New water scheme to be functional in 15 months

TIRUCHI: The drinking water supply augmentation scheme for Tiruchi, being executed with financial assistance from the Japan Bank for International Cooperation, will be commissioned within 15 months, Transport Minister K.N. Nehru said here on Sunday.

The financial estimate of the project, originally put at Rs.144.86 crore, has now been revised to Rs.169 crore. The project seeks to increase the per capita drinking water supply to 135 litres a day and ensure equitable distribution to all parts of the city.

The project has been split into eight major packages such as construction of infiltration/collector wells, laying of distribution mains, improvements to existing line and construction of overhead tanks.

Currently work is under way on two of the packages, for the construction of three collector wells on the Coleroon.

Each of these wells would tap about 31 million litres a day (MLD).

The new scheme will tap about 58.60 MLD immediately on completion and 93.26 MLD in the ultimate stage in 2039.

Currently, a major portion of the city’s water requirement, about 86 MLD, is tapped from the Cauvery.

Mr.Nehru, along with Collector T.Soundiah, Mayor S.Sujatha and Corporation Commissioner T.T.Balsamy, inspected the construction of the collector wells near Melur on the Coleroon on Sunday.

The Minister said bids for the re-tenders for four other packages were scheduled to be opened on July 9 and the works would start soon.

“The works on the different packages would be executed simultaneously and the pumping mains from the Collector Wells of the scheme would be linked to the city’s existing distribution network,” Mr.Nehru said.

About 35 additional overhead tanks (OHTs), with a total storage capacity of 163 lakh litres, would come up in various parts of the city under the new scheme, in addition to the existing 54.

Additional distribution mains have been proposed for a total stretch of over 262 km.

Mr. Soundiah said the project schedule was 18 months and efforts were being made to complete it in 12 to 15 months.

Wilbur Smith Associates have been appointed consultant to conduct a survey and prepare the detailed project report for the final two packages, which envisage the revamping of the existing drinking water distribution network in the city. Works on the two packages would also begin soon, Mr.Balsamy said.

MLA Anbil Periyasamy, City Engineer S.Raja Mohammed and other officials accompanied the Minister.

HC Okays Metrowater’s Decision To Sever Connection To Whole Complex

Chennai: Can Metrowater disconnect water supply and sewerage connections to the whole of a residential apartment if only one of the residents fails to pay water and sewerage tax and charges? The Madras high court says yes.


Justice N Paul Vasanthakumar on Thursday dismissed a writ petition filed by the owners’ association of Cosmo Towers, a residential apartment in T Nagar, seeking to forbear the Metrowater from disconnecting the water supply and sewerage connection to their apartment due to nonpayment of arrears of water and sewerage tax and charges payable by two flat owners. Stating that it was having 30 members, the association said the two owners were not admitted as members as they were using the flats for commercial purpose in contravention to the by-laws of the association. However, the two owners refuted the claim.


The association itself had disconnected the water supply to the flats of the two owners, they said and added that one of them, in fact, paid the dues to the Board. In its counter, Metrowater said it can disconnect the water supply and sewerage connection to the whole apartment even if any one of the flat owners had failed to pay the dues. The association could pay the arrears and recover the same from the flat owner and it was open to the association to act in accordance with law if it could not recover the amount, the Metrowater argued and said the high court already upheld the power of the authorities to disconnect the connection in an order delivered in July 2005.


The judge held, “The petition of association is not maintainable as the prayer sought for was contrary to statutory provisions. The Chennai Metropolitan Water Supply and Sewerage Act states that if the owner fails to pay the due to the Board within the due date, the water supply can be cut off. Metrowater is vested with the statutory right to cut off water supply.’’ On the disconnection of the water supply by the association to the two flats, the judge said, “The association is not entitled to disconnect the water supply given to the two owners’ flats.’’

In order to meet the drinking water crisis, Tambaram municipality supplies water to the residents in tankers.
CHENNAI: Tambaram Municipality has started distributing water through tanker lorries from Tuesday to get over the acute shortage of drinking water besides speeding up deepening borewells that had gone dry.

In the municipal council meeting on Monday, opposition AIADMK members strongly protested with empty pots on the Palar water scarcity. Authorities said the water supply through tankers was a stopgap arrangement to overcome the ‘increased demand’ because of the scorching summer heat.

When asked Tambaram Municipality Chairman E Mani said water was being supplied to all places where the water table was low besides other localities where there was public demand.“Officials have also been asked to distribute water in locations where public bore wells had gone dry,” he said. The water is being sourced from private wells.

Also, deepening of public bore wells that had gone dry was also being taken up on a ‘war-footing,’ and all the required materials had been supplied. Out of the 425 wells in the municipal area, about 50 per cent need deepening and this was being done, he added.

Both East and West Tambaram localities have been battling the problem of inadequate Palar water for quite a long time. The Pazhayaseevaram infiltration wells of the TWAD Board, and the Villiambakkam and Melacheri pump houses supply water to East and West Tambaram areas.However, a trouble of one kind or the other often erupts in the distribution network and the supply levels seldom meet the ever increasing demand.

The Municipal Chairman says that adequate improvements were being done to the entire water supply network. “The entire system was set up many decades ago and it is only natural that problem occurs in some places. We have been rectifying all the faults, and endeavouring to meet the demands of the people.” The Water Supply Improvement Scheme being implemented by the TWAD is also nearing completion and that would significantly help augment water supply and beat scarcity.
