Chennai gets mapped for infra

Oct. 19: The state government, in an attempt to help organisations like the Tamil Nadu Electricity Board (TNEB) and Corporation of Chennai, is using geographical information system (GIS) data and satellite imagery to map the city. Speaking to reporters after inaugurating a three-day training programme for TNEB engineers by Anna University, S. Akshaya Kumar, director of transmission projects, TNEB, said that the state government has in association with the National Informatics Centre (NIC) started mapping city roads and other infrastructure like EB substations, posts and so on.

“As a user agency, this data will be of much use
to us as we can identify the spot where we have to dig and the distance between our substation and consumer locality. We expect the mapping to be completed next year,” he said. Pointing out that Tamil Nadu needs 11,000 MW of electricity, Mr Kumar said the state is now producing only about 8,000 MW with a deficit of 3,000 MW. “With power plants in North Chennai, Koodankulam and Thoothukudi being commissioned next year, we will be producing the remaining 3,000 MW and attain self reliance,” he added.

The transmission projects director also said that the state loses about 1,520 MW (19.33 per cent) of electricity every year in transmission from power plant to destination. Anna University vice-chancellor Mannar Jawahar said the university’s Institute of Remote Sensing had recommended using GIS for routing transmission lines as it will save money and will be easy to execute.

Computerised facility for receipt of property tax

New facility: Mayor M. Subramanian launches the Corporation's computerised property tax payment system on Tuesday.

CHENNAI: A computerised facility for receipt of property tax at each of its 155 ward offices was commissioned on Tuesday by the Chennai Corporation.

Inaugurating the facility at the Ward 126 office on Masilamani Street, T. Nagar, Mayor M. Subramanian said, “The Rs.50-lakh computerised system will be of help to the assessees and augment revenue for the Corporation.”

The staff of the civic body would be available in all the 155 ward offices to help the assessees in making use of the computerised facility. The payment through the facility can be made from 8 a.m. to 8 p.m. on all days except Monday, he said.

Property tax is now being collected at the 10 zonal offices and at the doorsteps of the assessees for which the tax collectors have been provided hand-held devices. The payment could also be made online and using the IVRS (1913) facility of the Corporation. The launch of the computerised facility is yet another step towards making the process of payment easier, he said.

The Corporation, Mr. Subramanian added, has collected property tax of over Rs.112 crore since April.

Expressing optimism about an increase in the property tax revenue in the coming months because of the additional payment facility, he said that the civic body's initiatives had resulted in an increase in the collection without any change in the tax rates.

‘e-governance for accountability'

TIRUVARUR: The system of e-governance aimed at making government more accountable, transparent and effective, said M. Chandrasekaran, District Collector here on Monday.

Inaugurating a training programme for revenue and rural development personnel on e-governance under e-district programme, the collector said that it is also aimed at faster processing of public cases, appeals and grievances. Under this issue of certificates related to revenue, land, birth or death can be issued at the village level using computers.

E-district has been envisaged by the government as automation of workflow and internal process of district administration with the possibility of seamless integration of various services covered under the projects like certificates, public grievances, scholarships, utilities, dues and recoveries from land revenue perspective and elector and employment service, Mr. Chandrasekaran said. .

The state government has identified Tiruvarur, Krishnagiri, Coimbatore, Ariyalur and Peramblaur for implementation of pilot-e-district model. Traning is given to a total of 484 personnel belonging to revenue and Rural development on various aspects of e-district. The training will continue till January 2011 . The trainees will be given e-district orientation, that is overview of e-governance, e-district project, services covered under e-district project, roles and responsibilities of officials, typical workflow envisaged under selected services, expectations from stake holders, citizens, basic computer training, specialised computer training.
