40 officers fined for not complying with Act

Commissioner in Dharmapuri to inquire about 20 pending petitions


DHARMAPURI: The State Information Commission will be put on e-governance map soon, said R. Perumalsamy, State Information Commissioner, here on Tuesday.

He told reporters that the e-governance project was being fully sponsored by the Government of India.

“Once the Commission’s administrative functions come under e-governance, the day-to-day functioning will be possible at the click of a mouse in Chennai,” he said.

Videoconferencing

Even the Commissioner can take up the petitions pending for long, from the headquarters through videoconferencing and save thousands of rupees over transport and other expenses.

He said the Right to Information Act came into effect in Tamil Nadu on January 1, 2006.

Up to August 31 this year, as many as 1,18,400 petitions were received from the public seeking information from various government and government-aided departments.

Of these, 22,450 petitions did not come under the RTI purview, hence they were kept aside.

For the other petitions, the Commission instructed the authorities concerned to reply to the petitioners within the stipulated period as per the Act.

The Commission disposed of 8,950 appeals up to July and 850 appeals were pending.

These petitions would be disposed of possibly before October, the Commissioner said.

Since the Act came into effect, 40 officers were fined for not complying with it.

They were fined a maximum of Rs. 25,000 under section 20(1) of the Act.

In some cases, the Commission had recommended departmental disciplinary action under section 20(2).

The Commission was also empowered to direct the officials concerned to give compensation to the petitioners under section 19(8).

Mr. Perumalsamy was in Dharmapuri to inquire about 20 RTI petitions pending for the past 7 to 8 months.

He said nine petitions were from Salem, four from Dharmapuri, three from Villupuram, two from Krishnagiri and one each from Erode and Namakkal.

CHENNAI: The Tamil Nadu Electrical Inspectorate is serving notices on buildings in the city where lifts are being operated without licence.

An official of the Electrical Inspectorate said, “We have identified about 1,000 lifts, whose licences have not been renewed, and 500 that are being operated without licence. It is for the first time that such a drive is being conducted. Earlier, we placed advertisements in the media cautioning owners of such buildings,” the official said.

Nearly 40 notices have been put up in buildings, including residential structures, at K.K.Nagar, Virugambakkam, Kodambakkam and Ashok Nagar since Tuesday. According to the notice, lift owners are advised to operate the facility after obtaining licence under the Tamil Nadu Lifts Act 1997 within two months.

According to the official, there are nearly 7,000 licensed lifts in the city. Licences of only 30-40 per cent of lifts had been renewed. “We also carry out inspection of lifts in use for which permission have not been obtained based on petitions received by the department,” the official said.

As per the Tamil Nadu Lifts Act 1997, the defaulters would be levied a penalty up to Rs.1,000 and those who continue to flout the rules would have to pay Rs.50 for every additional day of use, another official said.

Size of Chennai city set to expand

Committee has recommended two options to government

CHENNAI: The size of Chennai city is set to expand manifold. Whether it will enlarge from its present extent of 176 sq.km. to become a mega city of 800 sq.km area or it will be a relatively smaller expansion to encompass about 420 sq.km area is a decision that the government of Tamil Nadu will soon take.

The committee, constituted to examine the proposal for delineating new city Corporations around Chennai city, has recommended two options to the State government and submitted the report on August 18.

The first option recommends a greater Chennai Corporation that will administer an area of 800 sq.km and is based on the study of other large city corporations such as Hyderabad and Bangalore which are spread over an area of about 650 and 700 sq.km respectively. This expanded Corporation will incorporate various municipalities and other local bodies within the Chennai Metropolitan Area (1189 sq.km).

The second option is to expand the present city to a size of 420 sq.km and in addition, create two Corporations with Avadi and Tambaram as headquarters.

In this proposal, the existing municipalities such as Ambattur and Alandur would be merged with the Chennai Corporation and Semancheri would be the southern limit and Thiruvottiyur and Kathivakkam the northern limit of the city. The Chennai-Avadi Corporation would cover about 150 sq.km extending up to Poonamallee.

The Chennai-Tambaram Corporation would cover about 200 sq.km extending up to Vandalur.

Both these options were not amongst the alternatives that were discussed at public consultation meetings held in 2008 and 2009, but have been arrived at as a result of the discussions, say a government source.

Goal

The purpose behind this restructuring, as stated by the government, is to create ‘higher order local bodies’ that will deliver better public services, generate more resources and facilitate private public partnerships to undertake new infrastructure projects.

The government also expects that this restructuring will optimise expenditure and improve administration.
