GIS system helps Chennai Corpn earn Rs 70 cr more

Chennai, March 8 Backed by technology, the Corporation of Chennai has earned Rs 70 crore more this financial year only through correct assessment of commercial property tax.

A GIS-based application has helped the Corporation of Chennai ensure that commercial establishments in its jurisdiction state the extent of their property correctly for the purpose of paying property tax.

“It helped us control under-assessment,” says Mr Rajesh Lakhoni, Corporation’s Commissioner. In 2007-08, it collected Rs 230 crore from property tax levies; in the current year, it expects to secure at least Rs 300 crore.

He said that the corporation has got an agency to map 40 sq km of Chennai city. It expects to get the other 140 sq km done by June, after which it would have a high-resolution digital map of the city, “upon which we plan to run several exiting applications.”

These maps are made by film-shoots from low flying aircraft. Hence they are much better in resolution than, say, Google Earth.

Once the project is over, many initiatives are possible, Mr Lakhoni said. For example, prepaid car services can calculate the exact distance between two locations and charge the customer accordingly.

The corporation has also seen windfall revenues from another stream: advertisements from the new bus shelters. The corporation has been pulling down existing shelters and building new, flashy ones, with considerable space for advertisements. In the current year, the corporation is sure of getting Rs 30 crore from advertisers.

Unfortunately, the corporation could not similarly replicate this model on its proposed foot-over-bridge plan. Earlier, the plan was to put up a series of foot-over-bridges across main roads with escalators, so that pedestrians could cross over easily.

This is because under the Advertisements Act, hoardings cannot be put up, except on utilities, public conveniences and bus shelters. It is not quite clear why it is alright for a bus shelter to carry a hoarding and a similar activity can’t be done on a foot-over-bridge.

Each foot-over-bridge with escalator costs Rs 2.5 crore. If there had been scope for advertisements, they could have paid for themselves. The corporation is planning to put up a few “with our own money”, but for now, Chennai pedestrians will have to cut the traffic to cross over.

Mr Lakhoni pointed out that the corporation’s budget had doubled in the last two years, to around Rs 1,600 crore for 2008-09. It got Rs 600 crore from taxes and another Rs 400 crore from the State Government as its share of tax collections. Another Rs 150 crore came from measures such as the charges on bus shelter advertisements. The rest came from the Union Government under the ‘Jawaharlal Nehru National Urban Renewal Mission’ scheme.

Mr Lakhoni expects the budget for 2009-10 to be around the same level as the current year.

‘Bus Driving Simulator’ to impart training on driving techniques

TIRUCHI: A state-of-the-art ‘Bus Driving Simulator’ to impart training on right driving techniques to trainees; enhance driving skills of serving government bus drivers, and evaluate their level of competence has been installed at the Tamil Nadu State Transport Corporation (Kumbakonam), Limited, (TNSTC), Tiruchi Region office premises here.

Developed jointly by BEML Limited, a public sector undertaking, and Zen Technologies, the simulator has a bus cut-cabin mounted on a motion platform and equipped with all gauges, controls, transmission systems and indicators found in a bus.

A software has been specially developed to recreate the typical environment in which drivers operate. Costing Rs. 1.5 crore, the simulator provides a feel of driving conditions in city, hills, cross-country and snowy terrain under different lighting, climatic and traffic conditions.

Driving scenarios of different terrains, weather, vehicles and road conditions are projected on a screen by a high-definition projector and LCD screens are used for rear view, in the indoor training system.

The simulator has three main systems—Bus Driving Training Software, Instructor Station and Driver Station. The software has been designed especially for bus simulation. The instructor controls the driver training from the Instructor Station while the trainees occupy Driver Stations.

The Instructor Station enables the instructor to alter environmental conditions and keep track of all driving parameters besides communicating with the drivers. The trainees would undergo well-structured exercises aimed at transforming them into accomplished and safe drivers.

The simulator can record and replay the entire performance of each trainee and can generate different types of reports on customized parameters that can be saved. The drivers could be tested in different forms to evaluate their level of competence.

Inaugurating the facility at the TNSTC office here, the Transport Minister, K.N. Nehru, said such simulators had been installed at three other cities other than Tiruchi.

The move to install simulators was an effort not only aimed at enhancing the skills of the existing drivers but also have good drivers in place. Appealing to the drivers to remain cautious while driving, he said accidents not only affected them and their respective families but general public as well.

Instructions had been given to conduct counselling for bus drivers once in three months to ascertain their problems and take necessary steps to rectify them, Mr. Nehru said adding that necessary works were on to check accidents in spots identified as accident- prone.

The Minister said 20,000 buses were being operated every day with the number of bus travellers being around 2 crore.

He said 3,500 new buses would be acquired shortly to augment the government bus fleet adding Tamil Nadu had the maximum number of buses in operation in the country today. Mr. Nehru distributed cash awards to government bus drivers for accident-free driving.

Collector T. Soundiah, TNSTC (Kumbakonam), managing director R. Raju, Corporation Commissioner T.T. Balsamy and Mayor (in-charge) M. Anbazhagan offered their felicitations.

Financial assistance arrears given to 43 poor artists

VELLORE: Vellore Collector C. Rajendran handed over cheques for Rs.8000 each towards payment of arrears of monthly financial assistance at the rate of Rs.1000 per month for eight months to 43 artistes and artisans belonging to the weaker sections during the weekly ‘manu needhi naal’ (public grievances redressal day) meeting held at the Collectorate here on Monday. The beneficiaries included sculptors, thavil and nadhaswaram artistes and street play artists.

There was huge crowd at the ‘manu needhi naal’ meeting on Monday, since the weekly meeting was held after a gap of 12 weeks, and for the first time after the recent Lok Sabha elections. The weekly public grievances redressal day meetings as well as the monthly agriculturists grievances day meetings were suspended till May 28, following the Election Commission notification of the Lok Sabha elections.

The Collector received a total of 624 petitions from the public on Monday. The petitions related mostly to land patta, patta transfers, employment, loans, financial assistance, free house site pattas, assistance for the differently-abled, old age pension, police protection and electricity connections. The Collector forwarded the petitions to the concerned department officials for immediate action.

Mr.Rajendran also handed over cheques for Rs.25,000 each towards financial assistance to 12 beneficiaries to meet their expenses on heart surgery under the Tamil Nadu State Cardiac Patients Financial Assistance Scheme. Besides, he distributed cheques of Rs.20,000 each towards financial assistance to 12 beneficiaries under the Moovalur Ramamirtham Ammayar Marriage Assistance Scheme.

One of the petitioners a retired nutritious meal organiser of Katpadi requested for payment of his gratuity arrears, while another petitioner –an old age pensioner–from Vellore said that his old age pension (OAP) was stopped after he received it for seven months. He petitioned the Collector to restore his OAP.
