‘Debate on metro rail project is irrelevant’


KOCHI: The Corporation Council on Tuesday requested Union Finance Minister Pranab Mukherjee to earmark funds for the Kochi metro railway project.

Moving a resolution in the council, Deputy Mayor C.K. Manisankar said the project should have been given budgetary support considering the growth potential of the city.

The metro railway was necessary for addressing the increasing traffic snarls in the city, he said.

Mr. Manisankar said the city needs to take a positive stand towards development projects.

It was unfortunate that funds were not earmarked for the project, which was approved by the State government and the Planning Commission. The Finance Minister, while replying to the budget discussion, should earmark funds for the project, he said.

As the Central authorities, including the Planning Commission and the Union Ministry for Urban Development have approved the project, the debate whether metro railway was required or not and the change in the alignment of the rail did not have any relevance, he said.

Works Standing Committee chairman M. Anilkumar seconded the resolution.

UDF leader in the council, A.B. Sabu, suggested that the State government should complete the formalities of the project including the fixing of the alignment and formation of the Special Purpose Vehicle for the project. Though the commission had cleared the project proposal, it is yet to get the Union Cabinet’s nod. The budgetary support may come after the Cabinet clearance for the project, he said.

Mr. Sabu also urged the Mayor to take up the case of traffic issues in the city with the government. The Chief Minister and the State Transport Minister had earlier promised to convene a meeting of the officials concerned to address the traffic issues of the city, he said.

Congress councillor N. Venugopal’s complaint that the Mayor used rough words against him outside the council hall led to a heated debate in the council.

Raising the issue, Mr. Venugopal said the Mayor’s office was a respectable post and its incumbent should uphold the dignity of the office. Mayor Mercy Williams said she was expressing her regret as the councillor had said that he held the office in high esteem.

In another resolution moved at the council, K.J. Antony urged the Cochin Port Trust and the Public Works Department to repair the Thevara-Venduruthy bridge road, Naval Base road and the badly damaged roads in West Kochi.

Shimoga CMC approves Kannada Ganga scheme

Government to meet 60 per cent of the cost of project

SHIMOGA: The special meeting of the City Municipal Council here on Tuesday unanimously approved the new Kannada Ganga Water Supply Scheme for Shimoga after a protracted discussion. The scheme envisages 24-hour water supply.

During the discussion, Congress councillors Yogish and Kashi Vishwanath expressed their doubts over the usefulness of the scheme for a city located on the banks of the Tunga river but which did not have adequate water supply even during the monsoon.

Congress councillor Mariappa pointed out that the Rs. 28-crore project to augment water supply launched four years ago was yet to be completed, and there was no guarantee that the new Rs. 195-crore scheme would be completed in the stipulated time.

Prasanna Kumar, another member, said that scheme should benefit all sections of society and not just the rich and the influential.

Bharatiya Janata Party councillor S.N. Channabasappa said it was a matter of satisfaction that Shimoga was among 11 urban centres chosen for the implementation of the Kannada Ganga scheme and thanked the State Government. He suggested that the resolution be adopted unanimously as its modalities had already been discussed thoroughly at the meeting held in Bangalore recently. He said that it was the responsibility of the Government to ensure that the scheme was implemented without inconveniencing citizens.

CMC president N.J. Rajasekhar, who presided over the meeting, allayed apprehensions about the usefulness of the scheme.

He said that the scheme would be completed in three years. The State Government would meet 60 per cent of the cost, financial institutions would contribute 25 per cent and the council would provide the remainder. The council then gave its unanimous approval to the scheme.

The council also approved the following projects: an arch at the main entrance of the Nehru Stadium, widening of the abutting the Nehru Stadium and road repair.

Urge Jaipal Reddy to sanction funds for various projects

GUNTUR: Mayor Rayapati Mohan Sai Krishna and Guntur MP Rayapati Sambasiva Rao met Union Minister for Urban Development S. Jaipal Reedy in New Delhi on Tuesday to convince him to sanction funds for several projects for development of the city under urban infrastructure development (UIDSSMT) scheme.

The MP requested the Union Minister to sanction Rs.147 crores drinking water project under the development project as there was severe scarcity of water, and added that not even a single rupee was spent in the city under this project so far. The project would entail laying of a second pipeline from Mangalagiri to Thakellapadu filtration plant, renovating the filtration plants at Thakellapadu and Snagam Jagarlamudi and laying new distribution lines in fringe colonies and repairing the existing ones to reduce water losses.

Underground project

The second project in waiting for a long time was the underground drainage project, which was designed at an estimated cost of Rs.395 crores.

The Mayor and the MP asked the government to sanction another project that would take care of storm water drainage to reduce inundation during rainy season.

They also met Joint Secretary in the Ministry P.K. Mohanty and sought a favourable decision so that city could be developed to some extent as far as basic amenities were concerned.
