Banks urged to extend loans to urban poor

500 beneficiaries to be identified in each Assembly constituency

The Oulgaret Municipality on Wednesday organised a sensitisation programme to create awareness among bankers on the implementation of the National Urban Livelihood Mission (NULM).

According to a senior official, among the several components of the NULM scheme, the Self-Employment Programme (SEP), aimed at the uplift of the urban poor, is being implemented in Puducherry.

As part of the scheme, 500 beneficiaries will be identified in each Assembly constituency and loan extended to enable them to take up individual and group ventures. The banks can directly accept the applications from beneficiaries for extending loans at subsidised interest rates. The scheme aimed at creating self-employment or job opportunities for urban poor through skill development training and creating necessary support facilities.

Besides creating social infrastructure, housing for the homeless and extending credit for small traders would be important components of the scheme. M. Kandasamy, Commissioner of Oulgaret Municipality; MLAs Ashok Anand, N.S.J. Jayabal, and M.N.R. Balan; Lead Bank Manager S. Chandrasekhar; and other officials attended the programme.

Rs. 250-crore facility will be able to accommodate as many as 2,000 cars

A multi-level car park with the capacity to accommodate nearly 2,000 vehicles will come up at the Chennai airport. Work on the project is expected to begin in a few weeks.

The facility will come up on one million square feet of space. Besides, a 2.5 lakh square feet mall has been planned at the car park.

Olympia Group has been given the project by the Airports Authority of India (AAI), while Larsen & Toubro (L&T) will carry out the construction.

According to L&T officials, the car park will be built at both ends of the Airport Metro Rail station. The structures will be 27 metres tall and will have six levels.

18 months time

AAI officials said that it would take at least 18 months to complete the project.

“Since construction is going to start soon, passengers coming and leaving the airport are likely to face some inconvenience. But when it is finished, they will not face any parking issues. To generate revenue, we have planned to build a mall,” one of the officials added.

This project is estimated to cost Rs. 250 crore and when it is operational, the facility will be able to meet the demand till 2030. The existing parking lot at Chennai airport can house 1,200 cars.

The proposal to construct a multi-level car park was mooted in 2010, but it was not carried out for various reasons.

AAI has decided to take it up as part of the airport’s phase II modernisation project.

The Chennai airport handles about 18 million passengers a year and, according to AAI estimates, this will increase to 30 million in the near future.

The mall was added because, according to a study done by real estate services firm Jones Lang Lasalle, it will provide people living in areas like Adambakkam, Alandur, Nanganallur, Tirusulam, Pallavaram and Puzhuthivakkam access to a shopping destination.

L&T will also construct the new airport terminals as part of the modernisation project.

The old Kamaraj Domestic Terminal has been demolished. Work will start in a few weeks and the new terminals are expected to be ready in three years’ time.

The project is expected to cost over Rs. 1,000 crore

The State Highways Department is expected to come up with a design for the proposed flyover on Avinashi Road in a couple of months.

An official of the department said the flyover for 8.6 km from Uppilipalayam would be a four-lane one with nine ramps. While five would be up ramps, four would be down ramps. These would be connected to the main Avinashi Road. The soil test was over and the alignment had been finalised.

Now, the project was in the design stage and the consultant was expected to prepare the design in a couple of months. Then, the department would finalise it, the official said.

The locations for the ramps had been identified. About 40-metre space was needed in these locations. So the project would involve land acquisition.

Each ramp would be 350 to 400 metres long.

The project was still in a preliminary stage. Once the design was drafted and the basic structure finalised, a model of the flyover would be displayed and opinion of the stakeholders would be taken.

There was a lot of interest in the project and it was expected to cost over Rs. 1,000 crore, the official added.

Architect Arun Prasad of Coimbatore Citizen’s Council said the design planned for the flyover seemed to be fine.

The number of ramps planned would bring down traffic congestion in key locations.

However, if the metro rail project was to come up on the Avinashi Road stretch in the future, it would have to go underground, he said.
