2 multi-level parking facilities in city soon
Realising the severe shortage of parking space for vehicles in the
city, the Hyderabad Metropolitan Development Authority proposes to
construct an exclusive automated multi-level parking facility at
Ameerpet in the city.
Another automated multi-level parking-cum-
retail commercial complex at Kothapet in Saroornagar will be constructed
in public- private partnership.
The automated multi-level parking
facility in the busy Ameerpet area, estimated to cost `27.30 crore,
will go a long way in easing the traffic congestion at and around the
proposed metro railway station at Ameerpet as two metro rail lines will
cross at Ameerpet.
The HMDA, under its core objective of providing
integrated transport infrastructure development for the city, envisages
the need for adequate parking space in the city.
The proposed
parking structure will be less than 18 metres high in accordance with
the norms of Airports Authority of India (AAI) and will be safer than
parking on road margins as at present.
HMDA officials told Express
that the proposal for the multi-level parking facility had been
approved by the excecutive committee of HMDA a few days ago. HMDA has
appointed Ernst & Young Ltd as transaction advisor consultant who
will assist it form the stage of concept development till commercial
operations.
The TA consultant has prepared a project assessment
report in respect of the facility at Ameerpet. After conducting the
study of the present and projected demand, the consultant estimated that
over 20 four- wheelers and 200 two-wheelers can be parked in the
proposed location.
The consultant suggested a few project
structuring options which were examined by the technical committee on
PPP projects (consisting of members from HMDA, INCAP, MAUD, finance and
ASCI) at a meeting held in July this year. After discussions, the
committee recommended to the HMDA to go in for an exclusive parking
facility.
In the PPP model the concessionaire will be responsible
for development, operation and maintenance of the automated multi-level
parking for a 15-year concession period during which the grant is
expected to be up to 45 percent of the project cost ie, Rs 10.30 crore
which will be the bid parameter.
The project will be awarded to whoever gives the lowest grant.
The
consultant is preparing the bid documents for selection of developer.
As the project falls in the GHMC area, HMDA, through the government, has
sought a grant-in-aid of `10.30 crore to make the project financially
viable without any commercial component.
The HMDA proposes to
develop another multi- level parking complex on a land of 2.24 acres at
Kothapet near Saroornagar commercial complex in LB Nagar.
The
project site is located in one of the major suburbs of the city and has
high potential for growth of retail business due to the location of many
residential colonies in the area.
It will be taken up in the PPP
mode. The land will be provided by HMDA to the private developer for a
specific concession period. HMDA will select transaction advisor
consultant for selecting the developer of the complex at Kothapet.
