Massive plan to resettle slums along Cooum River under way

The river Cooum that flows through the heart of Chennai city into the Bay of Bengal has long been associated with stink and filth. But that is slowly changing.

Back deep in time, the river was a pleasure. Now, to restore the river to its original glory, the Cooum Restoration Project of the Government of Tamil Nadu, is proceeding in right earnest.

The first step in the politically and technologically challenging project is to resettle the hundreds of slums that dot the river sides, adding to the filth. The people of the slums have lived there for years and to uproot them would be a travesty of justice — hence a massive resettlement plan is under way.

Mr K. Phanindra Reddy, Managing Director, Tamil Nadu Urban Infrastructure Financial Services Ltd, is the bureaucrat in-charge of the project.

He told journalists on the sidelines of a conference here on Tuesday that 22,000 tenements would need to be constructed elsewhere in the city, to resettle the slum dwellers.

At one spot, behind the headquarters of the Tamil Nadu Electricity Board, there are 145 hutments. The government does not intend to dislodge them in the middle of the academic year. Similarly, right in that area but on the other side of the river, is a thriving small business community – a series of automobile mechanic shops. Mr Reddy said this on the sidelines of a conference organised by the Confederation of Indian Industry (CII) here, on the theme, Chennai 2020.

The conference, which was inaugurated by the State Deputy Chief Minister, Mr M.K. Stalin, highlighted the various urban infrastructure projects going on, all of which will have a beneficial bearing on the city life in about 4-5 years from now.

Among the others were the Chennai Metro Rail project and the airport expansion project.

“Consider views of people while implementing Second Master Plan-2026”

CHENNAI: Chief Minister M. Karunanidhi on Wednesday advised officials to speed up projects such as the Mass Rapid Transit System, Outer Ring Road and truck terminus to ensure free flow of traffic in Chennai.

Presiding over a meeting to review the projects of Housing and Urban Development Department, he asked officials to take into consideration the views of people while implementing Second Master Plan-2026.

He also wanted them to speed up work on housing quarters for government employees at Pattinapakkam.

While reviewing transferable development rights and special transferable development rights, Mr. Karunanidhi said officials should enlighten the public as well as the developers about these issues.

He suggested constitution of a committee headed by the District Collectors to make recommendation for sale of housing board apartments and plots in various places.

CHENNAI: A total of 35,000 houses to rehabilitate slum-dwellers living in the city will be built on the outskirts, Minister for Slum Clearance Suba Thangavelan said here on Tuesday.

Inspecting various slums in Thousand Lights constituency, he urged the residents to cooperate with the government in making the city cleaner.

The site selected for alternative residential accommodation at Perumbakkam in Kancheepuram district for the slum-dwellers will have schools, colleges and shopping complexes, he said.

The Minister assured the residents that there would be better civic facilities on the alternative housing site. The Slum Clearance Board would take steps to address the issue of water stagnation in the slums in the city, he added.

S.Santhi, a resident of one of the slums in Erikkarai, T. Nagar, said that they had been residing at the place for the past few decades. She said that the slum had over 60 houses and most of the residents were daily wage earners.

There were plenty of employment opportunities for them in the neighbourhood. She said that she was not sure of what was in store for them on the alternative residential sites.
