Meet to plan move against unauthorised hoardings

 Chennai Corporation Commissioner will conduct a meeting on March 28 with all departments concerned to take action against unauthorised hoardings in the city and remove them.

A communication received from the Chennai Collector was produced before the First Bench comprising Acting Chief Justice R.K. Agrawal and Justice N. Paul Vasanthakumar on Tuesday when a public interest litigation petition filed by K.R. Ramaswamy alias ‘Traffic’ Ramaswamy, a social activist, came up for further hearing.

Earlier, the court had directed the collector to remove all illegal hoardings, digital banners and placards immediately and take action to penalise those who violated rules and regulations.

With a view to obeying the court orders, the collector said she had instructed all tahsildars to identify and take action to remove all illegal hoardings and placards in the city.

The Corporation commissioner had also been requested to provide machinery to taluk officials to complete the task. The commissioner has proposed to conduct a meeting with the departments concerned on March 28.

The Bench posted the matter for April 1.

Encroachments on either side of Bharathi Salai (Pycrofts Road), Triplicane High Road and Jam Bazaar were removed on Saturday jointly by the Traffic Police and the Chennai Corporation.

“These roads have small shops and in most cases, the shops extend to the footpath, thus forcing pedestrians to walk on the narrow roads. In instances where two-wheelers are parked beside shops, even customers have to stand on the road to buy things,” said inspector B. Purushothaman, D1, Traffic Police Station, Triplicane.

Awnings and sun shades too were removed as part of the drive in which 15 policemen and 10 corporation employees took part. Shops that had encroached upon the platform space lost their wares and property such as wooden benches, crates and gunny bags. These include provision stores, shoe shops, bag shops and those selling ‘naattu marundhu’.

“We carry out such drives on a regular basis as a deterrent to shopkeepers. They have to understand that pedestrians too need space to walk safely,” he added. Encroachments from the sides of about a kilometre of road were removed in the operation, said traffic sub inspectors G. Rajendran and K. Murugesan.

Two wheelers that were parked in No Parking Zones were also towed away by the police.

Shopkeepers however complained that they were not given any prior notice. “We have lost our goods. They could have asked us to remove the things voluntarily,” said a shop owner, who did not want to be named.

CMDA seals 2 buildings for flouting norms

In a bid to check unauthorised construction in Chennai Metropolitan Area, Chennai Metropolitan Development Authority (CMDA) on Wednesday locked and sealed two buildings at Neelankarai and Perungudi for violating section 56 and 57 of the Town and Country Planning Act, 1971.

CMDA member secretary R Venkatesan said the building on 3rd cross street located at the junction of Singaravelan Salai was sealed as the stilt floor (partially built), ground floor (partially built) plus three floors were unauthorised. He said a stop work notice was issued by CMDA on December 17.

“Despite the notice, the building work was proceeding, hence a lock and seal notice was issued on February 5. As the owner did not comply with the notice and continued the construction, the premises were locked and sealed,” he added.

Similarly, another building at Seevaram village in Perungudi industrial estate on Rajiv Gandhi Salai was sealed for violating the plan. The owner has obtained planning permission from executive officer, Perungudi Town Panchayat, for the construction of stilt floor plus two floors for an automobile electronic components manufacturing unit but constructed a commercial building with stilt plus two floors and third floor partially constructed. A stop work notice was issued on January 3, 2013. Despite the notice, the building work was going on; as such the unauthorised third floor of the building was sealed, he said in a release.
