TN switches to e-stamping

Chennai, July 7: The state government will launch e-stamping procedure in an effort to counter the threat posed to the state’s economy through circulation of fake stamp papers.

The system, to be launched in a month by chief minister M. Karunanidhi, would ensure electronic generation of stamp certificates for writing documents, Mr N. Suresh Rajan, registration and tourism minister, informed the Assembly on Tuesday.

Winding up the debate on the demand for grants for his department, the minister said an agreement was signed between the Inspector General of Registration and the Stock Holding Corporation of India Ltd – the agency selected by the Centre to implement the
e-stamping process.

It would be launched initially at nine sub-registrar offices in the city and gradually extended to other places, he said. Besides eliminating the fake stamp papers in circulation, the procedure that is being introduced for the first time would help the government realise its proper revenues.

The amendment of the Registration Act, 1908 will make the registration of power of attorney compulsory in order to curb unlawful activities under its guise. The new regulation would ensure registration of these instruments only in the jurisdictional sub-registrar offices where the property is situated.

Also, a statutory committee for determining guideline value and to give statutory backing to the guideline value would be constituted by amending section 47A of the Indian Stamp Act, 1899 he said. The minister also announced the reduction in stamp vending charges to Rs 2,000 from the existing Rs 10,000 for property transactions between brothers. The registration department had fetched Rs 4,100 crore as revenue during 2008–09.

CHENNAI: Tamil Nadu government gave administrative sanction to the Chennai Corporation’s several projects worth Rs 1,500 crore, to be carried out under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Mayor M Subramanian said.

Speaking to Express at Ripon Building here the Mayor said, “Few days ago, the government gave its accent to the projects, which include ambitious Chennai macro and micro drain project (Rs 1447 crore), Ganeshapuram Railway subway (Rs 30 crore), flyover at Mint Junction (Rs 23 crore), modernisation of Communicable Diseases Hospital (CDH), Tondiarpet (Rs 13 crore) and restoration works at Ripon Building and Victoria Public Hall.”

These projects were on policy stages till now and the government’s sanction would help to the Chennai Corporation to go ahead with swift implementation, the Mayor added.

While the Centre will grant 35 per cent of funding for these projects, the state’s component is 15 percent and the remaining cost would be borne by the civic body itself.

Under the ambitious Chennai macro and micro drain project, the civic body along with the Public Works Department has plans for connecting Buckingham Canal, Otteri Nullah, Cooum River and Adyar River to facilitate free flow of surplus rainwater.

Mayor warns vendors of raids

CHENNAI: A ‘compromise mission’ led by a group of 20 fruit vendors from Koyambedu on Tuesday was rejected outright by Chennai Corporation Mayor M Subramanian, who lambasted them for indulging in the sale of artificially ripened fruits causing public health hazards.

A group of fruit traders from Koyambedu under the banner of Chennai Fruits Commission Agents’ Association met the Mayor on Tuesday and sought a ‘private audience’ with him to clarify ‘doubts’ on artificially ripened mangoes.

The traders’ compromise move followed the recent spate of raids at Koyambedu fruit market where the civic body officials seized more than 65 tonnes of artificially ripened fruits, mostly different varieties of mangoes, and sealed at least two shops.

Since the Mayor was wary of the request for a ‘private audience’ with fruit vendors at Ripon Building, he arranged for an ‘interactive session’ and asked other officials concerned, including the Corporation Health Officer Dr P Kuganantham, to attend the meeting at his conference hall.

During the 30- minute session, fruit traders argued that a few illiterate vendors did the artificial ripening of fruits and the practice continued only because of the shortage of space (godown) for making fruits ripe naturally.

The vendors also complained that only eight godowns were available in the whole Koyambedu fruit market for natural ripening of fruits and they were awfully inadequate during peak seasons.

The justification from fruit traders did not convince the Mayor, who shot back with warnings of further continuous raids on such traders engaged in artificial ripening of fruits.
