Proposal to computerise water distribution gets sanction

TIRUNELVELI: The Managing Director of Municipalities, P. Senthil Kumar has given administrative sanction for the corporation’s proposal to establish Supervisory Control and Data Acquisition System (SCADA) at a cost of Rs. 3.15 crore to monitor the storage and distribution of drinking water to the residents from the ground-level and overhead tanks in various areas under its jurisdiction.

After the civic body proposed to execute two major drinking water schemes at a cost of Rs.22.22 crore for the benefit of residents in six wards and to integrate all existing and future drinking water schemes to ensure effective distribution of the ‘white gold’ in sufficient quantity to its residents, it was decided to computerise the drinking water storage and distribution system.

Since more than 10 drinking water schemes were in operation here with the perennial Tamirabharani River being the fulcrum of these projects, it was decided in December 2007 to follow Supervisory Control and Data Acquisition System (SCADA) in the distribution of drinking water to the residents and maintenance of the infrastructure associated with this foremost responsibility of the local body.

SCADA systems, a branch of instrumentation engineering, include input-output signal hardware, controllers, human – machine interfacing (HMI), networks, communications, databases and software.

Centralised

The term SCADA usually refers to centralised systems which monitor and control entire sites or complexes of systems spread out over large areas (on the scale of kilometres or miles). Most site control is performed automatically by Remote Control Units (RTUs) or by Programmable Logic Controllers (PLCs).

SCADA, used in power plants as well as in oil and gas refining, telecommunications, transportation, and water and waste control, is a category of software application program for process control, the gathering of data in real time from remote locations in order to control equipment and conditions. The system includes hardware and software components.

The hardware gathers and feeds data into a computer that has SCADA software installed.

Records and logs

The computer then processes this data and presents it in a timely manner. SCADA also records and logs all events into a file stored on a hard disk or sends them to a printer and warns when conditions become hazardous by sounding alarms.

Since the system is found to be handy and effective in various industries, the corporation got the council’s approval and sent it to the Ministry of Local Administration.

“Based on our submission, Dr. Senthil Kumar has given administrative sanction for this project and tenders for the execution of this scheme would be floated shortly after getting the technical sanction. We would have to send the progress report on or before 10th of every month,” Mayor A.L. Subramanian said.

He also informed that Rs. 3.24 crore had been sanctioned by the State government for giving new lease of life to the existing drinking water distribution system and construction of drainage channels, both at Melapalayam.

Hogenakkal water supply project work to begin in 3-4 months

Project-related activities on schedule, says Stalin


CHENNAI: Work on the Hogenakkal Water Supply and Fluorosis Mitigation Project will begin in three to four months after awarding of contracts, Deputy Chief Minister M.K. Stalin told the Assembly on Monday.

Concluding a debate on the demands for grants to Municipal Administration, Water Supply, Rural Development and Panchayat Raj departments, Mr. Stalin said that the Rs. 1,334-crore project, funded by the Japan International Cooperation Agency (JICA), was scheduled for completion by December 2012.

Responding to a query from K. Arumugam (Pattali Makkal Katchi), he asserted that the project-related activities were on schedule.

Just as the Ramanathapuram water supply project was finished in two years against the original timeframe of three years, efforts would be taken to complete the Hogenakkal project early.

Water for Vellore

Referring to the plea of several legislators, including R. Gandhi (Dravida Munnetra Kazhagam), for a water project to solve the problem of drinking water shortage in Vellore town, Mr. Stalin said that a project, estimated to cost Rs.1,400 crore, had been drawn up with the Cauvery as the source.

To cover six municipalities

The project would cover the Vellore Municipal Corporation, six municipalities, five town panchayats and 64 wayside habitations. A detailed project report had been prepared. Once the funds were firmed up, it would be implemented.

The Rs.59.32-crore Second Vaigai Water Supply Improvement Scheme, meant to benefit Madurai city and taken up under the Jawaharlal Nehru National Urban Renewal Mission, would be commissioned shortly.

A plan with an outlay of Rs.2,497 crore had been prepared, of which projects to the tune of Rs.624 crore had been sanctioned.

Announcements

Giving an account of the status of announcements he had made in the last three years, Mr. Stalin said that with regard to Rural Development and Panchayat Raj, 64 announcements were made, of which 58 had been fulfilled. Action was being taken to implement the rest.

As for Municipal Administration and Water Supply, 292 announcements were made, of which 184 were implemented and 104 were being fulfilled. The remaining four announcements were cancelled.

From Vaigai dam to supply protected water to drought-hit areas

DINDIGUL: A separate drinking water pipeline would be laid from the Vaigai dam to draw water from it and to supply protected drinking water to drought-hit areas and ensure additional supply to Dindigul, said Minister for Revenue I. Periasamy.

He was addressing a function held at an upgraded high school at Kombaipatti near here Saturday.

The existing drinking water schemes were not suffice to meet the growing demand for drinking water and to cover drought-hit areas in the district.

A separate pipeline from the Vaigai dam for drinking water purpose will cover Batlagundu, Nilakottai, Kodai Road, Panchampatti and Dindigul.

(Already, the Dindigul municipality has been supplying drinking water through three water schemes – Cauvery combined drinking water scheme, Athoor Kamarajar drinking water and Peranai drinking water schemes.)

Drawing water from the dam through pipeline would minimise loss and illegal tapping on the way side, he added.

“We will insist the government on sanctioning this proposal soon.”

The government had already granted permission to upgrade 33 panchayat union primary schools in to middle schools in the district. Already, three middle schools were upgraded into high schools and four high schools into higher secondary schools. With upgradation of Kombaipatti middle school into high school, students, particularly girls, need not go to distant places to continue their studies. Such a measure would eliminate dropouts in rural areas, he said.

He also congratulated government schools that performed exceedingly well in SSLC and HSC exams held in March 2009. Chief Educational Officer L. Lakshmikanthen and Dindigul MP N.S.V. Chitthan and others spoke.
