Drive against stray cattle intensified, Corporation tells court
The Chennai Corporation on Monday submitted before the
Madras High Court that it caught 2,851 head of stray cattle from 2010 to
2012. Nearly Rs.42 lakh was collected as impounding charges. The civic
body was taking all measures to control stray dogs, cattle and pigs in
all zones. There are 200 wards and 15 corporation zones in Chennai.
The
Corporation made the submission in its counter to a public interest
litigation petition by K.Chandrasekaran of Nanganallur here.
He
said that on October 8, 2012, his wife, Subha, was returning home after
dropping their son near the Kubera Vinayaka Temple on the Civil
Aviation Colony Road, Nanganallur, when a stray cow attacked her.
She
had to undergo 20 stitches in her abdomen and took treatment for a
month. Stray cattle posed a major threat to the public, especially women
and children, in several parts of the city.
The corporation did not take any effective action on his complaint.
In
the counter, Corporation Commissioner Vikram Kapur said the civic body
had intensified its drive against stray cattle in all zones.
Stray
cattle which were being caught were put in two pounds and released to
their owners on the condition that the animals would not be let on the
roads again.
The corporation collected impounding
charges and penalty per animal at the rate of Rs.1,250 and Rs.100 per
cattle towards maintenance charges.
A Division Bench
comprising Justices Elipe Dharma Rao and M.Venugopal recording the
counter affidavit and also the submission that the corporation would
continue its drive against stray cattle, disposed of the petition.
