Chennai Corporation tells HC it will remove illegal street shops in 4 months

CHENNAI: Chennai Corporation informed the Madras high court that illegal roadside shops occupying public spaces and platforms will be removed within the next four months.

Corporation commissioner Vikram Kapur submitted an undertaking to the first bench of acting Chief Justice R K Agrawal and Justice N Paul Vasanthakumar. The undertaking came in response to a public interest petition by K R 'Traffic' Ramasamy seeking immediate removal of illegal street shops and initiation of action against the occupiers.

In a counter-affidavit filed on Thursday, Vikram Kapur said the civic body had removed 10 roadside shops on Montieth Road in Egmore, and that the authorities had so far received 133 complaints regarding roadside shops.

Recalling that the court had asked the civic body to explain the steps taken by the latter to curb bunk shop menace in the city, the commissioner said the corporation had instructed all zonal officers to enumerate the list of street shops in their zones. Noting that the corporation required more time to complete the enumeration and remove all illegal street shops, he said: "The corporation has already started to implement the court orders. Disabled people have also been instructed to remove their shops by making their own arrangements, failing which the corporation will take action to remove the shops. This operation will take a minimum of four months to complete, and hence the corporation is in need four months to implement the directions," he submitted.

Acceding to the request, the first bench closed the PIL after recording the undertakings of the corporation commissioner.

Ramasamy, however, cautioned that he would be constrained to initiate contempt of court proceedings against civic officials, including the commissioner, if their undertaking to complete the task within four months is not honoured within the time frame.

COIMBATORE: City municipal corporation employees removed encroachments alongside the service road near Walankulam bridge near Ukkadam on Monday. Corporation officials and a few residents said the action was being initiated based on a petition filed by residents of the adjoining Majeed Colony to ensure free passageway for heavy vehicles, especially water tankers, since the locality reels under water shortage. The entire stretch of road is piled with old pieces of wood and timber apart from two temporary shacks which will be removed to facilitate the widening of the concrete stretch.

"We have submitted a petition to the corporation to widen the road. It is very difficult for residents, especially when water tankers come here. If these encroachments and junk are removed, the passageway can be easily widened," said P Kabir, a resident of Majeed Colony.

More than 200 families reside in Majeed Colony which is an old residential locality alongside the Ukkadam bypass. After the construction of the bridge, the remaining space along the beam forming a service road has limited width for easy passage of vehicles. The residents claimed that essential services like drinking water supply tankers had difficulty in manoeuvring through the stretch and as a result majority of the residents had to walk up to the main road with water pots to collect water.

"Also, when the water tankers come, it is impossible for other vehicles to enter or exit the locality. It is a great inconvenience for residents here," said M Salim, another resident of Majeed Colony.

R Ehambaram, municipal councillor for ward no 74, was also present when corporation workers brought an earth remover to tear down the two temporary shacks erected by S Razzak (63), a local small time dealer of old timber and broken wood pieces. Two religious places of worship also fall on the stretch which corporation officials say will be retained.

"The entire stretch is being cleaned up to facilitate the smooth movement of heavy vehicles," said Ehambaram.

However Razaak claimed that he has been running his old timber business from the area for over 20 years and he is entirely dependent on the business to support his family.

Anti-encroachment drive gains momentum

The Chennai Corporation has intensified its encroachments removal drive in the city.

After removing around 45 encroachments on Thursday, zonal officials have started compiling a list of all bunk shops on footpaths and roads for yet another round of encroachments removal in the near future.

On Wednesday, 10 bunk shops on Montieth Road and 35 shops in Vadapalani were among the encroachments removed. A Corporation official said the civic body had received a number of complaints from people about the presence of eateries and bunk shops affecting the flow of the traffic on many stretches.

“Last month, when we went to remove encroachments in Vadapalani, shop owners there prevented us from operating the equipment to demolish the shops. We had to retreat. So we had to seek additional police help this time,” said an official who participated in the drive.

After the list of bunk shops in all zones is readied within a few days, the shops that have a court stay will be spared, while all the others will be removed immediately, as the Corporation does not give licences to such shops,” another official said.

The traffic police too have compiled another list of encroachments on many roads and footpaths. Action on these too, is likely soon, the official said.
