Snag hits online building plan approval system

Need for more trained manpower at zonal offices stressed

CHENNAI: The online building approval system of the Chennai Corporation is consuming time for delivery of services as the civic body is yet to overcome glitches in many of the zones even after a year.

Licensed surveyors had earlier welcomed the online initiative, but many of them now lay stress on the need for more trained manpower at zonal offices to cope with the challenges of the new approval system.

“The technical snag in the system last month delayed the process of getting advice notice for our client,” said A. Arul Prakash, a licensed surveyor.

The civic body took over a week to solve the technical problem, and many end-users said that it has not been able to deliver the services on time.

B.Velayudhan, who had sought online building approval this year, said, “It took more than 3 months for getting online building approval for my house.”

The civic body claims to give the result in eight working hours using the new system. But, licensed surveyors say that it takes more than a week for just rejecting or accepting the plan.

The rejected plans have to be resubmitted but they are not given priority.

The whole process consumes more than three months, they say.

Engineers at the zonal level say that those in charge of the scrutiny have other work to carry out too, causing a delay.

These are initial glitches which would be set right gradually, says a zonal-level official.

System causes delay

“We were satisfied with the initiative as we expected the system to quicken the process of approval. But the system itself has become a factor of delay in getting approval,” said another licensed surveyor of the Corporation.

Online building approval facility by the Corporation was available in all zones with effect from January 27, 2010. The civic body introduced the online system of plan approval last year but restricted it to zone 10 in April 2009 on account of glitches during the initial phase. Gradually, it extended the system to other zones.

TIRUCHI: The Tiruchi Corporation has announced that contractors, who bid for e-tenders for works valued above Rs.10 lakh, could submit their supporting original documents by post. Corporation Commissioner, T.T. Balsamy, in a statement issued here on Thursday, said contractors need not appear in person at the corporation office for submitting the documents.

Mr.Balsamy's statement comes in the wake of Wednesday's assault on a contractor, Subramanian, by supporters of a rival contractor. The Commissioner said that bids should be submitted only through the website tntenders.gov.in for all works valued above Rs.10 lakh. The documents for technical qualification can be scanned and uploaded online. The originals can then be sent by post to the corporation office before the specified deadline, he said.

DINDIGUL: Residents and businessmen of Dindigul municipality need not wait in a serpentine queue before the municipal counters to pay taxes as the municipality will install the automatic payment billing machine shortly. The machine will accept both cash, and cheques. The machine becomes operational within a week.

Purchased at a cost of Rs.4.5 lakhs, this machine will be installed in the air-conditioned tax payment centre on the municipality campus.

The machine has a touch screen facility with display of four main heads – payment of property tax, professional tax, water tax and non tax. Persons may touch particular head for payment of particular tax. The chosen tax site will open and ask him to cue his tax number.

Again, two options will flicker on the screen on mode of payment. Tax-payers may make payment either by cash or cheque. The automated machine accepts currency notes of all denominations and Rs.5 and Rs.2 coins only. It will scan the inserted currency notes and display them on the screen. After insertion of total amount, it will produce the bill immediately. Simultaneously, total amount will also flicker on the screen.

At present, tax payers have to insert exact amount for payment of all taxes. Cheque payment is subject to realisation only. The machine has swiping facility also. Both credit and debit cards will be accepted. In case of excess payment, it will be credited in their account.

Conducting a trial run of the machine at the municipality here on Monday, the Municipal Chairman, R. Natrarajan said that the municipality will install two more machines at Rani Mangammal Colony and at Kamarajar Central bus stand in future for the convenience of tax payers. The municipality will construct a separate building for this machine.

After construction, this machine will be installed in the new building.

Municipal Commissioner R. Lakshmi said that this facility would help residents make payment even after office hours and round the clock. Already, the municipality had a touch screen facility to enable the people to know the payment details of all taxes. At present, the people had to pay all taxes manually at the counter.
