Housing Board to create separate city on Foreshore Estate

VELLORE: The Tamil Nadu Housing Board would be creating a separate city on a 51-acre site in Foreshore Estate in Chennai at an investment of Rs.10,000 crore, according to Dharmendra Pratap Yadav, Managing Director of the Board.

Talking to reporters here after conducting a meeting to review the progress in the implementation of the Interest Subsidy Scheme for Housing for the Urban Poor (ISHUP) at the Collectorate here on Wednesday, Mr. Yadav said that existing old houses of the TNHB on about 27 acres and the houses of the Tamil Nadu Slum Clearance Board on 21 acres in Foreshore Estate would be demolished, and new houses built in their place.

The TNHB planned to construct 3,000 houses for rent by government servants and another 3,500 houses for slum-dwellers. Any remaining space would be given to private builders through the international bidding process for construction of houses and provision of facilities as a joint venture with the TNHB.

The Managing Director said that the decision to create a new city was taken at a high-level meeting chaired by Chief Secretary K.S. Sripathi in Chennai recently. “We will finalise the plan and commence the work in about four to five months,” he said.

Asked about the problems faced by the allottees of houses of the TNHB in different parts of the State in obtaining sale deeds in view of the action of the Board in asking them to pay a huge difference in cost arising out of the award of enhanced compensation by the Madras High Court to those who gave land to the TNHB, Mr. Yadav said that the Board was very much seized of the issue and had expedited the court cases.

The government has recently issued an order on pricing of the land on which the TNHB houses were built, and would be shortly finalising the value. In a month's time, it would be issuing 13,000 sale deeds. The Board was also going on appeal in some cases in order to get the compensation awarded by courts reduced.

Some proposals are also pending with the government, which will give substantial benefit to the allottees, both monetarily, as well as in getting the sale deeds, he said.

Banks told to expedite sanctioning of loans

VELLORE: Managing Director of Tamil Nadu Housing Board (TNHB) Dharmendra Pratap Yadav has urged bankers to expedite the sanction of housing loans for the urban poor under the Central government-funded Interest Subsidy Scheme for Housing for the Urban Poor (ISHUP) in order to enable the poor people living in urban slums to construct concrete houses.

Reviewing the progress in the implementation of ISHUP with Collector C. Rajendran and Corporation and Municipal Commissioners, Assistant Directors of Town Panchayats, Executive Officers of Town Panchayats, bankers and officials of the TNHB from Vellore, Tiruvannamalai, Dharmapuri and Krishnagiri districts at the Collectorate here on Wednesday, Mr. Yadav said that while the scheme came into force in December 2008, none of the banks had so far sanctioned loans under it, though they received numerous applications. Against a target of 4,799 loans in Vellore district, 1,087 applications were received, of which 846 were forwarded to the banks. But none of the applications were sanctioned.

The Managing Director said that under the scheme, persons belonging to the low income group were eligible for Rs.1.6 lakh, while those belonging to the economically weaker sections were eligible for Rs.1 lakh.

The scheme has a subsidy component of 33 per cent, and carries a five per cent interest subsidy. Only banks which have signed a Memorandum of Understanding with the National Housing Bank or the Housing and Urban Development Corporation (HUDCO) were eligible to claim the subsidy, he said.

Mr. Yadav told the bankers to expedite the sanction of loans to the urban poor under ISHUP considering the fact that many poor persons had received pattas under the scheme of regularising the encroachments of those who have been living on poromboke land for several years, considering their poverty and the need for such people to have a good shelter. In view of the Central government's thrust on financial inclusion, it was necessary to sanction the loans to the urban poor.

He advised the bankers not to neglect the applications but to process them in phases. He said that the ISHUP was reviewed at the State Level Bankers Committee meeting held in Chennai in March 2010, and would be reviewed in all subsequent meetings.

Bankers complained of bunching of applications in the branches. If limited applications were sent to the branches, it would be possible to sanction the loans, they said. Christopher, Relationship Manager, NHB, Southern Region, said any loan sanctioned after December 2008 was eligible for subsidy and interest subsidy under the ISHUP.

TIRUNELVELI: Dharmendra Pratap Yadhav, Managing Director, Tamil Nadu Housing Board, on Thursday discussed the execution of housing scheme with lead district managers of four districts and bankers.

The Union Government extends loan up to Rs. 1.60 lakh to those who are living under corporation, municipal and town panchayat limits with an annual income of Rs. 36,000 and above for constructing house with 300 square feet.

For the loan of Rs. one lakh, the Centre gives the interest subsidy of five per cent and the usual rate of interest will be applicable to rest of the loan.

As the Centre has designated the Tamil Nadu Housing Board as the coordinator of this housing scheme, Mr. Yadhav had a consultative meeting with lead district managers of Tuticorin, Tirunelveli, Kanyakumari and Ramanathapuram and bankers.

It was informed that 2,781 applications in Tirunelveli district, 5,274 in Kanyakumari district 203 in Ramanathapuram district and 974 in Tuticorin district have been received and loan will be released after scrutiny.

Project Officer, District Rural Development Agency, Tirunelveli, R. Shankar, Executive Engineers, TNHB, Natesan and Manoharan, lead district manager, Tirunelveli, John Felix, and Public Relations Officer, Tirunelveli, U. Ravindran, were among those who participated.
