COIMBATORE: People living on water bodies such as tanks and canals in the city must shift to tenements that will be constructed for them under the Basic Services for Urban Poor (BSUP) project, Coimbatore Corporation Commissioner Anshul Mishra told councillors at the Corporation Council’s emergency meeting on Tuesday.

A discussion on this issue saw resistance from many elected members to the Corporation’s plan to re-locate slum dwellers. The BSUP project is being implemented under the Jawaharlal Nehru National Urban Renewal Mission to create slum-free cities.

When Dravida Munnetra Kazhagam (DMK) member M.S. Velmurugan demanded that slum dwellers must be provided pattas to build houses where they lived now, the Commissioner said the member should not confuse patta with encroachment.

Mr. Mishra referred to orders by the Supreme Court and Madras High Court and the Government’s stand that encroachments should not be allowed on water bodies.

An official also said that the courts had clearly categorised settlements on water bodies as encroachments that should be removed. The Commissioner said the BSUP provided for building houses where the urban poor lived now, if they already had patta for the site they occupied.

As for those encroaching water bodies, more than 9,000 houses (in multi-storeyed tenements) would be built and basic amenities would be provided in the colony. The Tamil Nadu Slum Clearance Board was construction another 3,000 houses. Both the projects would provide better living conditions to these people. When Mr. Velmurugan said re-location would be unfair as people were used to the facilities in the place they lived now, the Commissioner said better facilities would be provided to them in the new location. “The BSUP scheme is one of the major tools for creating slum-free cities, as part of this nation-wide programme,” he said.

Six industrial estates proposed to be upgraded

Two upgradation projects to be finished by September


CHENNAI: The government will take preliminary steps for establishing industrial estates in Tier-II cities exclusively for micro enterprises, Pongalur N. Palanisamy, Minister for Rural Industries and Animal Husbandry, told the Assembly on Tuesday.

Concluding a debate on the demands for grants for Micro, Small and Medium Enterprises Department, Mr. Palanisamy said the State Industries Promotion Corporation of Tamil Nadu (SIPCOT) would set up the proposed estates in Madurai, Coimabtore, Salem, Tiruchi and Tirunelveli.

This year, action would be initiated, through the Small Industries Development Corporation (SIDCO), for forming eight estates in Nannilam taluk (Tiruvarur district), Oddanchatram and Vadamadurai (Dindigul), Nerur Vadapaham (Karur), Sadayapalayam (Tirupur), Sengarai (Tiruvallur), Virudhunagar and ‘A’ Sathanur (Villupuram).

Six industrial estates at Tiruverumbur, Mettur, Sivaganga (Phase-I), Karaikudi (Phase-I), Marthandam and Gummidipoondi were proposed to be upgraded under the Cluster Development Programme this year at a total cost of Rs. 7.64 crore. Two upgradation projects, one covering the Guindy industrial estate at a cost of Rs. 27.9 crore and another for Ambattur, Thirumudivakkam and Thirumazhisai (Rs. 61.1 crore) estates, were expected to be completed by September.

The Minister also announced that plastics and rubber industries and food processing would also be covered under the scheme of special capital subsidy for thrust sector. The subsidy quantum would be 15 per cent on eligible plant and machinery, subject to a maximum of Rs. 30 lakh.

During 2008-2009, the Tamil Nadu Small Industries Corporation Limited (TANSI) recorded an operating profit of about Rs. 31.56 crore. The target for the current year was fixed as Rs. 47.24 crore, the Minister informed the House.

Home loans given to slum dwellers

COIMBATORE: The Coimbatore Corporation handed over loans to 76 beneficiaries from slums to build houses under the Basic Services to Urban Poor scheme.

The project is being implemented under the Jawaharlal Nehru National Urban Renewal Mission.

One of the infrastructure development projects being implemented in 63 cities under the mission is the one to make these slum-free.

Chennai, Coimbatore and Madurai are the cities chosen from Tamil Nadu for the mission.

More than 12,000 houses are to be provided for people living in the slums that have come up along roads, railway lines and water bodies.

Mayor R. Venkatachalam handed over cheques for the loan amount to the beneficiaries at a function in the city on Monday. The beneficiaries were chosen from Wards 62 and 63.

While one section got Rs.28,000 another got Rs.28, 350 for each of the beneficiaries.

The total amount of loans provided was more than Rs. 21 lakh.

The Mayor said that out of the 12,630 houses to be provided under the project, 1.073 had been completed.

Work was under progress on 2,924 houses and work orders had already been issued for another 3,583. Now, 76 more had been cleared and loans provided, he said.

“The poor beneficiaries are extremely happy that they will get good houses along with basic amenities in their colony under this scheme,” he said.
