Norms fixed for constitution of urban bodies in StateStaff Reporter | Bhopal
The State Cabinet on Tuesday fixed the norms for constitution of urban bodies in Madhya Pradesh. A Nagar Panchayat would be constituted in towns having more than 20,000 but less than 50,000 population; municipality in cities having more than 50,000 but less than 3 lakh population and a municipal corporation would be constituted in cities having more than 3 lakh population.
As per the norms set for the constitution of new urban bodies, the population of the concerning city must be not less than 20,000. Out of this, 60 per cent must be dense population. Non-agriculture activities should be in vogue in such a body in which at least 50 per cent population must be engaged.
The body whose nature is going to be changed must have its own revenue resources to the tune of Rs 10 lakh per annum. Thirty per cent of the buildings in the civic body in question should have been covered under property tax. That means that their annual rent should not be less than Rs 4,800.
Similarly, water supply system should be in place in the civic body’s entire area. The bazaars, cattle fairs etc should be more income-generating than those held in the surrounding Gram Panchayats. The Gram Panchayat in question should have its own building in which at least 10 employees and 15 corporators can sit. Thirty per cent of roads/drains out of the total roads in the body should be pucca constructions. Similarly, the civic body should have electricity poles in its possession in the maximum area of the urban body.
The Cabinet also decided to grant as Diwali bonanza the benefit of time-scale in 10 and 20 years to the class IV employees. It may be mentioned here that different employees unions have been making this demand. Accordingly, the class IV employees (grade-4) whose recruitment rules provide for direct recruitment would get the benefit of first higher time scale on completion of 10 years service and second time scale on completion of 20 years.

The Cabinet decided in principle to transfer 14.46 acre land/ structures made thereon out of total 22.22 acre land for conducting and maintaining a bus terminal under the Kushabhau Thakre Inter-state Bus Terminal Scheme of Bhopal Development Authority. The break-up of this land is 10.77 acre from Bhopal Survey No. 1528 of Capital Project, 8.90 acre from Survey No. 1529, 2 acres from village Shahpura’s Survey No. 2 and 0.55 acres from Survey No. 4.
The Cabinet has decided to allot 3008 square meter land to Sarv Brahman Religious and Charitable Trust, Datia on 10 per cent premium.
