Soon, a single web portal to get all building clearances in Tamil Nadu

The state govt plans a web portal at a cost of Rs 36 Cr for a comprehensive portal for the entire state.

CHENNAI: People in Tamil Nadu may soon be able to avail all the necessary permits and certificates for buildings in a single web portal. This will be a single stop for a range of services from building permits, occupancy certificate or completion certificate. The state government has embarked on building a single window portal at a cost of Rs 36 crore for this, it is reliably learnt.

Tamil Nadu e-Governance Agency sources said that the agency has been engaged to help develop and maintain the state-wide portal and it will soon be calling for tenders for the project.

People can submit the application online and it will be processed through the software. The services will include processing of planning permissions, building permission applications, completion certificate and occupancy certificate. Builders will also be able to apply for layout approval for lands coming under the jurisdiction of the Directorate of Town and country planning (DTCP), Greater Chennai Corporation and the Commissionerate of Municipal Administration.

The web platform will be citizen oriented to facilitate transparency, comfortable filing from the end user’s side and also keep digitised records for the future use by the authorities.

Interestingly, this comes after Chennai Metropolitan Development Authority has recently implemented a web portal for the approval respective to their jurisdiction.

The single window portal bids are being floated after State Single Window Monitoring Committee has urged the IT department to ensure uniform software technology framework for all government service delivery portals to make integration of services easier. There have been issues with certain departments still processing applications under the offline mode, the committee has stated.

The construction permit approval was suggested in Business Reform Action Plan (BRAP) 2017 but it was not implemented. Builders Association of India Chairman Southern centre S Rama Prabhu welcomed the move to have a single window portal. “Now we have been made to run pillar to posts. Once the single window portal is introduced, it will cut red tape,” he said.

The portal will also have details about architects, licensed surveyors, engineers who have been mandated to register their profile. The portal will be integrated with the CMDA portal. It will also have master data like districts, cities, taluks, towns, village panchayat, blocks etc and the application will be routed to the concerned department as per the work flow.

It is learnt that list of 11 reform recommendations has been suggested for Chennai Metropolitan Development Authority and other agencies under the Business Reforms Action Plan, which includes developing a single window system that could provide 16 services and construction permits besides having an online information wizard which will provide a comprehensive list of licenses, registrations required for undertaking a specific business and providing links to online application forms for licences or no-objection certificates required by users.

DINDIGUL: WHAT does beauty want? To be seen, appreciated and admired. Well, when it comes to the 'Princess of Hill Stations', aka Kodaikanal, that 'want' part is nicely taken care of by the tourists. But what does beauty need to stay beautiful? To be maintained, period. Good news! the 'need' part is going to be taken care of, courtesy the Kodaikanal Municipality's 106-crore proposal to facelift Kodaikanal.

The municipality has recently sent a proposal to the State government in this regard and the suggestions contain a bunch of measures the Princess Hill deserves. Going by what the Municipality officials told TNIE, the proposal aims to revamp Kodaikanal Lake, Boat House, a 4.5-km road that runs around the lake, 14 culverts that dot the town, Children Park, the walkway garden that circumnavigates the lake and the fountain in municipality office complex. Wait, there's more. The officials also envisage to built two watch towers near the lake for the tourists to get a panoramic view of the evergreen town. To keep the lake clean, the municipality wants to procure a dredging machine so that Palani, a town that relies on Kodaikanal Lake, would get potable water.  

The proposal also pitches for the procurement of 15 boats, including pedalling and rowing ones. It may be noted that the Boat House has 36 boats now. Sources from the municipality told TNIE that renovation of the road around Kodaikanal Lake would put an end to rainwater stagnation in the area. They said the walkway garden would get different varieties of flowering plants. They vowed to carry out the renovation works on war-footing once the government shows green signal to the proposal.

The Plan:

* A dredger will be procured to keep the Kodaikanal Lake clean

* Boat House and Children Park to get a fresh lick of paint

* The 4.5-km road runs around the lake will be relaid

* 14 culverts that dot the town to be renovated

* Fountain in the municipality complex to be revamped

* Walkway garden around Kodaikanal Lake to get a range of flowering plants

* 15 boats to be procured.

Plastic ban comes into force in city

‘Awareness about the ban low among residents’

With the plastic ban of the Corporation coming into effect on Monday, shopkeepers in the city have started giving goods in cloth bags and paper bundles.

City Health Officer V. Satish Raghavan said at least 6,000 commercial establishments such as marriage halls, departmental stores, retail grocers, restaurants and eateries would have to stop using single-use plastic goods.

Shopkeepers should not keep or sell plastic carry bags, non-recyclable plastic ware and and use-and-throw cups. The ban was also applicable to manufacturing, storing and selling of plastic goods below 50 microns.

First-time violators would be issued a warning by sanitary inspectors who would be raiding shops in the four zones at random, he said. “We have been issuing these instructions to eateries and bulk waste generators who use plastic as packaging material over the last two months. If they have already received notices, they would need to pay a fine ranging from Rs. 500 to Rs. 5,000. If they continue to defy the ban, their licences will be cancelled,” he said.

Government offices stopped using plastic goods from July 3. Corporation Commissioner S. Aneesh Sekhar had been conducting awareness programmes in schools and administering pledge against plastic use since September 15.

Despite these initiatives, the awareness about the plastic ban was low among city residents, shopkeepers said.

J. Manimaran, a shopkeeper who welcomes the ban, said, “We spend about Rs. 1,500 each month on plastic bags. In order to reduce the dependence on plastic bags, we have been urging our customers to bring cloth bags. Some do, but many are still unaware of the ban,” he said. The plastic ban could lead to a dip in sales initially, but people would soon adjust themselvesby and by, he said.
