TNHB to implement housing scheme

TIRUCHI: The Tamil Nadu Housing Board (TNHB) has been appointed the nodal agency for the implementation of the centrally-sponsored new housing scheme for the urban poor with interest subsidy.

Under the scheme, people belonging to economically weaker sections (EWS), with a monthly income of up to Rs.3,300, and low income groups (LIG) with a monthly income between Rs.3,301 and Rs.7,300, would be extended loans with interest subsidy for construction or purchase of new houses. The Tiruchi division of the TNHB, which would implement the scheme in Tiruchi, Karur, Perambalur and Pudukottai districts, has already started collecting applications from prospective beneficiaries. The beneficiaries should have a plot for construction of house or identify a new house for purchase.

For those under the EWS category, a loan of up to Rs.1 lakh would be extended for constructing a house with a minimum area of 25 square metres. For LIG segment, the maximum loan would be Rs.1.60 lakh for building a house with a minimum area of 40 square metres. However, the interest subsidy for LIG segment would be provided only for a loan amount of Rs.1 lakh. The term of the loan would be 15-20 years. A five per cent subsidy would be extended on the interest payable on the loans for a year.

The National Housing Bank (NHB) and the Housing and Urban Development Corporation Ltd (HUDCO) would lend to the borrowers through banks or housing finance companies which agree to be part of the scheme as lenders. The interest subsidy would be paid to the bankers upfront and they would have to deduct the subsidy amount from the loan amount from the beginning itself. This way, there would be substantial financial benefit for the beneficiaries, sources in the TNHB told The Hindu. No financial or physical limit has been fixed for the beneficiaries under the scheme, the sources added.

The sources also indicated that the TNHB would encourage groups of beneficiaries to avail the scheme so that the assistance extended by the Centre under the Affordable Housing programme for the urban poor, wherein assistance was given for creating the necessary infrastructure in such group housing localities, could also be availed.

Construction work in Nagapattinam, Velankanni under way

NAGAPATTINAM: Satellite towns with earthquake resistant houses and lift facilities are under construction in Chennai, Coimbatore and Madurai under the Ministry of Slum Clearance Board.

The project entails construction of 23,000 houses in 8-storied buildings in Perumpakkam, 5,000 houses in 4-storied buildings in Thiruvottriyur, both in Chennai, 2500 houses in Ukkadam in Coimbatore and 1500 houses in Rajakur in Madurai, stated Suba Thangavelan, Minister for Slum Clearance Board and Accommodation Control here on Tuesday evening.

Additionally, under the Jawaharlal Urban Renewal Mission Plan, houses were being constructed in Chennai, Coimbatore and Madurai. The plan envisaged targets of 1,11,190 houses, 33,500 houses and 24,300 houses respectively for the three districts.

According to the Minister, delays due to encroachments and land identification had been sorted out and the project was scheduled for completion by 2011.

He also informed that about 6,000 houses had been planned along the coastal districts as an extension of Tsunami rehabilitation.

Of this, about 921 houses were being constructed at a cost of Rs.21 crore in Nagapattinam and 173 houses at a cost of Rs.4.20 crore were under progress in Velankanni.

Completion

These houses were slated for completion in three months, he added.

Since the inception of the Ministry for Slum Clearance in 1973, about 1.23 lakh houses had been built in Tamil Nadu, Mr. Thangavelan said.

A target of 55,000 houses had been set by the State government for this term, of which about 30,000 houses were built in the past three years.

Chennai, Sept. 18: Top officials fr-om the department of poverty alleviation and Jawaharlal Nehru National Urban Renewal Mission (JNN-URM) on Friday reviewed the infrastructural developmental works taken up in slums of Chennai under the Basic Services for Urban Poor (BSUP) scheme being implemented by the Chennai corporation.

The objective of the visit was to check out whether the civic amenities like concrete roads, storm water drains, community toilets, parks, street lights, community centres, gasifier crematoriums and construction of houses for slum dwellers have been properly incorporated by the city corporation using the funds sanctioned by the Centre.

The team led by Ms Kiran Dhingra, secretary, housing and poverty alleviation dep-artment, along with senior civil service officials, inspe-cted slums in Kodambak-kam and Saidapet. At a function Ms Dhingra distributed Rs 11.44 lakh to 1,144 members of 60 self-help groups as revolving fu-nds under the Swarna Jay-anthi Shahari Rozgar Yojana.

Speaking on the occasion mayor M. Subramanian said that the high-level team from the Centre was satisfied with the civic works executed by the city corporation. A project aimed to make Chennai slum-free was proposed a few months ago and the Centre sanctioned Rs 200 crore.
