40 crore on 'Horizontal Connectivity', she said.

The government would also install 'Cloud Computing' in the State Data Centre at a cost of Rs 11 crore, she said, adding, another Rs six crore would be allocated for storing geographical information needed for government departments.

A separate 'e-Governance Initiative Fund' would also be created with Rs 10 crore, she said.

"With these initiatives, all services from the government to general public and businessmen would be provided without any delay," she said.
