Rs 85-crore scheme for slum-free state

May 19: The state government has proposed to include more urban local bodies in its ambitious programme to ensure that towns in Tamil Nadu are slum-free by 2013. Twenty urban local bodies in Chennai and Madurai have been included under this programme.

About Rs 85.43 crore was released this past week to enable the completion of work in the 20 urban local bodies by this fiscal. The work mostly aims at providing self-contained tenements to the economically disadvantaged. As per the 2001 census, 43.9 per cent of Tamil Nadu’s population lives in urban areas. A good chunk of this figure constitutes slum dwellers.

The programme also covers Coimbatore and it has been taken up under the Basic Services for Urban Poor Scheme with Central assistance under the Jawaharlal Nehru National Urban Renewal Mission. It envisages to construct integrated townships with over 35,270 tenements in the three mega cities at a cost of Rs1,504.05 crore. About Rs 1.55 crore has been released for the fiscal 2010-11, sources said. The Centre released its third instalment of Rs 1.08 crore a few days ago.

The Tamil Nadu Slum Clearance Board will also take up work to provide basic amenities in existing tenements.

ERODE: Bankers in six districts, including Erode, were asked to extend liberal credit to the beneficiaries selected under the Interest Subsidy Scheme for Housing the Urban Poor.

The Central Government-sponsored scheme was introduced to fulfil the housing needs of people coming under the economically weaker sections and lower income groups in the urban areas, Tamil Nadu Housing Board Managing Director Dharmendra Pratap Yadav said at a sensitisation programme held for officials of Nilgiris, Coimbatore, Tirupur, Erode, Salem and Namakkal districts here on Wednesday. The board was the nodal agency for the implementation of the scheme in the State.

Mr. Yadav said that subsidised loan would be provided for a period of 15 to 20 years for the beneficiaries selected under the scheme.

People coming under the economically weaker sections were eligible for a loan amount of Rs. 1 lakh and those coming under the lower income group could get Rs. 1.60 lakh.

The government would provide 5 per cent per annum as subsidy on the interest charged on the admissible loan amount over the full loan period.

The government had already sent the scheme information and guidelines to all the banks. “The scheme would play a major role in providing affordable finance for the housing needs of the urban poor,” the Managing Director said.

Mr. Yadav instructed the officials of urban local bodies to co-operate with the beneficiaries and provide them with all the necessary documents, enabling them to apply for loans.

“The processing of applications should be quick. The local administrations should not cause any unnecessary delays,” he stressed.

Mr. Yadav also wanted the local body officials to spread awareness among the urban poor about the scheme and encourage them to apply for loan to the banks.

Collector R. Sudalaikannan presided.

National Housing Bank Relationship Manager W. Christopher Robin and senior officials of various banks, urban local bodies and revenue department from six districts participated in the programme.

CHENNAI: The Minister for Slum Clearance Suba Thangavelan told the Assembly that a final decision on the sinking multi-storeyed apartments at Ammankulam in Coimbatore would be taken soon. The Minister’s reply came after members of various parties raised the issue in the Assembly for the second consecutive day on Thursday.

Replying to the discussion on the demands for grants for his department, the Minister said, “A retired PWD chief engineer, Vijayakumar, and a retired Dean of the Anna University - Chennai, A.R. Santhakumar are conducting a detailed survey of the sinking apartment blocks being constructed by the TNSCB at Ammankulam.” Once the survey was completed, a final decision would be taken on the issue, he said.

Questioning the soil tests carried out before the commencement of the project at Ammankulam, D Sudarshanam, CLP leader in the Assembly, said, “The Minister should disclose the details of structural designs prescribed by the IIT for the housing project.”

Referring to the construction of Kilpauk Medical College Hospital that had been constructed on a similar type of land several years ago, Sudarshanam said, “We wanted to know what kind of materials were used in the project and the details of designs ought to be followed for construction such multi story houses on this type of soil.”
