SMS alerts for building plan approval introduced

Reference number will be sent to applicant’s mobile phone.

To bring transparency and to reduce human interface, the Coimbatore Corporation on Thursday introduced an SMS alert facility relating to building plan approvals.

Mayor S.M. Velusamy launched the facility in the presence of Deputy Commissioner (holding charge as Commissioner) S. Sivarasu.

A person seeking a building plan approval will have to log on to the www.coimbatorecorporation.com website and submit his or her application seeking building plan approval.

Within eight hours, the applicant will get a message on his or her mobile phone with a reference number.

Within 15 days, the applicant should either submit the required documents in person or send them through registered post with acknowledgement due.

Any delay in submitting the documents within the stipulated period will result in cancellation of the reference number and a fresh application will have to be given. Once all documents are submitted, the applicant will get an SMS on whether the plan is approved or rejected. If rejected, reasons will be furnished.

Using the reference number, the applicant can track the progress on his application. The applicant need not visit the town planning department or meet any official.

The approved building plan with a photograph of the applicant and a corporation seal affixed on it will be sent to the applicant by registered post.

CHENNAI: Almost a year after they were merged with Chennai Corporation, several suburbs remain outside the ambit of online services offered by the civic body.

Services like property tax payment and debris removal are not available for the expanded areas of the corporation on www.chennaicorporation.gov.in. Chennai is one of the few corporations with online facilities, but the civic body has not been able to extend the service to its new areas.

Malfunctions in the website have affected localities in the old corporation limits too. The online booking facility for mortuary vans, burial grounds and freezer boxes has not been functioning for a couple of months.

The civic body resumed these services only on Thursday, after repeated complaints. When contacted, corporation commissioner D Karthikeyan said civic body officials would look into the matter. "We will take steps to provide online facilities for both the old limits and expanded areas of the corporation," he said.

Incidentally, ahead of the September 2011 local body elections, AIADMK's mayoral candidate Saidai Duraisamy had a website set up. The website, which contained effusive praise of the candidate right through the campaign, was promptly shut down as soon as he won the election.

The corporation has also withdrawn online booking of marriage and community halls. The corporation has collected nearly 3 lakh in fines in single month for dumping of debris in the city but the debris removal service is not available for the extended areas, where there are many violations.

The malaise appears to be affecting the civic body in the real world too. In a bid to increase property tax collection, the civic body recently started accepting payments through banks. But the civic body forgot to extend the facility to the expanded areas.

Chennai Corporation is exploring the possibility of giving citizens access to information on modules other than that of the public grievance redressal system.Of the 13 modules covered by eGovernments Foundation, the grievance redressal system is the only one that permits access to information at every level of progress.

Civic body officials, in recent meetings, have stressed the need for more transparency in other modules such as works management system and legal cases monitoring. All modules that have an impact on citizens are likely to be made online.

If the civic body decides to permit citizens access to the works management system, residents will be able to know more about civic works in their locality. Similarly, legal cases of civic importance could be monitored by residents. Important judgements on civic issues and information on over 8,500 cases of the Corporation will be covered under the module.eGovernments Foundation is a not-for-profit trust established to improve the functioning of city municipalities.
